Youth Entrepreneurship with Innovation in Nigeria (YouWiN!)

The YouWiN! Program is an annual programme of the Federal Ministry of Finance, which prepares qualified ventures for funding. In turn, it will drive an upswing in the performance and growth of Nigeria’s economy through innovation and job creation. As such, in compliance with the provisions of the Public Procurement Act 2007, the programme intends to engage a number of consultants to provide a variety of services.
LOT 1- REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR MEDIA CONTENT DEVELOPMENT
Objective of the Assignment
The overall objective is to produce and broadcast a TV and radio variety show for the YouWiN! Program where beneficiaries will share their YouWiN! experience with the public in terms of application process, trainings and overall business experience. The program will also involve interaction with other entrepreneurs with the aim of fostering enterprise amongst Nigerian youth.
SCOPE OF SERVICES:
The scope of work for this assignment include the following tasks:
(1) Review all documents and materials (Program concept note, brief activity report, any other visibility material produced such as brochures, press releases, etc.) in order to better understand the Program objectives, mandate and results achieved.
(2) Consult with YouWiN! and FMF team and communicate with partners, investors, stakeholders and beneficiaries to obtain relevant information. Specifically the production company will:
(3) Identify and propose (in close consultation with YouWiN! team and FMF) a structure for the TV and radio show
(4) Consult and interview identified partners, stakeholders and beneficiaries;
(5) Deliver a draft script and TV/radio show outline for comments;
(6) Produce the TV and radio shows
(7) Present completed rushes to the YouWiN! Team
(8) Finalize and broadcast the TV/radio show incorporating the comments arising from the presentation to the YouWiN! team and FMF.
SPECIFIC QUALIFICATIONS AND SKILL REQUIREMENTS:
Prospective consultants should submit their Expressions of Interest detailing the following information as basis for pre-qualification:
• Proven Evidence of ability to deploy and coordinate a team to accomplish projects with a high level of integrity
• Demonstrated experience and competency in conducting similar assignments of a regional/ international magnitude
• Experience in working with development organizations and/or international donors as well as experience working with the Federal Government of Nigeria.
• Five to ten years working experience in development of TV shows /film production
• Clear work plan and articulation of expected methodologies and outputs
• Excellent technical capacities to ensure smooth and high quality production (video production staff, owner of its own video production studio or a documentary proof of an access to a rented video studio, etc.)
LOT 2 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR DEVELOPMENT OF A LEARNING MANAGEMENT SYSTEM
Objective of the Assignment
The objective of this assignment is to design and implement a Learning Management System which will serve as a training and assessment tool for all shortlisted applicants.
SCOPE OF SERVICES
The Learning Management System will include the following high-level functionalities to ensure a smooth training experience for the shortlisted applicants, their instructors and the YouWiN! Project Implementation Unit (PIU)
TASK 1 – LEARNING FUNCTIONALITY
The firm is to ensure that the Learning Management System is built to deliver training materials to shortlisted applicants on the platform. The system will give applicants access to training classes, schedules, their assigned instructors, training courses, and personal information. Features of learning will include, but not limited to, the following:
(i) Access to classrooms and course resources – multimedia, text, etc.
(ii) Automated assessment tools
(iii) Email and SMS notifications
(iv) Course progress reporting tools
(v) Exam engine for testing and assessment
TASK 2 – INSTRUCTOR FUNCTIONALITY
Instructors must be able to create classes and provide training content, schedules, resources, guidelines etc. The system will allow assigned instructors manage the information required to train applicants. Features of the instructor functionality include, but not limited to, the following:
(i) Course resource management-multimedia, text, etc.
(ii) Email and SMS notifications
(iii) Exam engine for test building and scoring
(iv) Reporting tools
TASK 3 – ADMINISTRATIVE FUNCTIONALITY
The Learning Management System must have overall management functions that will be handled by the YouWiN! PIU. The functionalities of the administrative user will include the following:
(i) Generating administrative reports
(ii) Course assessment tools
(iii) Classroom and course management
(iv) Data import/export from CVS, JSON and XML file formats
(v) Document and eLearning Management
(vi) Installation and maintenance
(vii) Notifications – sending emails and SMSs to applicants and instructors
(viii) User Access Control and Privileges
TASK 4 – DOCUMENTATION
The firm will be required to provide full solution and architecture documentation for the LMS prior to go live. In addition, the firm will provide a User Manual for the LMS and an Application Programming Interface Manual to the YouWiN! PIU.
TASK 5 – SYSTEM REQUIREMENTS
(i) The online LMS platform must be able to handle a minimum of 100,000 concurrent users
(ii) Training will be in the form of videos, audios, and text.
(iii) The online training platform will be hosted on the YouWiN! server and database.
(iv) The consultant is expected to develop REST services for the Learning Management System that will expose API services to other systems of the YouWiN! secretariat.
(v) The use of Content Management Systems (CMS) such as WordPress, Joomla or Drupal etc. is not accepted.
(vi) A remote Version Control and Code Repository System will be used to manage the code base that will be created by the YouWiN! Project Implementation Unit and accessible by the firm’s engineering team.

LOT 3 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR DEVELOPMENT OF AN ONLINE MARKETPLACE
Objective of the Assignment
The objective of this assignment is to design and develop a Marketplace which will provide an enabling virtual environment for Business-to-Business (B2B) and Business-to-Consumer (B2C) transactions.
SCOPE OF SERVICES
TASK 1 – REGISTRATION OF USERS ON THE MARKETPLACE
The firm will liaise with the YouWiN! Program Implementation Unit to develop a platform to be used by registered and unregistered users.
The system will allow:
(i) Businesses to register as sellers
(ii) The public to register to enable them transact
(iii) Government/MDAs register and transact
TASK 2 – CONTENT MANAGEMENT SYSTEM
The platform will have a Content Management System (CMS) which will support but not limited to the following functions.
(i) A front-end user interface that will allow users to add, modify and delete content from the website without the intervention of a webmaster.
(ii) A content delivery application (CDA) that will compile information and updates the website.
TASK 3 – CUSTOMER SERVICE
The platform will have a Customer Service system which will support the function of customers’ accounts with dashboard, order history, account details and address book.
TASK 4 – CHECKOUT SERVICE
The platform will have a checkout service system which will support but not limited to the following functions.
(i) A checkout module with billing & delivery address
(ii) A checkout module with order confirmation, payment options and receipt
TASK 5 – PAYMENT METHOD
The platform will have a Payment system which will support but not limited to the following functions.
(i) An online payment options that supports all cards
(ii) An option that enables customers to pay on delivery
TASK 6 – SEARCH ENGINE OPTIMIZATION (SEO) MANAGEMENT
The platform will have a SEO Management system which will support a Google and an automated sitemap generation
TASK 7-ANALYTICS
The platform will perform Analytic functionalities using Google analytics and E-Commerce tracking.
TASK 8 – FEEDBACK MANAGEMENT
The platform will have a Feedback Management system which will support but not limited to the following functions
(i) Enable users to make recommendations on the platform
(ii) Allow customers to leave feedback on a product

LOT 4 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR ONLINE TRAINING CONTENT DEVELOPMENT
Objective of the Assignment
The objectives for this assignment are outlined below;
• Offer online training to a maximum of 55,500 for the first round of training over a 4 week period.
• Develop an online training platform with unlimited access that can accommodate up to 55,500 concurrent users during peak periods Design a training module composed of various generic business topics modules and various support materials (on-line and downloadable materials, online courses)
• Integrate the training content on to the training platform Design test questions and develop an automatic scoring system that will score participants at the end of each course. These scores will be compiled at the end of the training period to produce the final scores for each participant which will in turn be used to select the next stage qualifiers
SCOPE OF WORK
The scope of the assignment is outlined in the tasks below
Task: First round online training of 55,500 using the Business Edge® training program customized to the Nigerian context.
The project has selected a series of training modules to be delivered from the existing international IFC Business Edge catalogue. These cover Marketing management, financial management, personal productive skills, Human resources, General and Operations Management. The modules and courses from Business Edge® (BE) training program to be customized are detailed below. This list is informative and can be revised after consultations with the PIU.
Marketing Management – Caring for Customer, Achieving success in Marketing, Assessing Marketing Opportunities, Developing a competition strategy
Financial management – Controlling costs, working with budgets, Using and analyzing financial statements
Personal Productivity Skills – Motivating People, Managing Changes, Communicating Effectively
Human Resource – Recruiting for Key Management Positions, Planning for Human resources, Establishing Compensation and benefits
General and Operations Management – Auditing Quality, Controlling Physical Resources, Planning and Controlling Work
• Based on their considerable experience in delivering generic business training to the SME’s on a national basis, the firm will customize these chosen Business Edge modules. In addition, each module needs to take the following into account:
• Engaging and lively modules that are customizable and relevant to businesses (This can include animations and videos)
• Practical applications to be done through these videos and animations (not too much theory/lectures).
• More specifically, customization will be done based on the following guidelines:
• Adapting the syllabus to the Nigerian context where needed.
• Replace wherever possible, academic or theoretical participant practical exercises with exercises based on real life businesses or business ideas.
• Focus the training on knowledge, tools and skills that have the highest impact on behavioral change in the participant, leading to businesses that both grow, and remain viable.
• Develop an online training implementation plan within the program’s timeline that offers a strong balance of high quality training, efficiency and value for money for the project.
The Firm will provide the following outputs for this Task:
• Curriculum for each module
• An online course and testing system which will be required to assess the applicant’s understanding of the course.
• A test to be undertaken after each course
• Clear objectives and outputs for the participant after the module (in particular changes in business practices) on which to assess the success of the module;
• A short summary for each module
• Build the online training platform, integrate contents and maintain platform. The Firm will work with the IT firm that will be recruited by the PIU and the IT team within the PIU to ensure proper management of process.
• All training materials, syllabus, schemes of work etc. developed by the firm will remain the intellectual property of the YouWiN! project, for the project to disseminate or utilize in future trainings as it sees fit.
These modules will be adapted based on the feedback received from the trainees, if needed. The firm is also required to design test questions and develop an automatic scoring system that will score participants at the end of each training module
SPECIFIC QUALIFICATIONS AND SKILL REQUIREMENTS:
Prospective consultants should submit their Expressions of Interest detailing the following information as basis for pre-qualification:
Profile of firm/consortium including ownership structure and role of each corporate entity with full contact details of each firm;
(1) Training. The Firm must have more than 10 years of experience in delivering training in Nigeria. The Firm must provide details on the training modules/programs to be delivered that are relevant to this assignment;
(2) Accreditation. The Firm must be a Business Edge® Partner;
(3) Curriculum Development. The Firm must have more than 5 years- experience in developing curriculum in accountancy, financial management and marketing. The Firm must demonstrate a strong knowledge of the Nigerian private sector, industry clusters and SMEs to ensure that the Business Edge® online training will be customized to Nigerian businesses
(4) Online materials. The Firm must show evidence of its capacity to build online training platform and manage it afterwards.
(5) Presence in Nigeria. The Firm must have a presence/office in Nigeria
(6) Team composition. The Firm should have the following key experts: (1) Team Leader, (2) Senior Training expert, (3) E-learning expert.
• Team Leader: Post Graduate Degree Business Administration or related course. 5 years- experience in project management and 5 years of experience in management, financial management and/or marketing.
• Senior Training Expert – Post Graduate Degree in Business Administration or similar discipline. 7 years- experience in training and curriculum development. Excellent knowledge in management, financial management, human resources and/or marketing;
• E-Learning Specialist-Post Graduate Degree in Business Administration or similar discipline. 2 years- experience in e-learning.
LOT 5 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR DEVELOPMENT OF A WEB PLATFORM
Objective of the Assignment
The objective of this assignment is to create an online platform for applicants to participate in the programme as well as engage our various stakeholders such as our private equity investors.
SCOPE OF SERVICES
The selected firm will develop the following components of the web platform:
(1) Rebranded website
The selected firm will work directly with the YouWiN! PIU to ensure that information displayed on the website is accurate and its aesthetics meet the requirements of the programme.
The website functions will includes, but not limited to, the following:
(i) Provide information on the programme
(ii) Access to news and events on the programme, media content, publicity and newsletters
(iii) Access to frequently asked questions
(iv) Contact information
(2) Application component
The website is required to provide prospective applicants the avenue to register their basic information and complete an online application. The features of the application component of the website includes, but not limited to, the following:
(i) Registration
(ii) User Account Management
(iii) Submission of application for a particular cycle
(iv) Uploading required documents as part of the application requirements
(v) Auto-generation of unique identification numbers for all applicants
(3) Assessment Component
Submitted applications will be assessed online by predefined assessors.
(i) Grading (Assessment)
Assessment is where the actual grading of the approved applicants take place. The system will give access to assigned assessors. To ensure integrity, the system does not expose personal information of the applicants to the assessors only the applications and unique identification numbers of the applicants. This information must remain confidential to ensure transparency and integrity of the grading process.
The functionalities of the grading system includes, but is not limited to, the following:
Authentication and Security
Assessor account management
Ability to view and grade applicants based on a scoring template. Scoring is done anonymously by the assessor (i.e. will not have access to applicants personal information).
(4) Monitoring and Evaluation Platform
The Monitoring and Evaluation (M&E) platform tracks all beneficiaries of the programme. The functionality will include, but not limited to, the following:
(i) Authentication and Security
(ii) Access to businesses and their information, milestones and deliverables, concept notes etc.
(iii) Data import/export of CVS, JSON, and XML files
(iv) Email – contacting businesses, investors and other stakeholders of the platform
(v) Monitor management
(vi) Generate reports
(5) Administration Component
The administration component is needed to give the YouWiN! PIU full management of the platform. The functions of the administration component include, but are not limited, to the following:
(i) Manage content information of the website
(ii) View applications of applicants
(iii) Administrative user account management
(iv) Assign assessors to groups to grade applications
(v) System user account management – Applicants, Assessors etc.
(6) Documentation

LOT 6 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR MENTORING SUPPORT
Objective of the Assignment
The goal of this assignment is to develop and implement effective programmes for those MSMEs that will enhance their capacity in the five key areas identified:
Assist these MSMEs in accessing formal financing channels (e.g. bank lending etc.);
(i) Assist these MSMEs in accessing new markets (i.e. through new channels, exports, new large customers etc.) to grow or diversify business revenues within the engagement period;
(ii) Assist these MSMEs in reducing operational costs, and becoming more competitive;
(iii) Assist these MSMEs in formalizing their operations;
(iv) Assist these MSMEs with basic skills to enhance overall entrepreneurship and business management capacity.
(v) Assist MSME with Advisory services such as legal, standardizations, compliance, taxation etc.
SCOPE OF SERVICES
The scope of work for this assignment will include the following tasks:
Task 1 – Definition of the support to the MSMEs – Need assessment and Scope of support
The Firm will diagnose the problems that prevented the MSME from growing and suggest solutions that would help them to solve these problems. The Firm will dedicate at least eight hours to each MSME, including at least 4 hours in the MSME premise and at least two meetings. The portfolio of the supported MSMEs will be given to the Firm by the YouWiN Secretariat.
During this phase, the Firm will:
(1) Validate the information provided by the MSME;
(2) Execute a Need assessment for each MSME using the template provided by YouWiN Secretariat
(3) Develop the Scope of Support document.
Task 2 – Implementation of the Scope of Support
The Firm will implement the Scope of Support tailored to each MSME. The duration of the Implementation of the Areas of Support is minimum 80 hours, spread over minimum 10 months and maximum 12 months with minimum 16 hours spent at the MSME premise. Group sessions are not allowed for this assignment (strictly a one-on-one relationship)
SPECIFIC QUALIFICATIONS AND SKILL REQUIREMENTS:

Proven senior expertise in the areas of business development services. This should include:
(i) Proven ability to undertake rigorous and detailed analysis of the constraints MSMEs face in Nigeria;
(ii) At least 5 years of working as a business development service provider in Nigeria evidenced by
Organization profile
Personnel profile;
(iii) Proven ability to exploit and further build networks of professionals and stakeholders to support MSME development;
(iv) Details of direct work experience with MSMEs (in specific region);
(v) Evidence of excellent administrative skills relating to large complex development projects;
(vi) Proof of competence in establishing strong partnerships with the public and private sector;
(vii) Knowledge of strategy development tools with analytical and management skills;
(viii) Knowledge in any of the sectors covered by programme (ICT, Entertainment, Agriculture/Agro-processing, Manufacturing, Retail).
(ix) Identification of one specific region of Nigeria, where consultant has strongest capabilities (i.e. NE, NW, NC, SW, SE, SS)
(7) Team composition. The Firm should have the following key experts: (1) Team Leader, (2) Financial Management Expert, (3) Marketing/ Communications Expert (4) Operations Expert (5) Human Resource Expert
Team Leader: Post Graduate Degree Business Administration or related course. 5 years of experience in project management and 5 years of experience in management, financial management and/or marketing.
Financial Management Expert – Graduate Degree in Business Administration / Accounting/ Economics or similar discipline. ACCA or ICAN certified. 5 years’ experience in financial management for SMEs in Nigeria.
Marketing/Communications Expert – Graduate Degree in Mass Communications / Marketing or similar discipline. 5 years’ experience in Marketing experience working with SMEs in Nigeria.
Operations Expert – Graduate Degree in Engineering, Technology. 5 years’ experience in Operations Management working with SMEs in Nigeria.
Human Resource Expert – Graduate Degree in a social sciences course or similar discipline. 5 years’ experience in HR working with SMEs in Nigeria.
LOT 7 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR FACE TO FACE TRAINING CONTENT AND DELIVERY
Objective of the Assignment
The objectives for this assignment are outlined below;

Work with PIU to integrate the face to face training content on to the online training platform

LOT 8 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR ORGANIZATION OF STATE-LEVEL SENSITIZATION/WORKSHOPS
Objective of the Assignment
The objective of this assignment is to create awareness for the program and attract between 800-1500 Nigerians between the ages of 18 to 40 to be engaged and adequately informed in each venue of the workshops. The Workshops will target eligible Nigerians with innovative business concepts or expansion plans for an existing enterprise and are seeking support. The workshops will be organized in 37 locations across the 6 geo¬political zones, mobilize aspiring applicants, expose them to the YouWiN Program and prepare them to apply for the first stage of the program.
SCOPE OF SERVICES:
The scope of work for this assignment include the following tasks:
(1) Work with successful entrepreneurs and professional business groups to create program awareness.
(2) Work with relevant government agencies in all states to ensure that they get information to young people in their network and invite them to the workshops.
(3) Develop content for the workshops in collaboration with the YouWiN! Secretariat to be delivered by qualified resource persons
(4) Attend an on-boarding session at the YouWiN! Secretariat for comprehensive briefing on workshop execution.
(5) Develop local publicity campaign for the sensitization including awareness materials specifically flyers, banners, radio jingles and social media messages under supervision of the YouWiN! Secretariat.
(6) Deploy a project team to facilitate workshops.
(7) Organize workshops in line with standardized outline as developed by the YouWiN! Secretariat.

LOT 9 – REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR MARKING AND ASSESSMENT OF STAGE 1 ENTRIES
Objective of the Assignment
The objective of this assignment is to support the selection process of the YouWiN! Project to assess candidates through an online anonymous evaluation of stage 1 applications.
Stage 1: Screen up to 150,000 concept note submissions using a standardized assessment tool that evaluates the following components:
(i) Applicant’s entrepreneurial intent and commitment
(ii) Description of the business – clarity, conciseness and feasibility
(iii) Preliminary analysis of the market
(iv) Understanding of the competitive landscape
(v) Skills and experiences of the applicant
(vi) Preliminary analysis of the financial flow of the proposed business
(vii) Understanding of business risks and how to mitigate them
SCOPE OF SERVICES:
The scope of work for this assignment will include the following tasks:
Task -Initial Applications
The firm will liaise with the YouWiN! Program Implementation Unit to develop a standardized assessment template to be used in assessing candidates based on the merit of their submissions. This will be treated in the strictest level of confidentiality to ensure a high degree of integrity. The assessment guide will be developed based on international best practices and lessons learned from previous editions. Control measures to help safeguard the integrity of the review process will also be designed.
These measures include;
(i) Submission of marker profiles for review and approval by YouWiN! Programme Partners.
(ii) Development and submission of a comprehensive training curriculum for markers to be reviewed by YouWiN! Programme Partners.
(iii) Involve the programme secretariat in marker training
Once the assessment guide and internal control measures have been setup, the firm will conduct an anonymous review of up to 150,000 concept note applications during which all reviewers will not have visibility to any candidate names or identities. Appropriate access to the online platform will be provided by the Programme Implementation Unit.
SPECIFIC QUALIFICATIONS AND SKILL REQUIREMENTS:

(1) Staff of bidding companies should have experience in business proposal evaluations with proven ability to undertake rigorous and detailed evaluation of MSME business proposal expansion plans
(2) Evidence of excellent administrative capacity relating to large complex development projects in Nigeria (Not less than 4 years)
(3) Evidence of ability to coordinate a sizable remote (online) team to accomplish projects with a high level of integrity
(4) Extensive knowledge of the MSME sector and its opportunities in Nigeria in the last 3-5 years
(5) Evidence of financial capability for the last 3 years
(6) Experience in World Bank or donor-funded projects would be an added advantage.
GENERAL CONSULTANTS REQUIREMENTS/ELIGIBILITY CRITERIA:
All companies are expected to provide the following information along with their submissions:
(1) Registration with Corporate Affairs Commission (CAC) and copies of Certificate of Incorporation and Articles of Memorandum of Association
(2) Evidence of 3 years audited accounts for 2013, 2014, and 2015
(3) Evidence 3 years tax clearance certificate for 2013, 2014 and 2015
(4) Evidence of compliance with Pension Reform Act 2004 as contained in section 16(6d) of the Public Procurement Act.
(5) Evidence of contribution to Nigeria Industrial Training Fund (ITF) as contained in section 6(1)(3) of the amended Industrial Training Fund (ITF) Act. 19 of 2011.
(6) Evidence of financial capability (attach copies of recent bank statement)
(7) Evidence of registration with the Bureau of Public Procurement (BPP) national database of contractors, consultants and service providers
(8) Profile of firm and credentials of key personnel to undertake the various tasks with their qualifications and experiences clearly stated.
(9) Evidence of similar jobs executed in the last 3 years

INTRODUCTION
Chevron Nigeria Limited (CNL), operator of the CNL/Nigerian National Petroleum Corporation (NNPC) Joint Venture (JV) invites interested and prequalified companies for this tender opportunity for the fabrication, transportation, installation, Hook-up & commissioning services at CNL’s Abiteye Field within the onshore area of operation.
SCOPE OF WORK
The scope of work includes but not limited to the following:
Fabrication, Transportation, Installation, Hook-Up & Commissioning Services for the following work activities:
• Piping and Structural fabrication (including structural supports/racks etc) according to issue for construction (IFC) drawings
• Transportation of piping, materials and equipment to the Project Site (including loading at collection point(s) and unloading at site)
• Installation of gas separator, dehydration unit and flare system
• Hook-Up and tie-ins for vessels, flowlines, pipes, valves, control systems etc ant to the existing Abiteye facility
• Testing and commissioning of new facility (including field instrumentations, Control Systems, ESD and electrical etc) and complete testing and inspection of new facility)
• De-mobilization from site of all equipment/plant and personnel used for the successful completion of work at the assigned location
Contractor will provide equipment, human resources, consumables and all other materials not supplied by Company but required for the complete execution of the scope of work. Contractors will be responsible for customs clearance, duty and related costs, approvals of Government and Government franchised groups for importation of those equipment and materials specified for the work but which could not be available for procurement in-country.

NIGERIAN CONTENT REQUIREMENTS
CNL is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB)
Bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next stage of the tender.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria.
(B) Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC forms CAC2 and CAC7
(C) Provide evidence of what percentage of key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume
(D) Provide a Nigerian Content Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigeria companies and personnel that are involved in executing the work. Also provide details of Nigerian Content Local point or manager;
(E) State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well- equipped offices and workshop; attach past experience of such patronage.
(F) Specific to this project, provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous business and Nigerians over the next five (5) years
(G) Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box)
(H) Location of in-country facilities (Storage, workshops, repair & maintenance facilities and testing facilities)
(I) Bidder must be willing and able to provide evidence of maximization of made in Nigeria goods and services
(J) Provide details on any other Nigeria Content initiative your company is involved in.
(K) Provide evidence of any MOU with OGTAN registered trainer to conduct classroom module of training and on the job attachment
(L) Provide human capacity building development plan including budget which must be a minimum 10% of project man-hours or cost. Training must be targeted at developing capacity other than bidders personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.
(M) Provide details of at least 50% Nigerian Ownership of all equipment to be deployed for the service.
(N) Provide evidence that vessel(s) to be used for this service is in compliance with NCDMB Vessel Categorization Requirement
(O) Bidders (Vendors, Original Equipment Manufacturers (OEMs) and (EPC) Contractors) are required to present Nigerian Content Equipment Certificate (NCEC) issued by NCDMD (or evidence of application for the certificate) in respect of any components, spares, equipment, systems and packages to be used in the proposed project under tender.
(P) All Bidders for a project/contract/service with a completion period of 12months or more are required to submit as part of the Nigerian Content requirement, a signed Memorandum of Agreement (MOA) between it and one of the research and development (R&D) clusters established by the Nigerian Content Development & Monitoring Board (NCDMB). The MOA shall be relevant to the project and shall indicate how the Bidder intends to use the relevant R & D Clusters during project execution.

(ix) Sworn Affidavit:
(a) Of the company not being in receivership or insolvency or bankruptcy;
(b) Disclosing whether or not any officer of the relevant Committees of the procuring entity or BPP is a former or present Director who has any pecuniary interest in the bidder;
(c) Of not having any Director who has been convicted in any country for any criminal offence;
(d) Confirming that all information presented in Its bid are true and correct in all submission.
ADDITIONAL REQUIREMENTS:
(i) Detailed Company Profile showing verifiable evidence of possession of experience in the similar job and submission of at least three projects of similar nature and complexity applied for with Letters of award and job completion certificates in the last five years;
(ii) Evidence of possession of adequate qualified personnel with their Curriculum Vitae and ability to perform the obligation of the contract;
(iii) Verifiable evidence of payment of a non-refundable payment of N20,000.00 (Twenty Thousand Naira) only through TSA Remita;
(iv) Verifiable Evidence of Tools and Equipment to be used as well as whether the Tools or Equipment are by lease or owned;
(v) Verifiable evidence of financial capability with financial support from a reputable Bank.
Proposal must be paginated and items required above to be arranged in the order of sequence as listed.
3.0 PAYMENT FOR TENDER DOCUMENTS.
3.1 All bidders are advised to contact their Banks for the code upon which payment for tender documents can be made into the Treasury Single Account (TSA) of the Ministry.

(i) Bidders shall not bid for more than two (2) projects, if discovered, Bidder will be disqualified; A positive review of Procurement Documentation may be carried out where Contractors, Suppliers and Service Providers may be required to present the original copies of their CAC, VAT, PENCOM, TAX, ITF, FRCN, NSITF Certificates and may thereafter refer any/all to the relevant Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification,
(ii) The Federal Ministry of Water Resources reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.
