(1) This Specific Procurement Notice (SPN) follows the publication of the General Procurement Notice (GPN) for this Programme, which appeared in the UN Development Business Issue No 533-10/15 dated 20th October 2015.
(2) The Federal Government of Nigeria is implementing a six years FGN/IFAD assisted Value Chain Development Programme (FGN/IFAD VCDP) in the six States of Anambra, Benue, Ebonyi, Ogun, Niger and Taraba and three Local Government Areas each in all the States while two more Local government Areas are expected to be in the process of implementation based on performance.
The Programme aim is to directly improve the livelihoods of approximately 53,480 households (45,000 smallholder farmers, 7,680 small scale processors and 800 marketers) and to benefit indirectly approximately 22,000 households. The primary and secondary target groups include but not limited to poor rural households engaged in the cassava and rice value chains and downstream stakeholders. Of importance are processors linked to a large number of the primary target groups, local government councils (LGAs), Farmers and Processing Organisations are to be strengthened to sustainably manage the marketing infrastructures supported by the Programme.
(3) The National Programme Management Unit (NPMU), Value Chain Development Programme invites sealed bids from prospective bidders for the construction of Agro Processing Infrastructure in Anambra State. The number and identification of lots comprising the Tender as well as the required Bid security are:

Application for 2017 Hajj Licence and Slot Allocation for Travel Agencies

The National Hajj Commission of Nigeria (NAHCON) hereby informs all registered Travel Agencies interested in Hajj operations that arrangement for 2017 Hajj licensing and slot allocation have commenced. Interested applicants are therefore invited to apply for the grant of 2017 Hajj license and slot allocation.
(i) The applicant must be a Travel Agency duly Registered with the Corporate Affairs Commission (CAC) with a minimum Share Capital of N30,000,000 (thirty million Naira); a standard corporate office, valid IATA agency approval and with IATA accredited staff on its payroll.
(ii) The applicant must have been previously licensed by the Commission and must have operated at least one Hajj season or three consecutive years of satisfactory Umrah operations from 2007 to date. Evidence of utilization of Umrah Licence must be attached.
(iii) The applicant or any of its directors, shareholders, representatives or proxies must have no criminal or fraud related charges against him before any court of law in Nigeria or Kingdom of Saudi Arabia or indicted by any of the Nigerian or Saudi Arabian Hajj Agencies, Aviation Authorities or any other Government Regulatory Agency.
(iv) The applicant shall obtain an application form from the Commission’s Headquarters upon payment of a non-¬refundable application fee of N200,000.00 (Two Hundred Thousand Naira Only). The form should be duly filled and returned before the expiration of the period indicated below.
(v) The application must be accompanied with a security refundable deposit of N5,000,000 (Five Million Naira) as prescribed by Section 16 (4) of NAHCON (Establishment) Act, 2006.
Successful applicants shall be required (amongst others) to provide:
(i) Licensing Fee of the sum of N500,000.00 for the 2017 Hajj operation.
(ii) A performance bond as prescribed by Section 16 (5) of NAHCON (Establishment) Act, 2006, in a format to be provided by the Commission.
(iii) Details of the proposed Hajj package and clientele itineraries for 2017 Hajj Season.
(iv) Evidence of booking for the airlift of the allocated pilgrims through international schedule Airlines.
(4) All applicants are required to update the following records with the commission:
(i) Certified true copy of FORMS CAC2 & CAC 7;
(ii) Certified True Copy of any changes to its Shareholders, Directors, Memorandum and Articles of Association or Office address;
(iii) Evidence of Annual Return filed for the previous/current year;
(iv) Audited Account for the last 3 years;
(v) Tax Clearance for the last 3 years;
(vi) Evidence of VAT remittances;
(vii) Current Police report/Court Affidavit on the Company Directors
(viii) Current Curriculum Vitae of the Company’s staff to be responsible for Hajj matters/administration.

(v) The Commission shall not be liable to any applicant for any loss, expenses or inconvenience incurred in connection with the application process.

In its quest to ensure the timely implementation of its Restoration Programme, the Kaduna State Government through the Kaduna Facilities Management Agency (KADFAMA) is determined to confront the ineffective management and maintenance of assets owned and controlled by the State Government.
In line with this, KADFAMA seeks to outsource some services to in order to further deliver efficient and enhanced facilities management services to the state.
The services that are proposed for outsourcing are: Asset Registry & Management of Hardware and Software Solutions, Renovation and Remodelling of Government Facilities and Fumigation of government premises.
KADFAMA hereby invites experienced and reputable companies to express interest to provide these services as detailed below;
With the software management system, all state assets can be registered with ease and tracked from any location in the world via the web interface, mobile computers and apps, so that the state government has full information at every point time regarding the location, type and quantity of its assets. The software solution will also create a comprehensive database of assets, and will be domiciled at the KADFAMA Head Office.
Competent and Reputable Building and Engineering Companies are invited to tender for the renovation and remodelling of the office premises on No 1, Coronation Crescent, opposite Lugard Hall, Kaduna, comprising;

(1) This Request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project (CADP) which appeared in “Development Business issue No. WB 3108 – 756/09 and This Day” Newspaper of 22nd July 2009.
(2) The Federal Government of Nigeria (FGN) through the Federal Ministry of Agriculture and Rural Development (FMARD) has received funding from International Development Agency (IDA) for Commercial Agriculture Development Project (CADP). The project was developed in response to the Federal Government of Nigeria’s quest for private sector intervention to develop agriculture value chains and accelerate agricultural growth in the country.
(3) The Project Development Objective (PDO) of the project is to strengthen agricultural production systems and facilitate access to market for targeted value chains (Maize, Fruit Tree, Rice, Poultry, Aquaculture, Cocoa, Oil Palm and Dairy) among small and medium scale commercial farmers targeting a total of 10,000 beneficiaries in each of the participating states (Cross River, Enugu, Kaduna, Kano, Lagos).
(4) As the project progresses, interventions are being witnessed aimed at impacting on the project beneficiaries. Intended and unintended project impacts are recorded. A key indicator is how the ultimate beneficiary assesses the value of the work, project or policy, as it affects his or her life. The beneficiary assessment is a systematic inquiry into people’s values and behaviors in relation to a planned or on-going intervention for social and economic change. Beneficiary assessment is intended to provide reliable qualitative, in-depth information on the socio-cultural conditions of the beneficiary population which will be of immediate use to managers and policymakers responsible for improving people’s lives especially now the project is in the final phase of implementation before closure.
(5) However, this study will reflect on the impact of the project on beneficiaries’ income, employment generation, and the contribution of beneficiaries’ output to Gross Domestic Product in Enugu State.
The Enugu State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein
referred to as IDA) towards the cost of implementing CADP in the state and it intends to apply part of the proceeds of this credit to eligible payments under the contract for Service Providers for Consultancy Services on Monitoring and Evaluation for Beneficiaries Impact Assessment Studies/Survey of the project.
The Enugu State Commercial Agriculture Development Project (ENSCADP) Office now invites proposals from eligible and qualified Consultant Firms under Consultants Qualification Selection (CQS) method for the Consultancy Services of the selected areas/fields as described below:
• Engagement of Consultant to Conduct Beneficiary Impact Assessment
Consultant Qualification Selection (CQS) method of Procurement Procedures in the World Bank Procurement Guidelines will be used to engage a firm for the assignment.
(1) The prospective lead consultant for the job must possess at least Master’s Degree in Agricultural Economics, Sociology or any related discipline. Ph.D. Degree in Agricultural Economics will be an added advantage.
(2) At least 5-10 years’ experience in similar responsibility.
(3) Similar working experience with a World Bank Project will be an added advantage.
(4) The lead consultant will be supported by three other experts: Sociologist, Environmental and Social management expert, and Agricultural Extension Expert.
(5) The Sociologist, Environmental and Social management expert, and Agricultural Extension Expert must possess at least Master Degree in each of the identified disciplines.
(6) The three experts must have at least 5 years’ experience in similar responsibilities.
(7) Similar working experience with World Bank Project will be an added advantage.

(1) Introduction
Nigerian Agip Oil Company Limited (NAOC) intends to put in place a Contract for Global Maintenance of NAOC Official and Residential Facilities/ Infrastructure in Abuja.
Contractor shall cover all costs and expenses for all services provided hereunder for the duration of the contract.
The proposed open contract shall cover a period of two (2) years plus one (1) year optional extension.
Two (2) contracts will be awarded on a 50:50 basis to the lowest bidder and second lowest bidder at the rates of the lowest bidder.
NAOC, through this Tender Opportunity, announces to interested reputable Nigerian NJQS pre-qualified Companies in line with Clause 3 (2) of the NOQICD Act 2010 of the defined scope of service hereunder.
Contractor shall provide quality Global Maintenance Services for NAOC residences with the aim of ensuring that Company’s Key Performance Indicators (KPIs) are achieved.
(a) Contractor shall provide global maintenance services of NAOC residences which includes execution/administration and management of the maintenance services, preventive and predictive maintenance, equipment overhaul, corrective and extraordinary maintenance, civil maintenance and minor modifications and improvements but not limited to b,c,d, and e below.
(b) Call-on/Call-off basis to cover specific jobs for the purposes of carrying out global maintenance services of NAOC residences. Call-out orders to be duly signed and authorized by COMPANY’S representative for the provision of each particular services to be carried out

Bidders are invited to express complete understanding and willingness to comply with provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010. Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in ‘The Act’.
The documentation for evaluation shall include, but not limited to the following:
(a) Demonstration that entity is a Nigerian registered company as defined in the NOGICD Act 2010 by providing details’ of Company ownership and shareholding structure with clear certified true copies of bidders’ Corporate Affairs Commission (CAC) forms C02 and C07.
(b) Nigerian Content Plan that demonstrates the full utilization of Nigerian labour and services with detailed description of role, work scope and man-hours in order to achieve the minimum target as set out in the requirements of the NOGICD Act 2010. Where in-country capacity is inadequate, propose innovations to bridge the gap.
(c) Current and in-place organizational structure with detailed experience and skills of key management personnel with names. Provide evidence (personnel lists and positions with organizational chart to substantiated percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(d) Where the bidding entity lacks capacity, genuine alliances with multinational companies for the purpose of technology transfer shall be encouraged. The alliance/joint venture shall be executed with binding Memorandum of Agreement (MOA) signed by chief executives of both entities stating clear work-share ratio among the parties and time frame for growth or transfer to be achieved.
(e) Evidence that the Global Maintenance service shall be performed in Nigeria with a clear demonstration of local office address (not P. O. Box) with verifiable evidence of staffing levels; this will be supported by full description of Nigerian office to domicile engineering.
(f) Detail past/present commitment to staff training and development of Nigerian personnel.
(g) Furnish detailed training plan for the service.
(h) Provide evidence (personnel list) of percentage management that are Nigerian nationals and of the total workforce that are Nigerians.
(i) Provide evidence to show that a minimum of 50% of the equipment to be deployed for the work is owned by the Nigerian subsidiary if international or multinational company is working through the Nigerian subsidiary including equipment list.
(j) Bidder’s sourcing strategy/plan for this scope of service; and evidence of source of products, materials e.t.c. with details of the applicants relationship with local suppliers and service providers e.g. in the management of logistics, personnel e.t.c.
(k) Evidence of the address and location where project management activities will be coordinated in Nigeria.
(l) Detailed specific programmes in place to transfer technology and skills to Nigerian businesses.
NOTE: Failure to meet the Nigerian Content requirements is a “FATAL FLAW.”
NOTE: Only Nigerian Companies are qualified for this service.
• Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT stage.
Only tenderers who are registered with the relevant NJQS product code 3.05.08 and service categories, as at 7th December 2016 being the advert closing date, shall be invited to submit Technical Bids.
