Chevron Nigeria Limited (CNL), operator of the Nigerian National Petroleum Corporation (NNPC/CNL Joint Venture, invites interested and prequalified companies for this tender opportunity for Provision of Sand Control and Stimulation Services onshore.
The proposed contract term is 2(Two) years with an option of 1 (One) year extension.
WORK/SERVICE REQUIREMENTS & ANTICIPATED COMMENCEMENT DATE
SAND CONTROL AND STIMULATION SERVICES ONSHORE
FIRST (1st) QUARTER 2017
SCOPE OF WORK:
Contractor must be able to provide complete state-of-the-art sand control (gravel pack, slurry pack, high-rate-water pack, frac-pack) and stimulation engineering, equipment, materials and services for oil, gas and water wells located onshore and in inland waters.
Contractor shall have field proven capabilities to engineer and execute reliable sand control treatments in highly deviated cased-hole, open hole, and horizontal completions. Contractor shall provide all necessary equipment (e.g. pumps, tanks, blending systems), temporary piping, and monitoring and control system to perform sand control treatments at rates up to 15 bpm with gelled carrier fluids, proppant concentrations from 1 ppa up to 14 ppa and at maximum pressures of 10000 psi with viscous gel carrier fluids. Contractor shall utilize comprehensive design and evaluation stimulation software. Contractor shall provide all required materials including workstring cleaning/pickling treatment, proppant, gravel pack sand, acid treatments (HCL and mud acid), linear and cross-linked gel systems, and associated additives.
Contractor to provide Technical Sand Control and Stimulation engineering support personnel in Lagos available for daily consultation with COMPANY’S Drilling staff, and logistical coordination for required materials.
Contractor to provide Technical Sand Control and Stimulation Engineering and Operations support personnel in Lagos available for daily consultation with COMPANY’S Operations Drilling Staff, logistical coordination for required materials, material forecasting and storage management and supervision of rig site personnel.
In addition to above requirement, to qualify for consideration for any Services, BIDDERS are required to provide two (2) sets of following documentation with ‘Indicating Tabs:
MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, interested bidders are required to be pre-qualified in the NipeX Joint Qualification System (NJQS) database Categories 3.04.21 (Well completion services, Sand Management). All successfully pre-qualified suppliers in this category by the bid close date will receive Invitation to Technical Tender (ITT).
(B) Please note that interested bidders, including their proposed, sub-contractor(s) shall be required to:
(I) Meet all JQS mandatory requirements to be listed as “PREQUAUFIED” and “LIVE” for a category in the NJQS database.
(II) Meet all Nigerian Content requirements stated in this advert in their responses to the ITT

NIGERIAN CONTENT REQUIREMENTS
CNL is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Bidder shall demonstrate that bidding entity is a Nigerian Company through the Nigerian equity holding within the shareholding structure as defined by the NOGICD Act.
(B) Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your CAC Forms CO2 and Co7
(C) Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
(D) Provide a Nigerian Content Execution Plan with a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of Nigerian Content contact or manager.
(E) Provide evidence of any Memorandum of Understanding (MOU) with Oil and Gas Trainers Association of Nigeria (OGTAN) registered trainer to conduct classroom module of training and on the job attachment.
(F) Provide human capacity building development plan including budget which must be a minimum 10% of project man-hours or 3% of cost. Training must be targeted at developing capacity other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.

Only bidders who are registered with NJQS Product/Category 3.04.21 (Well completion services, Sand Management) by 16:00 Hours, January 10, 2017, being the advert close date shall be invited to submit technical bid.
Please note the following
(1) Suppliers eligible for this tender opportunity are expected to be prequalified In NJQS under the above product/service categories.
(2) The ITT and any further progression of this tender shall be via NipeX.
(3) All costs incurred by interested bidders in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
(4) This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub- ontractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
(5) The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
(6) CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.

LOT A: Borehole construction equipped complete with pumps, to be powered by public power and with alternative Solar power source and 50/60kva diesel generator to be supplied and installed. Water treatment facilities are also be supplied and installed, with a 12m elevated steel storage tank constructed for water service included limited distribution network.
LOT B: Construction of trunk pipelines and a number of statutory services including Fire Hydrants etc.

Expression of Interest (Outsourcing of Quality Assurance Services for Selected Private Health Facilities)
Family Health International (FHI 360) is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated and locally driven solutions. Our staff include experts in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research and technology -creating a unique mix of capabilities to address today’s interrelated development challenges. With funding from the United States Agency for International Development (USAID), FHI 360 is implementing the private sector component of Sustainable Financing Initiative (SFI) under the Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project. SFI -will be implemented in Lagos and Rivers States to generate domestic funding for HIV/AIDS with a focus on increasing service coverage, strengthening financial protection and improving access to vulnerable populations through private sector engagement.
FHI 360 Nigeria is now soliciting qualified and interested organizations to express their interest in providing technical assistance towards supporting selected private-for-profit health facilities in Lagos and Rivers States, to help achieve international accreditation. The selected organization will be expected to work collaboratively with these facilities and FHI 360 in the design and implementation of quality improvement initiatives as well as build the capacity of facility staff towards ensuring that their facilities achieve internationally recognized accreditation in quality and safety standards.
Qualified and interested organizations are required to submit their interest detailing their capacity to provide technical support for this activity.
(1) Demonstrate experience and/or ability in supporting similar facilities to achieve internationally recognized accreditation standards.
(2) Demonstrate the use of quality improvement programs with comprehensive assessment tools and steps towards achieving internationally recognized accreditation in quality and safety standards.
(3) Include a recommendation letter from a reputable organization attesting to satisfactory performance in one or more similar projects.
(4) Provide detailed company profile with registered address, functional email, telephone numbers and points of contact for the organization.
(5) Provide evidence of company registration with the Corporate Affairs Commission, including form CAC7 & CAC2.
(6) Provide Tax Clearance Certificate for 2013, 2014, and 2015.
(7) Provide evidence of financial capability.
(8) Include evidence of experience in similar jobs
