The Energy Commission of Nigeria (ECN) wishes to invite interested and credible companies to apply for the Technical and Financial bids of the various projects of the Commission for the 2016 fiscal year.
The scope of work includes:

LOT 11: Renovation of electrical installation in the ECN Headquarter Building to avoid fire outbreak
LOT 12: Popularization and Passing into law National Energy Policy and Meter Plan to attract investment in Energy Sector
LOT 13: Review of ECN law to position it as the National Focal Point for Energy and Energy Efficiency
LOT 14: Development of Key Performance Indicators (KPI) for the Nigeria Energy Sector for performance Monitoring
LOT 15: Computerization of Finance, Accounting Stores and Audit System (including the six (6) Energy Research Centers) for accountability
LOT 16: Establishment of e-Registry, Computer and Accessories (including the six (6) Energy Research Centres) for transparency
LOT 17: Construction and Maintenance of Solar Streetlights
LOT 18: Construction of Solar Powered Borehole with overhead tank and public toiler – Phase 1 in Bayelsa West Senatorial District, Bayelsa State
(3) BIDDING CRITERIA:
The following requirements for Tender shall be submitted:
(a) Certificate of Company Registration and Memorandum and Article of Association
(b) Evidence of valid Tax Clearance (2 photocopies) and VAT Certificates
(c) Evidence of pension compliance from National Pension Commission where applicable (ONLY Certificate of Compliance issued by Pension Commission is evidence)
(d) Evidence of compliance with the provision of the Industrial Training Fund (ITF) Amendment Act 2011 on Training contribution
(e) Evidence of registration on the National Database of Contractors, Consultants and Service Providers (NDCCSPS) by inclusion of Interim registration report (IRR) issued by BPP in line with the provision of section 5(h) of the PPA, 2007
(f) Company profile with the list of technical/managerial staff with evidence of previous work experience, detailed clients , nature of work/contract, contract sum etc;
(g) Articulated Work plan and methodology
(h) Evidence of Financial Capability/Company Audited Account
Bid document containing specifications on the interested lots can be obtained from the Office of the Secretary, Public Procurement Unit at the ground floor of the Energy Commission of Nigeria, upon payment of non-refundable fee of N20,000.00 only through e-collection in favour of Energy Commission of Nigeria. The prospective bidders shall enclose the original technical and original financial bids in two (2) separate envelopes indicating clearly lot of interest and marked Technical and Financial Bid respectively at the top corner of each envelope. The two (2) envelopes in one sealed envelope which shall be sealed and bear the lot description; the name and address of the Company and addressed to:

(ii) Only Companies with technical bids that fulfill the requirements would have their names pasted on the Commission’s notice board and their financial bids opened on a date to be indicated on the same notice
(iii) All bids are expected to include ORIGINAL COPIES of the receipt of tender fee in their financial bid envelopes
(iv) Name, address, email and phone numbers of the companies should also be clearly written at the back of the envelopes
(v) Submission of bidding document is not a guarantee for the award of contract
(vi) All submissions would be verified from the relevant Agencies like Federal Inland Revenue (FIRS), BPP etc

Textbooks, Library Resource Materials and other Instructional Materials: Production and Supply of Core Textbooks Materials for ECCDE, Primary and Junior Secondary Schools
Textbooks, Library Resource Materials and other Instructional Materials: Production/Supply of Library Resource/Reference Materials for ECCDE, Primary and Junior Secondary Schools (JSS) in accordance with Titles/Publishers Identified by the State Universal Basic Education Boards (SUBEBs)
Textbooks, Library Resource Materials and other Instructional Materials: Production/Supply of other essential Instructional Materials such as Science and Laboratory Equipment
Such eligible Publishers/Suppliers are expected to submit pre-qualification documents for the production and supply of core Textbooks, Library Resource/Reference Materials and other Instructional Materials for ECCDE, Primary and Junior Secondary Schools (JSS) in accordance with the Titles/Publishers identified by the Universal Basic Education Boards.

A sworn Affidavit of disclosure of interest that none of its Directors is a serving or retired member of UBEC and that none of the Directors of the firm has been convicted of any criminal offence relating to fraud, financial impropriety, falsification or acts similar in nature. In order to increase the accommodation capacity in some Delta State state-owned tertiary institutions we hereby invite interested and reputable developers/investors to express interest in partnering with the State Government in the development of decent, safe and affordable hostels for students under the Public-Private Partnership (PPP) programme.
2.0 EXPRESSION OF INTEREST
Interested and competent developers/investors with requisite experience in executing similar projects are therefore invited to submit pre-qualification documents for the PPP hostel development.
2.1 THE PROJECT BRIEF
Provision of two storey hostel building (one male, one female) in each of the selected tertiary institutions. Each hostel will accommodate 408 students. Making the total number of 816 occupants per unit of two blocks.
3.0 REQUIREMENTS AND ARRANGEMENT OF PRE-QUALIFICATION DOCUMENTS
The required pre-qualification documents include and should be arranged in the following order:-
i. Evidence of Incorporation or Business Registration with the Corporate Affairs Commission.
ii. Memorandum and Articles of Association.
iii. Tax Clearance Certificate
iv. Evidence of financial capacity.
v. Evidence of similar projects undertaken previously and any other relevant information

Title: Water and Sanitation Engineer
Reporting Responsibility: Project Coordinator(PC)
The primary objective of the reform project is to enhance the capacity of the state to provide economically and sustainable water supply through institutional strengthening and reform in the urban water supply and also to improve the coverage, quality and efficiency of water supply services in Ekiti State and to make water available to some defined sections of the capital city, Ado-Ekiti and the nearby University town, Iworoko.
The Project water and sanitation engineer shall be responsible for coordinating and managing the implementation of the engineering aspects of the project and will report to the Project Coordinator
Ensure the implementation of the project in accordance with good and acceptable engineering practice in relation to: the rehabilitation of water supply systems and distribution network expansion. In addition, he will be involved in the implementation of Capacity Building and mentoring of junior technical staff. Project Management. Policy Reform and Institutional Development
• Develop standardized format for technical specifications and engineering drawings and tailor them to be readily usable in the preparation of bidding packages
• Play supervisory and contract management role on behalf of the State Government for works, goods and consultancy contracts.
• Provide the necessary support to Procurement and M & E units
• Provide technical and engineering support to the PC and the procurement specialists in the preparation, evaluation and implementation of procurement activities packages.
• Under the supervision of the PC, participate in World Bank Missions and carry out relevant follow-up activities.
• Analyze data from contracts and process (Customer Satisfaction-CS, Non-Conformity-NC, Complaints and capture lessons learnt ) to ensure that activities arc carried out in compliance with implementation plan, or for monitoring purposes, etc.
• Help to track technical progress on the project
• Prepare Water & Sanitation Unit Management Report-Monthly, Quarterly, Unit Mid Term Review and Project Completion Reports.
• To compliment the completed works and to respond to the sector needs.
• Update the EKSWC investment plan.
• Other activities of technical and engineering nature as required by the PC
• University Degree in Civil Engineering.
• He/She must belong to a recognised Professional Institution
• At least 15 years of specific experience of Practical Field Experience in the delivery of Water Supply infrastructure projects (knowledge of CAD will be an advantage).
• Broad experience in the implementation of ESMF (Environmental and Social Management Framework) would be an added advantage
• Excellent knowledge of MS Office Suites and Database & Statistical Software
• Extensive experience with World Bank procurement procedures or other international funding agency.
• Highly proficient and well experienced in developing and formulating standard TORs (Terms of Reference) for any assignment that is related to the sector.
• Good command of English, both written and spoken.
• Good inter-personal skills.
• Ability to work in a team and with little or no supervision

PERFORMANCE EVALUATION CRITERIA:
• Meeting the implementation targets set out in the annual Work Plan.
• Timely submission of Unit Management Report
• Diligent compliance with relevant environmental guidelines in close coordination with the State Ministry of Environment
• Efficient and Professional Handling of Quality Related Issues arising from meetings and deliverables of contractors, consultants and other service providers.
