INTRODUCTION:

Chevron Nigeria Limited (CNL), operator of the Nigerian National Petroleum Corporation (NNPC)/CNL Joint Venture, invites interested and prequalified companies for this tender opportunity for Provision of Well Completions Services Offshore
The proposed contract term is 2(Two) years with an option of 1 (One) year extension
SCOPE OF WORK:
The service shall include but not be limited to the following:
• Contractor must be able to provide equipment and experienced personnel to perform completions for oil wells, water supply wells and water injection wells.
• Contractor will be expected to provide all engineering, equipment and services required to perform completions in wells having single, dual, selective, horizontal, and multilateral well construction architecture with cased-hole, open-hole, deviated and horizontal sand face completions.
• Contractor shall provide Technical Completions Engineering support personnel in Lagos available for daily consultation with COMPANY’S Drilling and Completions staff, and logistical coordination for required materials.
• Contractor shall provide Technical Completions Engineering and Operations support personnel in Escravos available for daily consultation with COMPANY’S Operations Drilling Staff, logistical coordination for required materials, material forecasting and storage management and supervision of rig site completions personnel.
• Contractor shall provide Technical Completions Engineering and Operations support personnel in Escravos available for daily consultation with COMPANY’S Operations Drilling Staff, logistical coordination for required materials, material forecasting and storage management and supervision of rig site completions personnel.
• Contractor will be expected to maintain a base in Onne, and or Escravos to support Company’s operations.
• Contractor shall provide field proven engineering, completion equipment and services for casing sizes from 13-3/8″ through 5″, open hole sizes from 12-1/4″ through 6″, and tubing sizes from 7″ through 2-3/8″ with API and premium threads. Design pressures for equipment shall range from 3000 psi to 10000 psi. Design temperatures shall be up to 350 deg. F. Completion equipment shall be available for sweet and sour service and with non-alloy and Corrosion Resistant Alloy material.

Contractor must be able to furnish the following:
Fulltime Lagos-based Completions Technical Services Representatives required to consult with COMPANY Drilling and Petroleum Engineers to design and plan completion installations as per COMPANY’s direction.
Senior Completion Specialists, Field Supervisors and Wireline Supervisors to install completion equipment at the wellsites on call out basis.
Surface-Controlled Subsurface Safety Valves (SCSSV) shall be tubing retrievable, hydraulically actuated flapper-type valves with 100% metal-to-metal seal containment. Valves shall have field-proven proven self-equalizing capabilities. Contractor shall provide valves with integral piston/flow tube designs for general service and valves with hydraulic piston actuation for extended life applications as required by COMPANY. Contractor shall provide lock-open tools and secondary, wireline-set SCSSV.
Low-flow/reverse flow actuated subsurface injection valves with 100% metal-to-metal seal containment.
Packers and packer accessories for annulus isolation, zone separation, artificial lift, remedial operations (e.g. acidizing, fracturing, cementing, workover) etc. Packer types shall include tubing mounted hydraulic and mechanical set packers, retrievable seal bore packers and permanent seal bore packers. Contractor shall provide setting tools and wireline adaptors, retrieving tools, packer plugs (with setting/pulling tools), sealing systems, self aligning guide shoes, locator and snap latch assemblies, mill-out extensions, safety joints, etc.
Tubing mounted completion accessories including crossovers, pup joints, flow couplings, flow-pups, blast joints, landing nipples (interchangeable with X, XN, R, RN),full bore landing nipple systems, sliding sleeves, temporary tubing plugs, on/off tools, wireline entry guides, etc.
Sand control (gravel pack and frac-pack) systems for cased-hole, open hole, and horizontal completions in 5-1/2″ thru 13-3/8″ casing. Contractor shall provide sand control packers rated for at least 10000 psi and related equipment (extensions, closing sleeve, safety joint), blank pipe, wire wrapped screen (8 ga. thru 12 ga.), premium screen (100 thru 300 micron), uni-directional and bi-directional fluid loss devices, and all related assemblies for locating and sealing. Gravel pack service tools shall have weight down circulating and pressure maintenance capabilities for 3.25″ thru 6.00″ packer bore. Contractor shall provide all required washpipe, washpipe gauge carriers, memory P/T gauges & gravel pack logging tools, handling tools, screen tables and accessories.
Contractor will supply a Quality Plan outlining procedures to ensure that Company receives equipment that has been properly prepared for utilization. Dedicated QA personnel will be supplied by contractor to ensure rigorous adherence to Contractor’s Quality Plan. Quality Plan will define shop equipment required to makeup and test completion equipment prior to shipment Offshore.

NIGERIAN CONTENT REQUIREMENTS
CNL is committed to the development of the Nigerian Oil and Gas business in accordance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations.
Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
(A) Bidder shall demonstrate that bidding entity is a Nigerian Company through the Nigerian equity holding within the shareholding structure as defined by the NOGICD Act.
(B) Bidders shall be registered on the NCDMB NOGIC JQS portal.
(C) Bidder shall provide evidence of Nigerian ownership of all equipment to be deployed to execute this work scope with evidence of bill of laden, purchase and a valid category C or D Nigerian Content Equipment certificate (NCEC)”
(D) Furnish details of company ownership and shareholding structure. Also submit clear photocopies of your C AC Forms C02 and C07
(E) Provide evidence of the percentage of 1) key management positions that are held by Nigerians and 2) total work force that are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
(F) Provide a Nigerian Content Execution Plan with a detailed description of the role, work scope, man hours and responsibilities of all Nigerian companies and personnel that will be involved in executing the work. Also provide details of Nigerian Content contact or manager.
(G) Provide evidence of any Memorandum of Agreement (MOA) with Oil and Gas Trainers Association of Nigeria (OGTAN) registered trainer to conduct classroom module of training and on the job attachment.
(H) Provide human capacity building development plan including budget which must be a minimum 10% of project man-hours or 3% of cost. Training must be targeted at developing capacity other than bidder’s personnel. Trainees will be nominated from a database maintained by NCDMB and the services of OGTAN registered trainers utilized to cover classroom modules.

Only bidders who are registered with NJQS Product/Category 3.04.21 (Well Completion Services; Sand management) Category A, B, C or D by 4:00pm., on 16th February, 2017 being the advert close date shall be invited to submit technical bid.
