The Edo State Government through the State Rural Water Supply and Sanitation Project (RWSSP), Ministry of Energy and Water Resources with support from the European Union (EU) and UNICEF, under the Niger Delta Support Programme (NDSP), hereby invites tenders from reputable contractors for the construction of water and sanitation facilities in Etsako West and Ovia South-West Local Government Areas of Edo State.
(2.0) SCOPE OF WORK
Construction of 59 solar powered boreholes with distribution network in 53 communities across Etsako West and Ovia South-West Local Government Areas.
Construction of 10 Nos.-9 Nos. and 4 Nos. of Gender Friendly 2 units of 5 compartments. 1 unit of 3 compartments and 2 units of 3 compartments V.I.P. latrine respectively in 13 schools and 10 health centers across Etsako West and Ovia South-West Local Government Areas.

(4.0) COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES

The present administration recently launched its agricultural initiative to provide food security, employment and wealth creation for the people in the state by adding value to the agricultural produce. In a bid to achieving this, the Ministry of Agriculture has decided to collaborate with the interested parties in the construction of International Cattle and Produce Market in Ogbomoso for the purpose of verification of revenue receipt on taxes from point of embarkation of Agricultural Produce for disembarkation of Agricultural Products (both Livestock and Produce) and for Health Certification for Livestock.

MALARIA CONSORTIUM (MC), NIGERIA
EXPRESSION OF INTEREST (EOI) FOR RESEARCH INSTITUTION FOR SMCPLUS OPERATIONAL RESEARCH
SPECIFICATIONS AND INSTRUCTION TO PROVIDERS

(A) MALARIA CONSORTIUM
Malaria Consortium (MC) is one of the world’s leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The Head Office is in London, at Development House, 56-64, Leonard Street, London EC2A 4LT, UK, with the Africa Regional Office in Kampala, the Nigeria Regional Office (3rd Floor, Abia House, Off Ahmadu Bello Way, CBD, F.CT. Abuja) and the Asia Regional Office in Bangkok.
(B) BACKGROUND ON SMCPIUS PROJECT AND PROPOSED OPERATIONAL RESEARCH
The Seasonal Malaria Chemoprevention (SMC) is a WHO approved intervention being implemented by MC and partners under the UNITAID-funded Achieving Catalytic Expansion of Seasonal Malaria Chemoprevention (SMC) in the Sahel (ACCESS-SMC). SMC as being implemented under UNITAD funding is the administration of malaria prevention medicines monthly to children 3-59 months during the four-months raining season.
The UNITAID-funded SMCPIus project, expected to be awarded by March, 2017, will integrate the delivery of Intermittent Preventive Treatment in Pregnancy (IPTp) into the successful and growing platform for Seasonal Malaria Chemoprevention (SMC). The success and growth of SMC is being demonstrated by ACCESS SMC project under the Nigeria ACCESS SMC project, the delivery of services is mainly through house-to-house visits by trained community health workers.
The SMCPIus project, offers the opportunity to integrate delivery of SMC into routine antenatal care (ANC). The project will (a) provide a convenient contact opportunity for pregnant women to improve the possibility of obtaining sufficient doses of IPTp during the four-month rainy season, when access to antenatal care is most challenging and the risk of malaria infection is highest, and (b) promote greater ANC attendance and continued IPTp uptake all year-round. It will further contribute to securing long-term sustainability of SMC and community-led IPTp by sharing resources and operational cost for cost-effective delivery. The three project countries for SMCPIus include Burkina Faso, Chad and Nigeria.
MC will be the lead grantee under SMCPIus project, leading a consortium that includes two international partner organisations: London School of Hygiene and Tropical Medicine [LSHTM], and Management Sciences for Health [MSH]. The project technical working group will also draw expertise from the Global Malaria Program Case Management Technical Cluster and MiP Technical Working Group, with World Health Organization (WHO) serving as an additional enabler to this grant. The project will also collaborate with government health partners in project countries, including but not limited to NMEPs and RMNCH. MC will contract a research institute in each of the three project countries.
SMCPIus will be implemented in two phases, over 36 months, from 1st June 2017 to 31st May 2020. The first phase is for the pilot research which include the first 19 months of project implementation from June 2017 to December 2018. The first phase also covers two seasons of integrated delivery of IPTp with SMC, during which two studies will be conducted. The finding of the studies will inform subsequent transition activities and expansion of implementation in the final year of the project. The focus for these studies will be: (1) the effectiveness and cost of the SMCPIus package, compared with routine delivery of IPTp through ANC services and (2) a process-oriented assessment of the SMCPIus package in the project areas. The TOR for these studies outlines their objectives (this will be made available on request).
(C) SELECTION OF RESEARCH INSTITUTION
MC is to appoint a research institution or agency, with demonstrated experience and capacity to conduct public health research of international standard. The institution or agency will serve as a co-investigator, and coordinate the proposed study, in collaboration with research partners from MC, LSHTM and MSH. The TOR for the studies provides further details on the proposed scope of work, expected deliverables, capacity requirements and expected timeline (this will be made available on request).
(D) ADMINISTRATIVE INFORMATION
(1) This EOI to solicit for information from research institutions in Nigeria on the details of their services, demonstrated experience and capacity to collect data, analyse and deliver quality results of international standard within agreed timeline.
(2) Interested research agencies shall submit sealed EOI documents addressed to Country Operations Officer, Malaria Consortium 3rd Floor, Abia House, Off Ahmadu Bello Way, CBD, Abuja F.C.T
(3) EOIs are to be received at MC by Friday 10th March, 2017 at 5:00PM. EOIs submitted after this date and time will not be accepted.

(5) MC reserves the right not to issue a Request for Proposal after the EOI process.

• State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop.
• Provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
• Provide evidence of domiciliation of project management and procurement centers in Nigeria with physical addresses (not P.O. Box).
• Provide detailed description of the location of in-country facilities (Equipment, storage, workshops, repair, maintenance and testing facilities)
• Provide detailed statement with evidence of how it intends to maximize the use of Nigerian made goods and services.
• Provide details on any other Nigerian Content initiative the company is involved in.
• Provide evidence of Nigerian Content Equipment Certificate (NCEC)
• Provide MOA with Oil & Gas trainers association (OGTAN) registered facility or both class room type (theoretical) and on-the- job training attachment for the duration of the project.
• Provide evidence of minimum 50% equity ownership of equipment by Nigerian subsidiary
(5) CLOSING DATE
Only Tenderers who are registered with NJQS Product/categories 3.07.08 Laboratory Testing Services and 3.12.03 Reservoir Evaluation Services as at (22nd March, 2017) being the advert closing date shall be invited to submit Technical and Commercial Bids.
(6) ADDITIONAL CONSIDERATIONS:
Please note that all interested Contractors are required to strictly adhere to following conditions in relation to their response to this Advert:
• As stated in item 3 hereto, Contractors are required to be pre-qualified in NJQS under this specific Services category to be eligible to participate in this tender opportunity.
• All costs incurred in preparing and processing NJQS pre-qualification and responding to this Tender Opportunity shall be to the Contractor’s own account.
• This Advert shall neither be construed as any form of commitment on the part of APD(N)L to award any contract to any Contractor and or associated contractors, sub-contractors or agents, nor shall it entitle pre-qualified Contractors to make any claims whatsoever, and/or seek any indemnity from APD(N)L and/or any of its partners by virtue of such Contractors having been pre-qualified in NJQS.
• The tendering process shall be undertaken in accordance with the NNPC contract in process which requires pre-qualified Contractors to submit their documentation in the following manner:-
(i) Pre-Qualified contractors in the relevant Product/Services category in NJQS will be requested to submit their Technical and Commercial Tenders.
(ii) Following the Technical evaluation process, only Commercial Tenders from the technically acceptable and financially qualified contractors will be opened for evaluation
APD(N)L will communicate only with authorised officers of the qualifying Contractors at each stage of the Tender process, as necessary, and will not communicate through individuals or appointed Agents.
