PREAMBLE The INSTITUTE OF HUMAN VIROLOGY, NIGERIA (IHVN) was established in 2004 as a not-for-profit organization to address the HIV/AIDS crises in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by HIV/AIDS, cancer, tuberculosis, malaria and other diseases. It was also established to implement scale-up of the US President Emergency Fund for AID Relief (PEPFAR) program and conduct research and training to promote quality evidence-based health systems strengthening. As a model local partner organization, it is structured to maintain linkages with international and local organizations, especially the Centers for Disease Control and Prevention (CDC), IHV-Baltimore and the University of Maryland and Global Funds for Tuberculosis, AIDS and Malaria, to promote capacity development and collaboration within the health sector in Nigeria. IHVN also conducts research and training in research methodologies and ethics intended to enhance the capacity of Nigeria to effectively mitigate HIV/AIDS, cancer, tuberculosis, malaria and other diseases.
PURPOSE OF ASSIGNMENT
The purpose of this advertisement is to engage customs licensed clearing agent in Nigeria with updated knowledge of customs regulations and procedure, to provide comprehensive customs clearance services for hassle free import and export of consignments by sea, air and land on behalf of the Institute.
TIMING OF CONSULTANCY
The period of performance for this consultancy contract would be for 3 years but renewable after every one year.
SCOPE OF WORK (SOW): DESCRIPTION
(1) Import and Export services
(2) Processing of IDEC y
(3) Completion of appraisal and examination procedure and payments.
(4) Liaison with regulating agents, government agencies and council to deal with all types of cargo.
(5) Guidance and Consultancy services for pre and post shipment services.
(6) Customs Clearance

GUIDING CRITERIA FOR SELECTION The selection of the Service Providers will be in accordance with IHVN’s procedures and policies as stated in eligibility criteria/ instructions below. Selected provider will be required to formally register with the Institute before engagement of services which are subjected to annual renewal as at when due.

• Bidders not registered with IHVN must provide proof of registration with the Corporate Affairs Commission (CAC).
• Bids should be submitted to the head office on or before the date below specified as deadline.
• Bids will be opened at Bid opening date and time specified below.
• Any quote with percentage/calculation error will be disqualified at the tender meeting.

Only contractors that have proven capacity, relevant and good records of accomplishments should respond as consideration of bids submitted would be based on satisfactory assessment of the pre-qualification documents.
(C) COLLECTION OF PRE-QUALIFICATION FORM AND BID DOCUMENTS
(a) Pre-qualification and Tender forms will be available for collection between 8:00am and 4:00pm from Monday to Friday in the office of the Director of Works and Services upon the payment of the appropriate non-refundable fee at the Bursary Department covering both Pre-qualification and bid documents.
(D) SUBMSSION OF PRE-QUALIFICATION/BID DOCUMENTS
(i) Two (2) copies of the completed pre-qualification documents which should be spiral binded, serially paged and submitted in an envelope marked “TECHNICAL” at the top right hand corner of the envelope.
(ii) The tender bid documents showing validity and completion period s duly signed by the contractor should be submitted in an envelope marked “FINANCIAL” at the top right corner and with the inscription “TENDER FOR THE RENOVATION OF FACULTY OF ENGINEERING COMPLEX.” The two (2) smaller envelopes of TECHNICAL and FINANCIAL should be put in a larger envelope addressed to:

1.0 PREAMBLE
The Government of Kano state through the State Rural Water Supply and Sanitation Agency (RUWASSA) with support from the European Union (EU) and UNICEF under the Rural Component of Water Supply and Sanitation Sector Reform Programme II (WSSSRP II) hereby invites tenders from reputable contractors for the construction of water and sanitation facilities in Takai and Madobi Local Government Areas of the State.
2.0 SCOPE OF WORK
Construction of 243 Nos. of Hand-pump boreholes in 200 communities, 24 schools and 19 health centers across Takai and Madobi Local Government Areas the work divided in to 16 Lots of minimum of 5 no. Hand-pump boreholes
Construction of 14 Nos. of Solar powered boreholes in 14 communities of Takai and Madobi Local Government Areas the work divided in to 14 Lots of 1 no. Solar Powered Motorized Borehole per Lot
Construction of 86 blocks of 3 compartment VIP latrines in 24 schools and 19 health centers across Takai and Madobi Local Government Areas the work divided in to 10 Lots of minimum of 3 locations per Lot
3.0 MANDATORY REQUIREMENTS
Companies interested in the project are to submit company profiles which must contain the following:
(a) Evidence of Registration with the Corporate Affairs Commission (CAC);
(b) Current Tax Clearance Certificate;
(c) Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants;
(d) Evidence of financial capability from reputable Bank(s);
(e) Company’s profile, organogram and resume of relevant key technical staff, including individual attestation of availability. (Include copies of professional certificates with seal and endorsement)
(f) Verifiable evidence of good performance in similar projects previously undertaken, including letters of awards and Completion Certificates within the pass three (3) years; indicate the financial value of these similar projects;
(g) Description and list of relevant equipment (Rig, Compressor, Support Truck, Building equipment, etc) owned by contractor/supplier; include proof of ownership or lease or license over the equipment;
(h) Any additional information that will enhance the potential of the contractor/supplier.
4.0 COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILES
Interested bidders are to collect bid documents from the Kano State Rural Water Supply and Sanitation Agency RUWASA Kano on payment of Non-refundable tender fee of THIRTY THOUSAND NAIRA ONLY (N30,000.00). The tender fee is to be paid in form of Bank Draft or cash/cheque payable to Kano State Rural Water Supply and Sanitation Agency. Collection of tender documents shall commence from 21th April to 4th May, 2017 between 9.00 am to 4.00 pm, Mondays to Fridays, except on public holidays. All prospective bidders are invited to attend a PRE-BIDDING “meeting schedule to hold on 26th April, 2017 by 11:00am at RUWASA conference hall.
