(1) Kaduna State Universal Basic Education Board had earlier invited Bidders to submit Expression of Interest (EOI) for its projects on Daily Trust Newspaper.
(2) The list of pre-qualified bidders is posted on the notices boards of Kaduna State Universal Basic Education Board, Public Procurement Authority (PPA) Annex (Former Tenders Board) and Ministry of Education.

(4) The eligible bidders may obtain further information and inspect bidding documents at the address given below between the hours of 9:00am- 3:00pm Mondays -Thursdays and 9:00am-1:00pm Fridays.
(5) A complete set of bidding documents in English Language would be purchased at a non-refundable Tender Fee of N50,000.00 per lot payable to Kaduna State Government. The documents will be collected on presentation of Tender Fee receipt at Physical Project and Monitoring Department of Kaduna State Universal Basic Education Board.
(6) Sealed bids must be in an envelope clearly marked with caption “TENDER FOR 2014 UBE INTERVENTION PROJECT” CATEGORY’A’ and Lot Number on or before 12:00 noon on 25th May, 2017.

(7) Bids will be opened in the presence of contractors or their representatives at the Boardroom of the Kaduna State Public Procurement Authority (Tenders Board) Annex at 12:00 noon prompt on 25th May, 2017. Late bids will not be accepted.
(8) The Kaduna State Universal Basic Education Board is not obligated to accept the highest/lowest bids.
(9) A successful bidder shall stand automatically disqualified and his bid cancelled if it is established or proved that the bidder won as a result of fraudulent misrepresentation, suppression or non-disclosure of material facts which if disclosed ab initio would have disqualified him from bidding.
(10) Bidders should note that only pre-qualified contractors are allowed to bid.
(11) Bidders should also note that there will be no transfer of contract after award to third party.

FURTHER INFORMATION:

(13) Affidavit of Disclosure, disclosing that the company possesses the professional and technical qualifications and shall make them available, when required to carry out the works;
(14) Affidavit of Disclosure, disclosing that the Company shall exercise requisite skills in service provision and only use genuine/specified materials and inputs in the execution of the works;
(15) Affidavit of Disclosure, disclosing the company is not in receivership;
(16) Affidavit of Disclosure, disclosing whether any officer of NDDC is a former or present Director of the company;
(17) Affidavit of Disclosure, disclosing whether any Director of the Company has been convicted in any country for any criminal offence relating to fraud or financial impropriety;
(18) Affidavit of Disclosure, disclosing that the company has not unduly abandoned any previous job awarded to it by NDDC;
(19) Affidavit of Disclosure, disclosing that the Company/Contractor possesses the legal capacity to enter into a procurement contract;
(20) A statement of Interest, including a statement of availability to Undertake and Deliver the job with the Specified duration;
(21) Technical capability of the Firm, Including CV of relevant staff and profile Equipment;
(22) Evidence of track records of the firm in the execution of similar Projects;
(23) Letter of Reference, Evidence of payment for similar jobs done in the past with verifiable names and phone numbers of contact persons from the awarding institution;
(24) A well laid-out itemized strategy/intended methodology for a smooth delivery of the proposed project and
(2.5) Any other information that would aid in good assessment of the company.
CRITICAL EVALUATION
Contractors are expected to fully comply with the above requirements as failure to do so may weaken the contractor’s case. Contractors are to submit only genuine and verifiable documents as contractors who submit fake or fraudulently obtained documents would be disqualified and the attention of the relevant security agencies may be called; if necessary. All submissions would be evaluated on the basis of documents submitted and selection would be based on a series of factors including contractor’s competence, experience and track record.
OTHER RELEVANT INFORMATION:
The selection of contractors will follow the Provisions laid out in the Public Procurement Act 2007 for this category/threshold of projects;
Only Contractors that have substantially fulfilled the above stated conditions shall be given the tender documents to tender for these projects:

THE PROCUREMENT OF INTERNET SERVICE PROVISION (ISP) FOR FPMU

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the funds to cover eligible payments under the Contract for the Procurement of Internet Service Provision and identification number NEWMAP/FPMU/NS/GD/16/01 Bidding is open to all bidders from eligible source countries as defined in the Guidelines: Procurement under IBRD Loans and IDA Credit.
The Federal Project Management Unit (FPMU) of the Federal Ministry Environment invites sealed bids from eligible bidders/Service Provider to carry out the installation of Internet in the office of the FPMU.
(1) Background
NEWMAP Abuja Office is located Aminu Kano Crescent, Wuse 2. It currently has around 100 end users; connected through an inter-office LAN and Data Connectivity System.
Nigeria Erosion and Watershed Management Project (NEWMAP) aimed at reducing vulnerability to soil erosion in targeted sub-watersheds by: (a) investing in the public environmental goods; (b) improving institutional performance, governance, multi-sector coordination and information access; and (c) by establishing replicable investment models and institutional solutions that can be scaled up inside and outside the project. Essentially, the NEWMAP project is an 8-year (2012-2020) multi-sectoral and multi-scale project whose basic components are: (1) Erosion and Watershed Management Infrastructure Investments; (2) Erosion and Watershed Management Institutions and Information Services; (3) Climate Change Response; and (4) Project Management.
It is interesting to note, however, that the effective implementation of all four components of the NEWMAP project requires essential communication and effective stakeholder engagement strategies to succeed. In recognition of this fact, the project aimed to mainstream online accessibility with provision of top notch internet access to employees specifically to enable them navigate successfully though the difficult terrain of cross-cultural communication, multi-sector coordination, community mobilization and effective information dissemination.
During the early/initial setup of NEWMAP’s office the current working Local Area Network (LAN) that accommodates the IP based Intercom, Internet and IP Cameras on the main building was deployed to accommodate the initial number of staff offices occupied. The deployment also included Intercom to enable internal and external communication across offices with existing LAN, and also a dedicated internet accessible over Ethernet ports and a backup wireless network for wireless devices, services.
Technical Requirements:
• Speed requirement: symmetric 50-100.0 Mbps bandwidth.
• In case of share channel the minimal guaranteed bandwidth should be clearly mentioned in the proposal
• Connection should be preferably wireless solution.
• No limitations on traffic/ports; bandwidth capacity should be ensured through direct IP connection.
• Service reliability must be ensured. Overall uptime should not be less than 99%.
• Data confidentiality guarantee; Provider may not scan traffic (if this should be done for finding problems in the network a prior NEWMAP agreement must be obtained).
• All necessary hardware, cabling and software (if required for Internet service) should be provided and set up by the provider.
• Provider should make available a backup of 10 mbps ADSL link. Worldwide accessibility
• Support Managed VPN Services
• Policy on oversubscription (sharing ratio 1:1 to guarantee bandwidth)
• ISP must be able to manage the Customer Premises Equipment (CPE) to be installed in NEWMAP Abuja office
• Free and unlimited technical support
• Traffic management, network monitoring and access to raw log files
• Quality of Service
(3) Additional Notes:
The successful provider must have 7x24x365 coverage for technical assistance and/or helpdesk facilities.
Under the normal circumstances all problems should be resolved within maximum 24 hours after the notification from NEWMAP received. The provider is also responsible for contacting designated NEWMAP network specialist(s) for both scheduled and un-scheduled downtime.
Providers are required to describe what alternate routing or fallback arrangements for continuity of service they have in place (if any), should their primary link(s) to the Internet backbone become non-operational.
The Provider is to indicate what contracting arrangement they have with the primary Internet providers they work with.
The selected provider must provide Monthly reports on network performance, utilization and usage analysis.
NEWMAP may wish to visit the vendor’s Network Operations Centre.
The successful provider must have a physical presence, including availability of technical support in Abuja.
(4) Qualification Requirements and Terms and Conditions
NEWMAP needs the following qualifications and Terms and conditions from the potential Provider: (a) 5 years relevant experience in provision of services in nature, scale and complexity commensurate with the present terms of reference, with already provided services possessing features required by these terms of reference; The company must have at least three similar contracts (similar by scope, nature and amount), preferably with international / intergovernmental organizations. References from other clients are highly welcome. (b) Qualified and experienced experts in system administration, working under the general supervision and guidance of the department and /or company manager and under the overall oversight of the focal person in NEWMAP. The proposed team should have solid experience in the provision of services in nature, scale and complexity commensurate with this requirement (c) Seven days a week and 24 hours per day coverage for technical assistance and/or helpdesk facilities. Any problem should be resolved within a maximum of 24 hours after the notification d. The bidder must have a Network Monitoring System (NMS) supported by a qualified and experienced engineers/technical support team.
(5) Technical Proposal:
The Proposal should include the following and not exceed 10 pages for sections 1-5 below:
(i) Letter of Interest
(ii) Technical Proposal: fulfilling specifications listed below.
(iii) Innovativeness of the Proposal: detailing why this bid is of competitive in terms of technology suggested and sustainability
(iv) Work Plan for the Assignment: describing methodology and any requirements for successful implementation of the assignment
(v) Company Profile: detailing company name, head office physical address, other contact details, names of company directors, company status, number of employees; volume of business, at least 3 references from institutions where the firm has provided effective internet access solutions, success stories, certifications, name of auditing firm
(vi) 2 CV’s of Proposed Dedicated Team: Educational Qualifications; Professional Certifications; Experience with Internet Service Provision; Working Experience; Other Related Skills. The Team members proposed must remain availability to support the service if tender awarded.
(vii) Company Registration Documents: including VAT registration and income tax clearance, audited financial statements for last two years etc.

• Full details of the company’s profile
• Evidence of company incorporation with CAC
• Verifiable evidence of execution of similar jobs in the past
• Evidence of payment of taxes/Tax identification Number
• After sales service plan
Kindly indicate the following information in your quotation
• Validity period of the quotation (Not less than 90 days)
• Standard delivery date
• Payment terms
• Standard warranty term
• Following the requirement of the Federal Government of Nigeria, Heartland Alliance International will deduct 5% withholding tax from the total contractual sum. Also note that HAI as an Non-Governmental Organization (NGO) is VAT exempted.
Submission of Quote:
