(2.0) PRE-QUALIFICATION REQUIREMENTS
Vendors must demonstrate financial capability to deliver items possibly. Provides competitive quotation which would be valid for a minimum of 30 days and willing to deliver within specified time. It is MENU intent to award the contract to the most competitive bidder, where applicable local manufacturer will be preferred.
(1) Interested and competent Vendors wishing to bid for the above Lot(s) are required to express interest and pick up the bid document with a non-refundable fee of N50,000.00 in cash except for Lot 1 which is for N10,000,00. All expression should be made in English Language to PRS Office of Ministry of environment and Natural Resources Kogi State Secretarial Complex II, Room 301 with the following requirements in line with extent procurement laws:

EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF A TRANSACTION ADVISOR FOR THE CROSS RIVER STATE CEMENT PLANT
(1.0) BACKGROUND:
Following the acquisition of an exploration license after the establishment of the State SPV (CROSSCEMCO), His Excellency Sen. (Prof.) Ben Ayade has granted approval for the engagement of a Transaction Adviser for the Cross River State Cement Plant.
In compliance with the Cross River State Public Procurement Law No. 1 of 2012, the Ministry of Solid Minerals Development hereby calls for Expression of Interest (EoI), from reputable, competent and interested companies for the above mentioned assignments.
(1.1) SCOPE OF THE ASSIGNMENT:
The scope of the assignment of a Transaction Advisor shall include advice on the following:
(1) Choosing Location;
(2) Clearing, Design and Construction of the Cement factory;
(3) Establishment of the factory;
• Construction of the factory structures;
• Construction of the factory road network/landscaping;
(4) Furnishing of the factory and provision of Equipment.
(5) Preparation of a bankable feasibility report.
(2.0) QUALIFICATION REQUIREMENT:
(i) Evidence of incorporation with Corporate Affairs Commission (C.A.C) as applicable in Nigeria or any other Law as applicable to foreign investors.
(ii) Evidence of Professional qualification of key personnel to be deployed to render the service
(iii) Evidence of current practice license for professional personnel as applicable in Nigeria or applicable Law for foreign investors
(iv) Evidence of experiences on similar service executed in the past
(v) Registration with the Cross River State Due Process and Price Intelligence Bureau in the relevant category. (Foreign investors are hereby advised to contact the Due Process Office, Cross River State, Nigeria to formalize their registration processes before forwarding the EOI).
(vi) Evidence of financial capability/Bank support
(vii) Firm’s Audited Accounts for three (3) years (2013 – 2015)

(2.1) SUBMISSION OF EOI DOCUMENTS:
Two (2) sets of Expression of Interest (EoI) documents in hard and soft (electronic copies) should be submitted in an envelope marked Expression of Interest for a Transaction Advisor for the Cross River State Cement Plant and delivered either by hand or courier service to reach the address stated below from 11th May, 2017 and not later than 24th May, 2017 by 12noon. Late submission shall be rejected.

SPECIFIC PROCUREMENT NOTICE – REQUEST FOR EXPRESSION OF INTEREST FOR STATE GOVERNMENT AUDIT PROJECT
BACKGROUND
The Federal Inland Revenue Service (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to tax payers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. FIRS has its headquarters at the Revenue House, which is located in Wuse Zone 5, Abuja.
(1) Now more than ever, the FIRS needs to optimize tax revenue collection to meet the high expectations of the Government’s current year target of N4.9 trillion set for the Service. This target has come at a period when there are enormous challenges in the Oil Industry that has before now been the mainstay of the nation’s economy. This has made it imperative for the Service to look for ways to increase revenue collection. One of such ways is to verify the level of remittance of taxes due to FIRS from deductions of Value Added Tax and Withholding Tax made by Government Agencies from Companies that have been awarded contracts. The verification exercise is envisaged to cover the entire 36 states of the Federation. It is on the basis of this that FIRS with the cooperation of the various State Governments is undertaking to embark on a verification exercise designed to establish the level of compliance of key State Agencies with their obligation to deduct and remit WHT and VAT.
(2) FIRS now invites eligible Audit Firms to express interest to provide the required service as back up support to the FIRS Staff assigned for this exercise. Interested Audit Firms must provide information to the address below. The proposal should provide evidence of suitability, similar assignments undertaken in the past three (3) years with details of roles and methodology adopted. Submissions should be made to:

(3) Objective of the assignment:
The objective of the assignment is to ensure that all WHT and VAT revenues accruable to FIRS as deductible by the respective State Governments is consistent with what has been remitted to it. This is to provide a basis to further evaluate the confidence reposed in the respective Governments as Agents of Collection for FIRS.
(4) Duration of the assignment;
The duration of this engagement is two (2) months.
(5) Scope of the required services;
The scope of the Verification Exercise is as follows;
• External Tax Auditors to support FIRS Staff in auditing selected MDAs and determine the VAT and WHT liabilities for the period 2013 to 2015.
• Submit interim report of findings on each of the assigned State MDAs to FIRS Management and obtain Management clearance on agreed figures of liabilities before proceeding to the next stage (Demand notes by FIRS).
• Obtain Memorandum of Understanding/Payment Plans on established liabilities from the MDAs.
• Provide final report of VAT and WHT liabilities resulting from the exercise to FIRS Management.
The major skills required for achieving the deliverables ore:
• Information Technology skills;
• Accounting skills;
• Numerate skill;
• Persuasion skills.
(6) Specific output expected from the Consultant
• A work plan for the assignment.
• End of audit report to assist FIRS in raising Demand Notes.
• Memorandum of Understanding/Payment Plans on established liabilities.
• Suggested recovery strategies that may help FIRS in debt recovery.
• Recommendations.
(7) Minimum qualification/experience requirement:
The Firm must have extensive experience in Auditing and Communication Skills. Partners should possess technical/practical experience particularly with public agencies in developing countries. Besides relevant academic qualifications, successful applicants will be required to possess Practicing License with any of ICAN, ANAN and CITN. In specific terms, the following should be submitted in support of the application.
(i) Verifiable Certificate of registration with Corporate Affairs Commission (CAC).
(ii) The Current Tax Clearance Certificate (TCC).
(iii) Evidence of having fulfilled all obligations in relation to Pensions and Social Security contribution in accordance with the provisions of the Pension Act, 2004.
(iv) Evidence of Compliance with Industrial Training Fund (ITF) Act, 2011.
(v) Evidence of Registration on the BPP Notional Database of Contractors, Consultants and Service Providers.
(vi) Evidence of similar jobs executed (supported by award letters, job completion certificate, etc.).
(vii) CVs showing academic and professional qualifications of technical personnel to be deployed for the project.
(viii) Practicing License of Principal partners from any of ICAN, ANAN and CITN.
(ix) Sworn affidavit disclosing whether or not any officer of FIRS or BPP is a former or present Director, shareholder or has any pecuniary interest in the company/ firm and confirming that all information provided is true and correct in all particulars.

To organize a concert themed “Stand Against Violent Extremism”.
The aim of this activity is to organize a concert themed “Stand Against Violent Extremism”. The activity will bring national and local artist to perform at the concert that is planned to target youths from all over Adamawa State susceptible to extremism ideologies. The intent here is to create a forum whereby these ideologies are being counteracted with messages of peace through music. Other concert activities will also include dance drama presentations by Adamawa state troupe and other performers. Target population for the activity is 5000 youths comprising peace Ambassadors from previous NERI projects in insurgent affected local governments, as well as other youth ambassadors from all over the state.
GENERAL REQUIREMENTS:
The contractor will take charge of the entire process of planning, organization and full execution of the concert: from shortlisting, recruiting and managing of the intended artists (local and national), to the operations and hosting of the entire activities that comprises the actual event, according to this statement of work and NERI’s specification.

1.0 In compliance with the public procurement law 2012, the Taraba State Government is desirous of carrying out the survey and demarcation of the Mimbilla Dam/Reservoir Area of Nya, Sumsum and Nha together with area of the power plant near Abong. This is part of the agreement reached with the Federal Ministry of Power, Workers and Housing regarding the successful take off of the much anticipated 3050MW Mambilla Hydroelectric Power Project.
