REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR THE GEOMETRIC DESIGN OF FEEDER ROADS AND HYDRAULIC STRUCTURES IN KANO STATE
The Federal Government of Nigeria (FGN) has received Additional Financing from the World Bank toward the cost of the Third National Fadama Development (Fadama III) Project, to support ramping up of production of four (4) prioritized staple crops (rice, cassava, sorghum and tomatoes). Kano State being one of the six core states selected to participate in Project intends to apply part of the proceeds of this credit to payment for Consultancy on Design of Hydraulic Structures to support investment in productive infrastructure.
The Project Development Objective (PDO) is to increase the incomes for users of rural lands and water resources within the Fadama Areas in a sustainable manner throughout the Recipient’s territory. The additional financing is fully dedicated to scaling up all the six components of the parent Project namely Component 1: Capacity Building, Communications and Information Support; Component 2: Small-Scale Community-owned Infrastructure; Component 3: Advisory Services and Support for Acquisition of Farming Inputs; Component 4: Support to the Agricultural Development Programs, Sponsored Research and On-Farm Demonstrations; Component 5: Matching Grant Facility for Assets Acquisition through groups; and Component 6: Project Management, Monitoring and Evaluation.
The consulting services (“the Services”) include carrying out Engineering Design and Supervision of 20km viable roads and hydraulic structures for various production clusters within Kano State. The consultant will focus on only prioritized roads and hydraulic structures selected based on critical criteria and proposed Roads links in Kano State. The Kano State Fadama Coordination Office (SFCO) now invites eligible consulting firms to indicate their interest in providing the services. Interested consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Such information to be submitted with Expression of Interest includes:
(i) Evidence showing a field of specialty of the Firm (Consultants Profile/brochure),
(ii) Evidence showing that the firm is a legal entity (Certificate of registration);
(iii) Evidence of registration with relevant authorities and professional bodies;
(iv) Evidence showing the Technical and Managerial capabilities of the firm in field of assignment;
(v) Experience of working in a similar geographical region;
(vi) Description of similar assignments;
(vi) Availability of appropriate skills among staff and availability of essential technology etc.
For each previous project performed, the consultants shall provide the name and address of clients (Office, Email address and Phone Number), Date(s) of execution, Name(s) of lead and Associate Firms, Contract amount and Financing sources.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by Work) Bank Borrower, Revised January 2011 setting forth the World Bank policy on Conflict of Interest. Consultant may associate with the firms in the form of joint ventures or a sub-consultancy to enhance their qualifications. A firm will be selected in accordance with the Consultant Qualifications (CQs) Selection Method set out in the Consultant Guidelines.

Expressions of Interest
The Ogun State Government has received financing from the French Development Agency, and intends to apply part of the funds thereof for payments under the following project: Ogun State Urban Water Supply Project.
The mission of the consultant shall consist of: Supervision Consultancy Services for a Design and Build Contract for the Replacement and Rehabilitation of Five (5) Steel Sluice Gates (Cofferdams) and Associated Civil, Electrical and Mechanical Works on the Barrage on Ogun River, Abeokuta.
The services will include but not limited to:
Supervision of the entire design, fabrication, installation, operation and maintenance processes being implemented by the specialist design and build contractor.
The components of work to be supervised include the following:
• Design, fabrication and installation of 5 No sluice gates (cofferdams)and one temporary gate;
• Rehabilitation of the Barrage structures, including 4 No piers and 2 No abutments and their foundations:
• Refurbishment of the structural steel works elements, replacement of damaged precast concrete units at the top platform level;
• Replacement of the manually operated lifting gear with both manual and electric motor drive;
• Removal of all the vegetation around the upstream side of the abutments;
• Breaking up the damaged stone pitching and complete reconstruction;
• Construction of reinforced concrete retaining walls on both sides of the upstream approach channel and extending the stone masonry cut-off wall on the left hand side of the downstream spillway channel as a means for flood control.
• Rehabilitation of access road to the barrage structure and precast concrete access Foot Bridge.
The Ogun State Water Corporation now invites consultants to indicate their interest in providing the services. Interested consultants must provide information evidencing that they ate qualified and experienced to perform those services.

(vi) Experience of working in a similar geographical region.
(vii) Availability of appropriate skills and availability ofin-house technical back-up experts provided to the key experts, Local representatives/partners and availability of essential technology etc.

The services are estimated to require 18 months of engineering supervision services inputs.

INVITATION FOR PREQUALIFICATION AND TENDER

The Centre for Distance Learning, Obafemi Awolowo University, Ile-Ife is desirous of awarding contract for Construction of CBT/ ICT Building (Phase 1) for the Centre for Distance Learning, Obafemi Awolowo University, Ile-Ife Moro Campus for Year 2017 (2017 Internally Generated Revenue). It therefore invites bids for pre-qualification and tender for the Project.
TENDER PRE-QUAUFICATION REQUIREMENTS
Prospective Tenderers are required to submit their pre-qualification bids containing the under listed document information, in clearly marked envelopes to the office of the Administrative Secretary on or before Wednesday, 21st June 2017.
The pre-qualification document must contain the following
(a) Company’s Tax clearance for the last Three (3)years
(b) Evidence of Company Registration with Corporate Affairs Commission
(c) Veritable list of similar and other jobs successfully executed with their locations, together with letters of Awards and Certificates of Job Completion
(d) Verifiable list of plants/machinery with years of manufacture and locations of the equipment to be used in the project Please state whether the items of equipment are on lease, hired or owned by the company with evidence of purchase where applicable.
(e) List of key staff who will execute the project with their Curricula Vitae, credentials and relevant positions.
(f) Company’s financial details and Audited Accounts for the last three (3) years.
(g) PENCOM Compliance Certificate in line with Section16; subsection (8) d of the Procurement Act 2007.
(h) Industrial Training Fund Compliance Certificate in line with Section16; subsection (8) d of the Procurement Act 2007.
(i) Interim Registration report (IRR) issued by the Bureau of Public Procurement (BPP)
(j) An affidavit disclosing whether or not any officer of the relevant Committees of the Centre for Distance Learning Obafemi Awolowo University or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidding Company, and affirming that all the information it presented in its bid are true and correct in all particulars.
Please, note that Originals of documents would he requested and should be available for sighting whenever required. The opening of the bids follows immediately after close of submission on Wednesday, 21st June, 2017.
TENDER PROCEDURE
• Tenderers are required to pay in the sum of Thirty thousand Naira ( 30,000.00k) in Bank Draft issued in favour of Centre for Distance Learning OAU.
• The Bills of Quantity and other Tender documents are obtainable from the office of the Director, Centre for Distance Learning Moro between 8:30 am and 4:00 pm daily upon the presentation of evidence of payment.
SUBMISSION OFTENDER
Interested bidders are expected to put the technical bid in separate sealed envelope and the financial hid in another sealed envelope, with each envelope distinctly labeled, while the two envelopes are put in a digger sealed envelope, in line with the three envelopes system of tendering.
The Envelope for the project should be clearly marked as “2017 Internally Generated Revenue Project” It should be forwarded to the Administrative Secretary, Centre for Distance Learning Obafemi Awolowo University, Ile-Ife, not later than 12:00 noon on the closing date, being Wednesday 21st June, 2017. Please come with the original evidence of payment on the pre-qualification document opening day.
Closing date, for submission of Tenders is Wednesday 21st June, 2017, at 12noon and the Opening of Tender takes place on Thursday, 22nd June, 2017 at 10:00 am in Seminar Room, Centre for Distance Learning, More.

THIRD NATIONAL FADAMA DEVELOPMENT PROJECT

REQUEST FOR EXPRESSIONS OF INTEREST AS FADAMA III AF-II SERVICE PROVIDER

The Federal Government of Nigeria has received second additional financing from the World Bank toward the cost of the Third National Fadama Development (Fadama III) Project, to support North East Food Security & Livelihood Emergency Project. The Project intends to apply part of the proceeds of this credit to payment for activities under which this request for expression of interest is issued. The additional credit would be fully dedicated to help finance the costs associated with supporting the recovery of the agriculture sector in the North East (NE) of Nigeria as part of the overall World Bank response to support the Government’s recovery and reconstruction initiative. The Project seeks to respond to the urgent food and livelihood needs of farming households who have been affected by conflicts in the six North East states in Nigeria-Borno, Yobe, Adamawa, Taraba, Bauchi, and Gombe.
The Project has the follow rig components:
Component 6: Project Management and Evaluation. This component will fund: (a) TA to national, state, and community level implementation coordination; (b) Project coordination as it applies to the six states; and (c) M&E. The eligible expenditures will include: goods, equipment, special studies (including gender research, and agricultural development strategy for the NE).
Component 7: Food Security and Livelihoods Support Investment Program.
This component includes five subcomponents.
Subcomponent 7.1: Food Assistance Program. The aim of this subcomponent is to meet immediate survival needs of returning farmers, farmers in conflict affected areas that never left their farms, and farmers in host communities while enabling people to continue their agricultural/food production activities (or resume such activities as soon as conditions permit). The beneficiaries win have opportunity to access their food allocation during the Food and Input fairs to be organized by the project. The Food and Input fairs are platform for bringing Food and Agro-dealers to the communities for the purpose of getting the supplies dose to the community.
Subcomponent 7.2; Support to revitalize agricultural production and livelihood. The focus will be on “starter packs” particularly those conducive for climate smart agriculture. These will include: agricultural based livelihoods (seeds, implements, livestock production, fish production, processing, marketing, and distribution, etc).
Subcomponent 7.3; Social mobilization and capacity building. This subcomponent will support capacity improvement-mainly goods (vehicles, computers, etc.) to research and extension agencies; farmers’ organizations and others as necessary.
Subcomponent 7.4: Technical and advisory. This subcomponent will finance cross-cutting services’ activities including integration of nutritional advice/information to extension delivery, promotion of e-extension services, adaptive research and on-farm demonstrations; and support to Seed Multiplication.
Subcomponent 7.5 – Community agricultural infrastructure and services. The subcomponent will finance rehabilitation of existing rural infrastructure (rehabilitation and investment on new infrastructure – fences, markets, storage facilities including aggregation centers, production pens and houses for livestock, rural network of roads). It will also support rehabilitation of damaged irrigation schemes, canals, water harvesting tanks, diversion weirs, canals and ponds that provide water for irrigated farming and ponds. Other areas of support would include rehabilitation of access roads and culverts linking production sites to the processing/marketing zones, storage facilities and preservative technologies.
The Gombe State Fadama Coordination Office now invites eligible Service Providers (SPs) who wish to be included on the mailing list to receive quotation solicitation letter to supply any of the Kerns or provide the services to the Returnees, Hosts and IDPs in the State to express interest. Interested SPs should provide information demonstrating that they have the required facilities (warehouse, trucks, etc) and relevant experience in delivering such items in similar conflict environment.
Qualification criteria are:
• Profile of your company /institution including certificate of incorporation, physical address, ownership (board membership where applicable), management structure and contacts (telephone and E-mail);
• Evidence having warehousing facilities (owned or leased) in any part of Gombe State (for food and inputs supply only);
• For construction/rehabilitation of works, evidence of possession of required equipment and skilled personnel;
• Proven ability to distribute production inputs and food items to IDPs (evidence of having done at least 2 similar supply in the past) (for food and inputs supply only);
• Indicate area(s) of core competence and the specific zone of Gombe State, where your firm has the strongest capabilities (i e. Northern Zone, Southern Zone, Central Zone).
• Provide evidence of having financial capacity (e.g. line of credit or audited financial statement) to show capacity to execute input or food supply contract for at least 50 communities comprising of 2,000 households.
