ADDENDUM
INVITATION TO PARTICIPATE IN THE TENDERING PROCESS FOR GOODS, WORKS AND NON CONSULTANCY SERVICES UNDER THE SECRETARIATS, DEPARTMENTS AND AGENCIES (SDA) OF FCT ADMINISTRATION.
The Federal Capital Territory Administration (FCTA) hereby draws the attention of the general public and prospective Contractors to the Tender Advertisement for the Supply of Goods, Works and Non-Consultancy Services for FY2016 under the Secretariat, Departments and Agencies (SDAs) of FCT Administration published in the Daily Trust & Guardian Newspapers of the 3rd April, 2017 and the Federal Tenders Journal of 3rd April – 16th April, 2017 to the under listed clarification on the request for prequalification.
(1.) Prospective bidders for All Categories are no longer required to submit VAT Registration and evidence of past remittances.
(2.) Prospective bidders for the provision of Cleaning Services (A. Category III – Non – Consultancy Services under Health and Human Services Secretariat) shall submit up-to-date Evidence of Registration with Environmental Health Officers Registration Council of Nigeria (EHORECON).
(3.) Prospective bidders for the provision of Security Services (B. Category III – Non -Consultancy Services under Health and Human Services Secretariat) shall submit up-to-date license by Nigeria Security & Civil Defense Corps (NSCDC) to operate as a private guard company in line with the provision of the Private Guards Companies Act CAP 367 of the Federation of Nigeria 1990.
(4.) All bidders are required to submit both Technical and Financial Bids as described in the earlier advertisement. However, only the Technical bid submitted will be opened on the date of Bid opening on the 30th May 2017 by 11.00am.
(5.) In view of Clarifications above, the dead line for the submission for all the Categories (Category I, II & III) has been extended to 30th May 2017 by 11.00am except NCS3DET1- Deployment of Human Recourses Management Information System (HMRIS) in the Federal Capital territory Administration (FCTA).

(3.1) ITEMS TO BE PROVIDED FOR PROJECTS UNDER ALL CATEGORIES I, II, III (GOODS, WORKS AND NON-CONSULTANCY SERVICES)
All interested companies are to submit copies of the following documents and the originals to be made available for sighting during the Tender opening.
Eligibility Requirements (Without Which a Company/Firm shall be disqualified)
(1) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC);
(2) Tax Clearance Certificate for the last three (3) years (2013, 2014 & 2015) expiring 31st December, 2016;
(3) Pension Compliance Certificate (expiring 31st December, 2016) as provided in section 16 subsection 6 (d) of the Public Procurement Act, 2007;
(4) Industrial Training Fund (ITF) Certificate (expiring 31st December, 2016) in compliance with ITF Act, 2011 as amended;
(5) National Social Insurance Trust Fund (NSITF) ECS Clearance Certificate (expiring 31st December, 2016);
(6) Evidence of Registration (Interim Registration Report) on the National Database of Contractors, Consultants and Service providers with the Bureau of Public Procurement (BPP) in line with Sections 5(h) and 6(l)(f) of Public Procurement Act(PPA), 2007;
Additional Requirements

(5) Evidence of up to date Annual returns with CAC;
(6) Sworn Affidavit in line with the provision of Part IV section 16, subsection 6 (c, e &f) of the Public Procurement Act, 2007;
(7) Company Audited Accounts for the last three (3) years (2013, 2014 & 2015);
(8) Current reference Letter from Bank and Bank statement of the company for the last 12 Months;
(9) Letter authorizing FCTA or its representative to crosscheck the submitted Account details of the company.
(3.2) SPECIFIC PREQUALIFICATION REQUIREMENTS FOR CATEGORY II (WORKS)
In addition to the requirement listed in item 3.1 above, Companies interested in Works must submit copies of the following documents;
(i) Evidence of relevant equipment for the Projects;
(ii) List of relevant Technical staff to be deployed for the project, proposed position and evidence of educational qualifications and professional registrations. All copies of the professional certificates of the personnel shall be endorsed by the individual professionals;
(iii) List of equipment to be deployed for the project should be available for immediate inspection. Also provide evidence whether the equipment is on lease or owned.
(3.3) SPECIFIC PREQUALIFICATION REQUIREMENTS FOR PROVISION OF SECURITY SERVICES:
Prospective bidders for the provision of security services shall submit evidence of up-to-date license by Nigeria Security & Civil Defence Corps (NSCDC) to operate as a private guard company in line with the provision of the Private Guards Companies Act CAP 367 of the Federation of Nigeria 1990.
(4) COLLECTION, SUBMISSION AND OPENING OF TENDER DOCUMENTS:
(A) Interested companies are to collect Tender Documents as per the Schedule of Collection, Submission and Opening of Tender documents on Section 5.0 below upon the presentation of evidence of payment of non-refundable Tender Fee for the respective projects of interest, into either FCT Tender Revenue Account with Heritage Bank Plc, Account No. 5100253054 or Zenith Bank Plc Account No. 1015016741.
(B) The Technical and Financial bid documents should each be sealed and labeled ‘Technical and Financial bids” as appropriate separately, and the two separate envelopes be put in another envelope that should also be sealed and labeled as: “stating the project title Tender Identification Number”. The Technical and Financial documents should be submitted in three (3) copies (one original and two photocopies each) and all pages of the financial document are to be duly endorsed by authorized representative of the bidder.
The documents are to be dropped as per the Schedule of Collection, Submission and Opening of Tender documents on section 5.0 below (time and date are also indicated). INVITATION FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES
A. INTRODUCTION
The Federal Polytechnic Offa intends to carry out the construction of some proposed building projects with the grants from the 2015/2016 Merged Normal Tertiary Education Trust Fund Intervention.
The Polytechnic, in compliance with the Public Procurement Act 2007 hereby, invites interested, qualified and reputable construction firms with relevant experience and good track record of performance, to submit Expression of Interest (EOI) as Consortiums and Consultancy firms for the proposed projects in.

(2.) Civil/Structural Engineering.

B. SCOPE OF WORK
This includes preparation of detailed/full drawings and all necessary pre and post Contract Services, test, preparation of tender/contract documents and supervision. The Consultants are also expected to provide other services that will facilitate the execution of the projects to completion.

(k.) Company Audited Account for the last three (3) years (i.e. 2014, 2015 and 2016).
(l.) A sworn affidavit certifying that:
(i.) All the required documents submitted are both GENUINE and UP-TO-DATE
(ii.) None of the Directors of the Company has ever been convicted by any Court of Law
(iii.) None of the Directors of the Company is a staff of the Federal Polytechnic, Offa
(iv.) The Company is not bankrupt or a party to liquidation proceedings in any Court of Law Kindly note that items (a) – (h) in the above criteria are MANDATORY and failure to produce any will lead to automatic disqualification of the Company.
E. SUBMISSION OF THE EOI
The completed pre-qualification documents must be submitted in two (2) copies marked ORIGINAL and COPY separately and packaged in sealed envelope, paginated and properly bound stating the type of Consultancy which must be written on the top left comer of the envelope; e.g. “Consultant: LOT A – Proposed Construction of Food Technology Departmental Building”. REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR THE ENGAGEMENT OF HOUSEHOLD AND COMMUNITY RAIN WATER HARVESTING CONSULTANT FOR ANAMBRA STATE PROJECT MANAGEMENT UNIT UNDER NIGERIA EROSION AND WATERSHED MANAGEMENT PROJECT (NEWMAP)
This request for expression of interest follows the update of the general procurement notice for this project that appeared in UN Development Business issue of 27th April, 2012 and in Nigerian newspapers of 27th September 2012. As part of Government’s commitment to transformation of the Nigerian socio-economy land¬scape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to ero¬sion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that tar¬gets states with acute gully erosion. The project is involving many Federal and State Min¬istries, Departments and Agencies (MDAs), Local Governments, communities and civil Societies who are responsible for Planning, economy, finance, works, agriculture, water re¬sources, forests, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the In¬ternational Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project.
The Anambra State Project Management Unit of the Nigeria Erosion and Watershed Management Project intends to use part of the proceeds of the credit for the engagement of household and community rain water harvesting consultant to reduce vulnerability to soil erosion in targeted sub-watersheds. This is in the effort to stabilize and rehabilitate major erosion prone sites by addressing rainwater volumes and velocity which is the underlying cause of erosion using conventional & structural techniques where applicable to harness water for other usages (domestic, agricultural, recreational etc.) for livelihood enhancement.
OBJECTIVES
The consultancy firm is to provide technical support/capacity building to the project in the affected watershed areas. The support includes but not limited to: (i) State Project Manage¬ment Units (SPMUs); (ii) State Engineering Design and Supervision Firms (SEDSFs); (iii) Um¬brella NGO (UNGO); (iv) Focal NGO and (v) those agencies responsible for Environmental Management Plan (EMP) formulation and implementation for major gully control/rehabil¬itation sub-project sites.
1.0 SCOPE OF SERVICES:
The general scope of this assignment is to conduct the feasibility studies and detailed engineering design for the construction and supervision of water harvesting structure. In order to achieve the core objectives of this assignment, the rainwater harvesting consultants will develop a work plan and provide qualified and skilled personnel with experience to ensure the completion of the tasks listed below in a manner consistent with international best practice and standards adopted for NEWMAP.
1.1 The Specific scope of the assignment will include but not limited to the following:
1.1.1 Prepare feasibility studies including comprehensive engineering survey and hydro meteorological study of the location as well as entailing cost. Assist the SPMU in overall plan for rainwater conservation and utilization to be adopted for specific site designs across erosion sites in the State.
1.1.2 Develop both rainwater and runoff harvesting techniques suitable for homes and targeted sub-watershed areas.
1.1.3 Develop water harvesting training manual/maintenance guide and conduct training for households in the community.
1.1.4 Design and prepare working drawing of appropriate rainfall collector and water storage facilities, including Bill of Engineering Measurement and Evaluation for the construction of the rainfall collector and water storage facilities.
1.1.5 Engage all stakeholders within the sub-watershed catchment area in the adoption and utilization of conventional water harvesting techniques that would reduce soil degradation due to uncontrolled and utilized runoff.
1.1.6 Recommend on the appropriate institutional implementation structures, criteria for selection of benefiting household and the community and the disbursement plan.
1.2 Other services include
(i) Ensure the technical aspects of rainwater harvesting management techniques are in harmony with the engineering designs so that SPMUs can effectively implement the water harvesting techniques;
(ii) liaise with the SPMUs and UNGO/FONGO to ensure the community is sensitized on the utilization of the techniques;
(iii) ensure that the contractors build according to design specifications;
(iv) provide reports including designs and drawings for each site location for approval and to be adopted by the SPMU;
(v.) liaise with the SEDSF, on behalf of the SPMU, to supervise construction of the water harvesting structures within the sub-catchment area;
(vi) Provide manuals and maintenance guidelines for dissemination/awareness by the FONGO on the utilization of the water harvesting techniques for purposes of agricultural cultivation, vegetation cover and conventional uses.
DURATION OF ENGAGEMENT
The consulting firm will be hired for a period of One (l) year to provide the services.

Anambra State Nigeria Erosion and Watershed Management Project (ANS-NEWMAP) now in¬vites eligible consulting firms (“Consultants”) to indicate their interest in providing the serv¬ices. Interested Consultants should provide information demonstrating that they have the required qualifications, experience and expertise to perform the services. The shortlisting criteria are (i) Evidence showing the fields of specialty of the firm (profile/brochures); (ii) Evidence showing that the firm is a legal entity (certificate of regis¬tration); (iii) Evidence showing the technical capabilities of the firm in rain-water harvesting; (v) Description of similar assignments the firm has carried out lead consultant, joint-venture partner/subcontractor and (vi) availability of appropriate skills among staff
For each previous project performed, the consultant must provide the name and contact ad¬dress of the client (office, e-mail address, and telephone number), date(s) of execution, name(s) of associated firms (lead or subcontractor), contract amount and financing sources.

INVITATION FOR PREQUALIFICATION/ INVITATION TO TENDER

(a) PREAMBLE
The government of Jigawa state through the Rural Water Supply and Sanitation Agency (RUWASA) hereby invites tenders from reputable contractors for the construction of 136 number hand pumps boreholes and 15 water collection pints across 18 political constituencies in the state.
(b) SCOPE OF WORK
Construction of 136 number hand pumps boreholes and 15 water collection pints across 18 political constituencies divided in to 18 lots
(c) MANDATORY REQUIREMENTS
Companies interested in the project are to submit company profile which must contain the following:
(a) Certificate of incorporation/ business name registration
(b) Certified true copy of memorandum and article of association
(c) Tax clearance for the last three years
(d) Registration with state works registration board in relevant category
(e) Company’s audited account for the last one year
(f) Evidence of financial capability and Banking support
(g) Organogram and resume of relevant key technical staff, including individual attestation of availability. Include copies of professional certificates with seal and endorsement
(h) Verifiable evidence of similar projects previously undertaken within the past three years.

Interested bidders are to collect bid documents from the office of the secretary procurement committee Jigawa state, RUWASA, Shuwarin, Kiyawa Road, Dutse on payment of non-refundable tender fee of Ten thousand Naira only (N15,000.00) per lot. Collection of tender documents shall commence from Monday 15th May, 2017 between 9:00am to 3:00pm Mondays to Fridays, except on public holidays. Completed tender documents and company profile, which shall be in three copies ( one original and two photocopies) are to be submitted with a covering letter on company’s letter head, and sealed envelope marked with company’s lot number at the top left hand corner, and addressed to: The General Manager Rural Water Supply and Sanitation Agency , Shuwarin, Kiyawa Road, Dutse.
Collection of bid documents will close on Monday 29th May, 2017 by 12:00 noon and Bid opening shall take place on the same date at the conference hall of the Jigawa State RUWASA by 12:00 noon. ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR RIVERS STATE SOCIO-ECONOMIC SURVEY

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) and grants from the European Union (EU) towards the cost of implementing the State Employment Expenditure for Results (SEEFOR) project in some selected states in Nigeria. Rivers State is one of the beneficiaries of the credit/grant and now intends to apply part of the proceeds towards this consultancy service.
Rivers State, one of Nigeria’s 36 States was created from then Eastern region of Nigeria by Decree No. 19 of 1967 Rivers State is accountable for over 48% of crude oil produced on-shore in the Country and 100% of the liquefied gas that Nigeria is currently exporting to several countries of the world. The strategic importance of Rivers State in the economy of Nigeria earned it the name Treasure Base of the Nation. Port Harcourt, the State capital, is indeed one of the fastest growing metropolitan cities in Africa.
Port Harcourt is Nigeria’s second largest commercial and industrial center and has the second busiest seaport. This cosmopolitan city has busy international airport with regular links to Lagos and the Federal Capital Territory (Abuja) and some major cities of the world. It marks the eastern terminal of Nigeria’s railway system. Besides, Rivers State with 23 Local Government Areas boasts of three Degree Awarding Institutions, two Refineries, a Petro-chemical Plant, Fertilizer Plant, and a Liquefied Natural Gas Plant.
Government addresses developmental challenges through interventions in the area of human capital formation and infrastructural development in terms of social, economic and environmental infrastructure, which are usually articulated in a Plan document such as development and rolling plans, and the annual budgets. Regrettably, these plan documents in Rivers State are collection of projects and programmes with scant or complete absence of baseline data to present a clear situation analysis. Accordingly, monitoring of these plans had been on the physical outputs as well as the financial outlays. Sadly, however, how these projects affect the wellbeing of the people is ignored
In order to bridge this gap, the State within the framework of the overall SEEFOR objective of enhancing opportunities for youth employment and access to socio-economic services whilst improving the effectiveness of public expenditure management systems is seeking the services of a Consulting Firm, competent and experienced in socio-economic surveys to conduct a survey for purposes of generating socio-economic data on key indicators which would form the basis for policy formulation and the preparation of state development plans; monitoring of diverse government, multilateral and bilateral organization interventions in the State; and to improve data production and management capacity of the Statistics, Manpower and Research Department(SMRD) of the Ministry of Budget and Economic Planning (MBEP) in line with international best practices.
Scope of Services
The consulting firm working with the SMRD will conduct a socio-economic survey of Rivers State in accordance with the issues of interest. Therefore, the firm will:
(a) Undertake training needs assessment of the SMRD for sustainable socio-economic data production
(b) Bridge the identified training needs gap by developing and implementing capacity building activities to ensure effective participation of the SMRD in this survey
(c) Undertake a desk research to generate existing socio-economic data on Rivers State from surveys of various institutions, to serve as a bench mark for this survey. Present findings to the stakeholders
(d) Develop survey tools questionnaires and necessary field manuals and present to stakeholders for standardization
(e) Recruit and train enumerators for the field work from within the public sector statistical system.
(d) Conduct a pilot survey and discuss findings with key stakeholders.
(e) Conduct sample survey of households drawn in a manner that would enable reporting up to the ward level (data collection)
(f) Undertake digital mapping of all households visited during the survey
(i) Tabulate, collate and prepare consolidated database as outputs, from raw survey data by Local Government Areas, Wards, urban/rural areas, gender and age in MsExcel and SPSS
(j) The consulting firm should present the survey findings in the form of analysis tables, and guidelines of the respective subcomponents
(k) Produce final technical reports, including the abridged version in hard and soft copies
(I) Disseminate the report in collaboration with the Ministry of Budget and Economic Planning
The assignment will be completed in a period of three (3) months starting from the date of commencement

(1) This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue of June 12, 2012
(2) The Rivers State Government through the Federal Government of Nigeria has received a credit from the International Development Association toward the cost of State Employment and Expenditure for Results (SEEFOR) Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of IT Equipment.
(3) The Rivers State Employment and Expenditure for Results (SEEFOR) Project hereinafter refers to as “the Procuring Entity” now invites sealed bids from eligible and qualified bidders for the Procurement of IT Equipment.
(4) Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
(5) A margin of preference for eligible national contractors shall not be applied.
(6) A complete set of Bidding Documents in English may be purchased by interested bidders at the address above and upon payment of a non-refundable fee of Twenty Thousand Naira (N 20,000.00) only or Sixty-Six US Dollars (US$ 66.00). The method of payment will be in Cash or Bank Draft in Favour of “SEEFOR Project Counterpart Fund”

(c) Value Added Tax (VAT) Registration Certificate and Tax Identification Number (TIN).
