The Rubber Research Institute of Nigeria (RRIN) has been mandated to establish in rubber budwood plantation in rubber growing state of Nigeria by the Federal Ministry of Agriculture and Rural Development.
In furtherance of the above mandate, RRIN requires the use of a project vehicle.

The bid envelop should enclose a bid security of the bid price as specified in the bid document.
Submission of bids closes at 10:00 am on 23rd June, 2017.

This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online No. 760 of 17th November 2009 on-line and on the African Development Bank Group’s Website.
The FEDERAL GOVERNMENT OF NIGERIA (FGN) on behalf of TARABA STATE GOVERNMENT (TSG) has received financing from the AFRICAN DEVELOPMENT BANK (AfDB) toward the cost of the URBAN WATER SUPPLY AND SANITATION IMPROVEMENT PROJECT (UWSSIP) for Jalingo, and intends to apply part of the agreed amount for this loan to payments under the contract for “Design Review of Specialist Well Field and Construction Supervision” to TARABA STATE WATER SUPPLY AGENCY (TSWSA) Consultancy Services.
OBJECTIVES OF THE ASSIGNMENT
The assignment is divided as follows:
(1) Supervision of 14 Boreholes installations and rehabilitation of 7 other boreholes including all other related Electro-Mechanical Works, Access road construction and other related civil works including 30km pipe distribution network for Jalingo
(2) Design of Water Supply System based on the existing 9 Boreholes at Specialist well field to cover Specialist Hospital, School of Nursing and environs
SCOPE OF THE CONSULTANT’S ASSIGNMENT
The Consultant will work under direct supervision of the Project manager.
The key responsibility of the consultant would include supervision of 4 no. Contracts namely:
1 Supervision of the contract for Construction and Rehabilitation of Transmission Mains and Bulk Meters
Completion, Testing and Commissioning of Transmission mains at Karofi2 which is 95% completed
Installation of 2 number Pumps, 2 numbers Generators and other related Electro-Mechanical work s and Magami high-lift pump station
Installation of 7no. of borehole and other related Electro-Mechanical Works
2 Contract for Magami Borehole Water Source Rehabilitation Works
Redevelopment and Installations of 8 automation system and security devices for Magami Well field
Construction of 2.1km access road within the Borehole field
3 Contract for Karofi2 Borehole Installations and Electro-Mechanical Works.
Installation of 14 Borehole and all other related electro Mechanical Works
Construction and Installation of automation system and security devices for Karofi2 Well field
Construction of 750m3 Clear water tank including the linking of pipe network from the Boreholes to the Tank and any other Civil works
Construction of 1.6km access road within the Borehole field
4 Contract for Design and Construction Supervision of Specialist Borehole Water Source Works
Pump Testing of the already drilled Boreholes
Design of Water Supply System based on the existing 9 Borehole at Specialist well field to cover Specialist Hospital School of Nursing and environs
Development of Bidding documents and Cost Estimates of the design system
Supervision of all the Construction Works from the design of the Specialist Well Field
The Consultant shall Prepare monthly progress report and submit to the Project Manager
Review the work program submitted by the contractors and recommend changes on the same to expedite implementation and completion of works
Assist the Project Manager in supervising day-to-day construction works
Establish a contract tracking systems, including implementation and monitoring of the progress of the works.
Set np systems and procedures for Program management, implementation and monitoring of the progress of the works

Postgraduate degree or qualification relevant to the assignment stall be an added advantage. Experience in working on a similar urban Water project is highly desired. A minimum of 5 years’ experience in management of design teams supervision of works team is highly desired
Proven experience of coordinating and supervising donor-funded especially experience with AfDB or WB projects is an advantage.
2. Electro-Mechanical Engineer 7.5 Bachelor’s degree in Electrical or Mechanical Engineering with at least 10 years’ experience in dealing with electric machines, controls, loading of the electric machines, electronic devices etc. Must be fluent in English.
Postgraduate degree in Instrumentation Control Engineering shall be an added advantage. A minimum of 5 years, experience in design and supervision of a similar urban water project is highly desired.
3. Hydro-geologist 3 Bachelor’s Degree in Geology or related fields with at least 10 years’ experience in ground water construction and development. Must be fluent in English.
Postgraduate degree relevant to the assignment shall be an added advantage 5 years Specific Experience in urban water supply projects similar in size and nature is highly desired
4. Site Engineers 1 & 2 24 Bachelor’s Degree in Civil Engineering with at least 10 years’ experience in civil engineering works. Must be fluent in English.
Postgraduate degree relevant to the assignment shall be an added advantage
Five (5) years recent experience at design and supervision of large infrastructure projects in similar Urban Water project is highly desired
5 Contract Officer 4 Bachelor’s Degree in Law or Project Management or Procurement with at least 10 years’ experience in Contract Management.
Postgraduate degree in procurement or Contract management is an added advantage. Proven
knowledge of Conditions of Contract especially
FIDIC rainbow is lastly desired
5years experience specific experience in Managing Works Contracts especially Donor funded projects is highly faired.

REQUIRED FIRM EXPERIENCE
TSWSA now invites Expressions of Interest from Consultants to undertake the design and Supervision of Water Supply Contracts for the Project. Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description and experience of similar assignments, availability of appropriate skills among staff, etc.) Specifically, Consultants are to provide the following information:
(i) A full company profile, with all details of executed contracts (Address, contact person, Phone numbers, e-mail)
(ii) General Organisational capability and resources (staffing, years of experience)
(iii) Evidence of intended Joint Venture partnership agreements where Consultants intend to associate and CVs of six (6) Key Experts is listed above.
TIME FRAME
The Contract shall be executed within effective period of 12 months.

A suitably qualified technology firm to partner with the EIRS on aggregation services for the generation of scratch cards barcode, PINs and activation of cards upon sale to dealers.
(b.) Mobile Payment Collection System (RSCA- MPCS 04-2)
Reliable mobile datable collection and settlement solution with online and offline capabilities, information processing and web enabled reporting dashboard and/or mobile application.
(c.) Scratch Card Production (RSCA-SCP 04-3)
Printing and supply of the Edo State revenue scratch cards with necessary confirmation and security features provided by the aggregator.
Note:
An applicant and any related party will not be allowed to tender for both Aggregation services and card production services. Interested companies will have to choose from either Aggregation or Card Production Services.
(5.) Automation of Vehicle License Administration (AVLA05)

INVITATION TO BID FOR THE SUPPLY OF PROJECT VEHICLE

The Rubber Research Institute of Nigeria (RRIN) has been mandated to establish in rubber budwood plantation in rubber growing state of Nigeria by the Federal Ministry of Agriculture and Rural Development.
In furtherance of the above mandate, RRIN requires the use of a project vehicle.
(1) The Institute is inviting interested companies to participate as contractor in the procurement of the project vehicle.
(2) The Project:

(3) Scope of work:
Supply of 1No.four wheel drive double cabin pick-up van
(4) Eligibility to Bid:
Interested bidders are required to provide copies of the following documents for the collection of bid documents.
(i) Evidence of registration with Corporate Affairs Office
(ii) Evidence of TAX clearance for the past three years
(iii) Evidence of VAT registration certificate
(iv) Evidence of ITF remittance
(v) Evidence of Financial capacity
(vi) Evidence of Remittance to Pension Fund Custodian (PFA)
(vii) Experience qualification: evidence of similar supplies either solely or in partnership with others.
(viii) Evidence of Annual turn over of the company for the past three years.
(5) Collection of Bid:
Bid document should be collected by prospective bidders from the Procurement Unit of the Institute upon payment of a non-refundable fee of N20,000 into Rubber Research Institute of Nigeria Treasury Single Account
(6) Submission of Bid:
Bid should be submitted in waxed sealed envelop addressed to the Executive Director, Rubber Research Institute of Nigeria, Benin City, marked “Project Vehicle” at the top right corner of the envelop.
The bid envelop should enclose a bid security of the bid price as specified in the bid document.
Submission of bids closes at 10:00 am on 23rd June, 2017.
(7) Bid Opening:
Received bids shall be publicly opened at the Institute Conference hall by 12:00 noon on 23rd June, 2017.
(8) Note: The Institute reserves the right to reject any or all bids.
