PREPARATION OF THE KOSOFE MODEL CITY PLAN REQUEST FOR EXPRESSION OF INTEREST (EOI)

PREAMBLE:
The Lagos State Government is desirous of preparing a Model City Plan for Kosofe Town and its immediate areas. The Plan became necessary in view of the fast growth of developments in Kosofe Sub-Region. The State therefore invites interested Consultants in the built environment registered with the Town Planning Registration Council (TOPREC) to bid for the project. The successful Consultant would be required to complete the proposed Model City Plan project within Twelve (12) months.
SCOPE OF WORK
The successful Consultant is expected to fully deliver the plan taking into consideration the detailed scope of work which is available at http://www.lagosepp.com.ng or http://www.phvsicalplanning.lg.gov.ng or the Ministry of Physical Planning and Urban Development. Alausa, Ikeja. However, below is the summary of the tasks for the project:
(i) Acquire the most recent GIS map of the study area: establish the base map and the most recent aerial photographs for the preparation of cadastral maps for the action areas;
(ii) Compile information on the existing land forms within Kosofe Sub-Region:
(iii) Undertake comprehensive survey of the existing land use pattern in the area;
(iv) Compile an inventory of unique, historical, cultural and scenic areas for the purpose of presentation;
(v) Identify and assess the existing infrastructural facilities and
services and project growth and future needs for the period 2017-2037;
(vi) Carry out traffic and transportation surveys (road and water transport) including motorized and non -motorized with the objective of identifying existing bottlenecks and opportunities that may affect or influence immediate and future demands in the study area:
(vii) Undertake survey of socio-economic activities and facilities such as school, healthcare, employment opportunities and other related variables for the present and future:
(viii) Carry-out an in-depth demographic survey taking into consideration the population characteristics, existing and projected growth for the period 2017-2037;
(ix) Survey of housing stocks and building development patterns, land values and property rating with a view to determining the use characteristics and intensity of development;
(x) Liaise wrath the Local Community groups in the planning area. Hold stakeholders meetings to ensure citizens participation with various interest group(s) in the preparation of the plan;
(xi) Undertake in-depth studies and prepare befitting proposals for Mile 12 Market Ajelogo Market and Ketu Fruit Market land(s) in view of their proposed relocation;
(xii) Review the existing pattern of growth and development taking note of the Per-Capital-income (PCI) and character of Core settlements:
(xiii) Propose political and administrative structures necessary to achieve the goals of the plan within the context of successful governance with transparency, credibility, accountably and the Nigerian Constitution;
XIV) Prepare proposal for phasing of the Model City Plan implementation, designated Action Plan areas and ensure preparation for (6) six of the identified Areas.
PRE-QUALIFICATION CONDITIONS
The State Government would consider Consultants duty registered to practice in Nigeria and with proven capabilities on such assignment. To apply, the Consultant must show evidence of considerable experience and track records of good performance in Urban and Regional Planning practice. In addition, the Consultant is to submit and fulfill the following documentation and conditions:
(I) A covering letter summarizing content of the pre-qualification documents:
(II) Certificate of incorporation of Company/Firms registration in Nigeria;
(III) Evidence of current registration with Lagos State Public Procurement Agency (PPA).
(IV) Evidence of current registration of the Firm(s) with Town Planners Registration Council of Nigeria (TOPREC); registration with Association of Town Planning Consultants of Nigeria (ATOPCON) could be an added advantage:
(V) The Firms general structure and detailed curriculum vitae profile/particulars of staff of the Firm or Consortia with areas of specialization:
(VI) Most recent 3 -Years Audited Financial Statements and latest Management Accounts;
(VII) Evidence of preparation of similar Master Plans on the scale of the advertised project:
(VIII) Detailed methodology as well as work plan to be used m line with objectives and scope of service project.

TENDER TITLE: FRAMEWORK AGREEMENT FOR CASH DISTRIBUTION TO SEVEN LOCAL GOVERNMENT AREAS (LGAS) IN ADAMAWA AND KEBBI STATES

Oxfam is conducting an open tender process within Nigeria and invites your submission of a tender to provide Oxfam, within their requirements for Cash distribution to Seven Local Government Areas (LGAs) in Adamawa and Kebbi states as per the conditions detailed in the Tender Dossier.
Tender dossier can be obtained by interested parties by sending an email to oxfamnigprocurement@oxfam.org.uk with ‘Request for Tender Dossier — TD 17/009/ABV-NG’ as the subject. The name of the company and details of contact person must be included in the email. Any request for the tender dossier made by other means will not be honoured.
The deadline for the collection of the Tender Dossier is 9th June 2017 at 12noon.
Requests for clarification may be submitted by email to oxfamnigprocurement@oxfam.org.uk until the 14th June 2017 by 5pm.
The deadline for receipt of tenders is Friday, 16th June 2017, at 12 noon upon conditions in the tender dossier.
Oxfam does not bind itself to award the tender to the lowest offer and reserves the right to accept the whole or part of the tender.
