(5.0) OPENING:
All submissions will be opened immediately after closing by 12 noon prompt on Monday, 10th July, 2017 at the Conference Room, 3rd Floor of the Ministry (Housing Sector). All Con tractors/Service Providers/ Consultants and/or their representatives. Relevant Professional Bodies and NGO’s are invited to witness the opening exercise.
(6.0) NOTE:
(i) Due diligence of all documents submitted may be carried out and any Contractor / Service Provider/ Consultant found to have submitted fake documents may be handed over to the law enforcement agents.
(ii) The Federal Ministry of Power, Works and Housing (Housing Sector) reserves the right to reject any or all the submissions that do not meet the above requirements.

(1.0) ELIGIBILITY:
(2.0) Interested contractors are required to submit their Company’s profile which must include but not limited to the following:
(i) Certificate of Incorporation of the company with Corporate Affairs Commission (CAC);
(ii) Current Tax Clearance Certificate for the past Three (3) years (i.e. 2014, 2015 and 2016) verifiable from Federal Inland Revenue Service (FIRS);
(iii) Submission of PENCOM Clearance Certificate, Valid up to 31st December, 2017;
(iv) Submission of Industrial Training Fund (ITF) Certificate of compliance to be valid up to 31st December, 2017;
(v) Submission of Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP) as evidence of registration on the National Data base of Contractors, Consultants and Service Providers as directed in SGF’s circular Ref. No. SGF/50/S.52/11 dated 11th December, 2014;
(vi) Submission of National Social Insurance Trust Fund (NSITF) Clearance Certificate, valid up to 31st December, 2017;
(vii) Evidence of Financial Capability and Banking support from a reputable Bank;
(viii) Audited Statement of Accounts of the Company for the past 3 years (2014, 2015 and 2016) showing annual turnover duly endorsed by a firm of Chartered Accountant;
(ix) Detailed company profile to include list of the Companies Technical Staff, their CV’s and Copies of Credentials including Qualifications, Years of Cognate Experience and Certificate of Registration with Relevant Professional Bodies, Contact Telephone Number and E-Mail address;
(x) Verifiable list of similar jobs successfully executed in the last 3 years including letters of award of contracts, project costs, job completion certificate and list of plant and equipment of the Company;
(xi) Evidence of payment of a non-refundable Tender Fee of N10,000.00 only, in favour of Nigeria Immigration Service;
(xii) A declaration that the company is not in receivership and/or the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
(xiii) A declaration that none of the company’s Directors has been convicted in any country of any criminal offences relating to fraud;
(xiv) A sworn Affidavit confirming that all information presented and attached are true and correct and that no officer of the Nigeria Immigration Service is a former or present director, staff or a shareholder of the company;
(xv) Any other additional information/documentation that will enhance the company’s application;
(xvi) Preference will be accorded to local Contractors and Service Providers in compliance with Executive Order 003.
Please note that the originals of the Documents would be requested and should be made available for sighting whenever required.
(2.0) COLLECTION OF TENDER DOCUMENTS
Eligible bidders may obtain tender documents and further information from Room A66, Ground Floor, Nigeria Immigration Service Headquarters, Sauka-Abuja upon presentation of evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira), per lot, in favour of Nigeria Immigration Service as from 13th June,2017.
(3.0) SUBMISSION OF TENDER DOCUMENTS
(i) Bids submission must be submitted in two (2) separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” with appropriate “Project Title” and “Lot Number” at the top right hand corner of the envelopes and addressed to:

(ii) The documents should be deposited in the Tender Boxes in Room A66, Ground Floor, Shehu Shagari Complex, Nigeria Immigration Service Headquarters, Sauka-Abuja. Company’s Name, Address and Phone Number(s) of the Company’s Representative should also be written on the reverse side of the envelope. Note that all bids not so marked and appropriately dropped in the respective tender boxes would be rejected.
(4.0) CLOSING DATE/BID OPENING/VENUE
Submission of Tender shall close on 25th July, 2017 by 10:00am prompt. The Technical Bid shall be publicly opened by 10:00 am same day 25th July, 2017 at the Conference Hall, First Floor, Nigeria Immigration Service Headquarters, Sauka-Abuja.
(b) Bidders or of their representatives and interested members of the Public, Civil Societies as well as relevant Non-Governmental Organisations (NGOs) are invited to witness the opening of the “Technical Bids” as scheduled above. However, only prequalified companies and relevant NGO’s will be subsequently invited to witness the opening of the “Financial Bid” documents.
(6.0) ADDITIONAL INFORMATION
(a) All bidders are expected to sign the submission of bid document register;
(b) Improper and/or late submission of bid documents will not only be rejected but returned unopened to the bidders;
(c) Prospective contractors/Suppliers shall not bid for more than two (2) Lots, if discovered, such bidder will be out-rightly disqualified;
(d) Contractors that had cases of contracts abandonment, non-completion and poor projects execution with the Ministry or the Nigeria Immigration Service need not tender for any of these projects.
(e) All CAC, PENCOM, ITF Certificates may be referred for verification from the relevant Government Agencies.
(7.0) DISCLAIMER
This advertisement of invitation to tender shall not be construed as a commitment on the part of the Ministry of Interior/Nigeria Immigration Service nor shall it entitle potential bidders to make any claim(s) whatsoever and/or seek any indemnity from the Ministry/Nigeria Immigration Service and/or any of their partners by virtue of such bidders having responded to this advertisement. Neither will the Ministry/Nigeria Immigration Service incur any liability in an event that a particular Procurement is cancelled.
