(1.0) Introduction
The Federal Government of Nigeria has allocated Funds through Tertiary Intervention Trust Fund (TET Fund) to Ahmadu Belle University, Zaria under merged normal (2014/2015/2016) intervention for the execution of Consultancy Services (Construction and Upgrade of Academic Buildings) towards achieving the mandate of the University. The University therefore invites interested, competent and reputable companies to submit expression of interest (EOI) documents.
(2.0) SCOPE OF WORK/SUPPLIES:
(a) Architect (b) Quantity Surveyors (c) Structural Engineers (d) Mechanical and Electrical Engineers
(3.0) EXPRESSION OF INTEREST (EOI) REQUIREMENTS:
The University, in compliance with the PPA, 2007 and Bureau of public procurement (BPP) guideline, will carry out expression of interest for consultancy companies who respond to this advert based on the following requirements:
(4.1) Mandatory Requirements:
(a) Evidence of registration with Corporate Affairs Commission (CAC);
(b) Evidence of Company’s Current Tax clearance certificate for the three (3) years (2014, 2015 & 2016);
(c) Evidence of current certificate of compliance by National Pension Commission (PENCOM) amended Pen Com Reform Act 2014;
(d) Evidence of current certificate of compliance by Industrial Training Fund in line with the provision of ITF Act, 2005;
(e) Evidence of registration with Bureau of public procurement (BPP) by attaching the Interim Registration Report (IRR) as provided in part II section 5(h) of PPA 2007;
(f) Evidence of current certificate of compliance by Nigerian Social Insurance Trust (NSFTF) Act, 2010;
(5.1) Other Requirement:
(g) Unabridged company Audited Report for the immediate past three (3) years;
(h) Evidence of company Annual returns to CAC for the immediate past three (3) years;
(i) A sworn affidavit that no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to arty matter and that all the required documents are both GENUINE AND UP TO DATE;
(j) A sworn affidavit disclosing whether or not any officer of ABU or BPP is a Former or present Director, shareholder or has any pecuniary in the bidder and confirm that all Information presented in its bid are true and correct in all materials particular:
(k) A statement indicating that the company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months;
(l) Experience as a prime consultant on at least one (1) projects of similar nature and complexity comparable to the works under consideration within the last five (5) years (copies of letters of award/certificates of completion to be attached);
(m) Company profile with CVs of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers (evidence of registration with relevant regulatory professional bodies (e.g. ARCON, COREN, and QSRBN)

2.0 GENERAL CRITERIA

INTRODUCTION

The attention of bidders and the general public is hereby drawn to the publication of Monday, September 7, 2015 in the Guardian and Leadership newspapers as well as Federal Tenders Journal for Pre-qualification of Contractors for the Rehabilitation of Deteriorated Berths 15 – 20 at Lagos Port Complex, Apapa (P.N. 3909). (9.) Company must provide evidence of minimum annual turnover of ₦200 Million for 2014, 2015 and 2016.
(10.) Evidence of Three (3) similar projects executed in the past Six (6) years including letters of awards, completion certificates payment etc.
(11.) List of equipment owned or leased to be deployed for the operation (state present location of equipment).
(12.) Company profile to include names, qualifications (including copies of relevant academic/professional qualifications) and experience of key personnel.
(13.) Evidence of Financial Capability from a reputable bank/Letter of commitment from bank.
(14.) All relevant information concerning contact, telephone numbers (preferably GSM Nos.), fax and e-mail address of company’s representative must be provided.
(15.) For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided.

REQUEST FOR EXPRESSION OF INTEREST FOR THE SELECTION OF A TECHNICAL SERVICE ORGANIZATION ON THE STRENGTHENING OF THE NATIONAL HEALTH MANAGEMENT INFORMATION SYSTEM (NHMIS) ACROSS NIGERIA

Background: The National Health Management Information System (NHMIS) embodies the health information landscape in Nigeria. It encapsulates the articulation, establishment and development of the system’s constituent parts, which include the provision of guidance on the development of appropriate infrastructure and human resources to ensure the health information system functions optimally across the three levels of service delivery, in addition to its processes and outputs. The Department of Health Planning, Research and Statistics (DHPRS), Federal Ministry of Health (FMOH), is at the apex of the national health information system and is the statutory organ for coordinating health information activities nationwide. The DHPRS (NHMIS Unit) collaborates with relevant agencies, such as the National Bureau of Statistics, the National Population Commission, and other Ministries, Departments and Agencies (MDAs) of governments, and international agencies, that produce and/or use health information for policy decision making.
Problem Statement: Nigeria’s NHMIS was developed to provide decision makers and programs with the necessary information to take relevant public health action. However, weak institutional capacity and low investments in Nigeria’s health system have ensured that the NHMIS remained weak and unable to meet the data collection and reporting needs of the national response, including to partners providing support to the health sector. The weak NHMIS has also partly contributed to the inability of major donors and partners to develop parallel disease health information systems, further weakening the NHMIS. The overall consequence has been the production of fragmented and low-quality data that is of little use in evidence-based planning, thereby eroding confidence in the data reported from Nigeria among the international community.
Goal and Objectives:
Strengthening routine data generation and flow from public programmes, and private facilities and communities, with a special focus on integration/migration into the DHIS2 platform through a well-coordinated roll-out plan (which includes provision of infrastructure including internet access, mentoring, monitoring and supervision, local and international technical assistance support).
Review of the NHMIS tools, including community tools, to ensure effective response to core program indicators within the DHIS2 platform.
Strengthening coordination, partnership, and integrated M&E supportive supervision, among various stakeholders to address governance and monitoring and evaluation processes.
Strengthening health intervention implementation research and dissemination of results.
Strategic Intervention Areas and Objectives: This technical support engagement is to provide adequate hands-on support to DHPRS to effectively implement approved activities that will contribute to a strengthened NHMIS that meets the health information needs of all public health stakeholders in Nigeria by December 2017. The technical support will be targeted at national, state and LGA and health facility/community NHMIS systems across disease programmes.

ELIGIBILITY CRITERIA & EXPECTED CONTENTS OF EXPRESSIONS OF INTEREST
Prospective Applicants are requested to submit their Expressions of Interest that demonstrate their capacity and capability to undertake the chosen assignment detailing the information listed under the Technical Requirements above as well as the general eligibility Criteria stated below. This will serve as the basis for the short-listing of a firm for further consideration in a subsequent process in which technical and financial proposals will be requested and reviewed accordingly.
