LOT 6: DEPLOYMENT/INSTALLATION OF PRODUCTIVITY AND QUALITY IMPROVEMENT PROGRAMME (P&QIP)
SCOPE: Deployment of Quality Tools/Templates for SMEs in Four Clusters.
REQUIREMENTS:
Interested firms should include the following in their Technical bid:
(a) Certificate of Incorporation with Corporate Affairs Commission (CAC):
(b) Comprehensive Company Profile;
(c) Current Copy of the Company’s Three (3) years consecutive Tax Clearance Certificate:
(d) Copy of the Company’s VAT Certificate;
(e) Evidence of execution of similar jobs by the contractor;
(f) Evidence of compliance with PENCOM Act, ITF Act, NSITF, Employees Compensation Act, Registration with BPP, etc;
(g) Evidence of payment of a non-refundable fee of Ten Thousand Naira (N10, 000.00) only into the Treasury Single Account (TSA) of the Centre;
(h) Company’s Audited Report, Evidence of financial capacity and banking Support;
(i) An affidavit declaring that the company is not in receivership and/or the subject of any receivership or the subject of any form of winding up proceedings;
(j) A declaration that none of the company’s Directors has been convicted in any country for any criminal offences relating to fraud;
(k) A sworn affidavit confirming that all information presented and documents attached are true and correct. And that no officer of the Centre is a former or present Director, or a shareholder of the company;
(l) Any other additional information document that would enhance the company’s application.
(m) Original documents mentioned above must be produced for sighting before the completion of procurement exercise.

3.0 MANDATORY/ELIGIBILITY REQUIREMENTS
(CONSULTANCY SERVICES)
(a.) Evidence of Registration with Corporate Affairs Commission (CAC) namely Certificate of Incorporation and Article of Association;
(b.) Evidence of Tax Clearance Certificate for the last 3 years: 2014, 2015 and 2016;
(c.) Evidence of Certificate of compliance by National Pension Commission (PENCOM);
(d.) Evidence of Certificate of compliance by Industrial Training Fund (ITF);
(e.) Evidence of Certificate of compliance by Nigeria Social Insurance Trust Fund (NSITF);
(f.) Evidence of Interim Registration Report (IRR) as evidence of registration on the BPP National Database of Contractors. Consultants and Service Providers;
(g.) Evidence of Registration with Financial Reporting Council of Nigeria (FRCON); and
(h.) Current Sworn Affidavit that the company is not in receivership and none of the Board of Directors is a staff of OSSAP- SDGs
ELIGIBLITY REQUIREMENTS
(i.) Detailed Company Profile showing all the Directors of the company and Curriculum Vitae of Professional Staff for the Project, academic and professional certificate, experience and attestation of availability as may be applicable;
(j.) Evidence of Consultancy Services in at least three (3) jobs of similar nature and complexity executed within the last three (3) years with verifiable letters of contract award, evidence of payment and certificate of job completion;
(k.) Evidence of financial capability /reference letter from a reputable Bank;
(l.) Methodology/Work Plan for project implementation and validity of offer;
(m.) Evidence of registration with relevant professional bodies such as ARCON and COREN;
(n.) Annual Auditor’s Report for the last 3 Years (2014, 2015, and 2016);
METHOD OF SUBMISSION
Documents for Expression of Interest for Prequalification (Consultancy Services) must be submitted in a sealed envelope labelled “PREQUALIFICATION BID” clearly indicating the company’s name, project title and lot number for clarity of purpose. The Technical Bids shall be addressed to the address stated in paragraph 1.5 above and submitted at The Procurement Unit (OSSAP-SDGs), Block C, 3rd Floor, Room 3A 1.45 Bullet House, Phase II, Federal Secretariat, Abuja on or before Monday 24th July, 2017by 12.00noon. (3.) ELIGIBILITY REQUIREMENTS:
Prospective bidders must possess the under-listed documents to be eligible in this procurement:
(i) Certificate of Incorporation with Corporate Affairs Commission (CAC);
(ii) Company’s current Tax Clearance Certificate for the last three years (2014, 2015 & 2016);
(iii) Current Pension Certificate in compliance with the amended PENCOM Reform Act 2014;
(iv) Current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate;

(1.0) INTRODUCTION
Following an unsuccessful procurement process for the disposal of floating dock and its accompaniments at Sapele, Delta state, the Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transportation has decided to re-advertise the project.
In compliance with the Public Procurement Act (PPA) 2007, the Agency hereby invites reputable and interested Contractors/Companies/Firms to submit Technical and Financial Bids for the project in the disposal of floating Dock and its accompaniments at Sapele, Delta State, as stated below:

(2.0) SCOPE OF WORK
Prospective bidders are required to submit the following documents:
(i) Detailed company Profile stating current office address, e-mail and telephones.
(ii) Certificate of incorporation with corporate Affairs commission (CAC) by inclusion of Certificate of Incorporation and Articles of Association.
(iii) Evidence of company’s current Tax Clearance certificate for the last three years (2014,2015, 2016).
(iv) Evidence of current Pension Clearance certificate in compliance with Amended PenCom Reform Act 2014.
(v) Evidence of current ITF Certificate in compliance with industrial Training Fund (ITF)
Act, 2005.
(vi) Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP).
(vii) Evidence of compliance with Nigerian Social insurance Trust Fund (NSITF).
(viii) Current sworn affidavit disclosing:
(a) That the company is not in receivership insolvent or bankrupt;
(b) That the company does not have any Director who has ever been convicted in any court in Nigeria or any other Country for criminal offence in relation to fraud: or financial impropriety;
(c) Whether or not any officer of the Agency is a former or present Director Shareholder or has any pecuniary interest in the bidder.
(d) That all documents submitted for the bidding are true and correct in all particulars.
Failure to submit all documents stated above may lead to the disqualification of the Bid.
(3.0) ADDITIONAL REQUIREMENTS:
(1) Bids must be submitted on the Agency’s Standard Bidding Document together with 10% of the bid amount in certified Bank Draft(s) in a sealed envelope with “Bid for Floating Dock at Sapele and company Name” inscribed on the top left corner of the envelope.
(2) The successful bidder will be required to pay the 90% outstanding balance of the bid price within 30 calendar days of the conclusion of the bidding process, failure to do so the 10% deposit shall be forfeited to the Agency and the property offered to other buyers.
(4.0) COLLECTION OF TENDER DOCUMENTS/SUBMISSION OF PROPOSALS:
Interested Companies/Firms should collect Standard Bid Documents as from Wednesday 12th July, 2017, from the office of the Director Procurement 5th Floor, Maritime House, No.4 Burma Road, Apapa, Lagos, upon presentation of evidence of payment of non-refundable tender fee of Thirty Thousand Naira (N30,000.00) only for the bidding document. Payment shall be made to Bank as directed by the Revenue Unit of the Financial Services Department. After payment Teller shall be taken to the NIMASA Revenue Unit for confirmation and issuance of receipt for Bid collection.

INVITATION TO TENDER/EXPRESSION OF INTEREST FOR THE EXECUTION OF PROJECTS UNDER THE NATIONAL SOCIAL INVESTMENT PROGRAMME (NSIP) IN THE OFFICE OF THE VICE PRESIDENT

1.0 INTRODUCTION
1.1 The Federal Government of Nigeria has allocated funds to the National Social Investment Office (NSIO) in the 2017 Appropriation Act for the execution of Programmes aimed at reducing the high level of poverty and socio-economic vulnerability in the country. The main thrusts of the National Social Investment Programme (NSIP) are:
National Home Grown School Feeding (NHGSF) Programme – Aims to provide free nutritional meals for public primary school pupils across Nigeria.
Conditional Cash Transfer (CCT) Programme – Aims to address poverty in the country by providing cash transfers to the poor and vulnerable households through a conditional cash transfer of ₦5,000.00 monthly per household through household care¬givers.
N-Power (Job Creation) Programme – Aims to help young Nigerians (both unemployed graduates and non-graduates) acquire and develop life-long skills to become solution providers in their communities, and players in domestic and global markets.
1.2 Consequently, the Ministry of Budget and National Planning (MBNP), being the accounting MDA for the National Social Investment Programme (NSIP), hereby invites interested Contractors/Consultants with verifiable relevant experience and competence to submit Tenders for the execution of the projects listed in this advertisement in compliance with the Public Procurement Act (PPA) 2007.
2.0 PROJECTS

CATEGORY B (EXPRESSION OF INTEREST) – Interested Consultants are invited to submit Expression of Interest (EoI) for the following Consultancy Service:

3.0 RESPONSIVE CRITERIA
Eligibility: Failure by a bidder to submit all of the following (non-scoring responsive criteria) renders the bidder ineligible to participate in this procurement:
(i.) Evidence of incorporation with the Corporate Affairs Commission (CAC), including Forms C02 and C07;
(ii.) Copy of current Tax Clearance Certificate (2014, 2015 & 2016 expiring 31st December, 2017);
(iii.) Copy of current PENCOM Clearance Certificate (expiring 31st December, 2017);
(iv.) Copy of current ITF Certificate of Compliance (expiring 31st December, 2017);
(v.) Copy of current NSITF ECS Clearance Certificate (expiring 31st December, 2017);
(vi.) Copy of BPP’s Interim Registration Report – IRR (expiring 1st January, 2018) or Certificate of registration on BPP’s NDCCSPS;
(vii.) Evidence of payment of Tender Fee indicating the chosen lot; and
(viii.) A sworn affidavit disclosing:
(a.) That the bidder is neither in receivership nor a subject of insolvency/bankruptcy/winding up proceedings;
(b.) That none of the bidder’s Directors has ever been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(c.) Whether or not any officer of the relevant committees of the Ministry of Budget and National Planning (MB&NP), NSIO or BPP is a former or present Director, shareholder, or has any pecuniary interest in the bidder; and
(d.) That all information presented in the bid is true and correct in all particulars.
Capability: Each bidder is expected to prove that it possesses the capacity to successfully execute its project of choice. Accordingly, the following (scoring) responsive criteria shall apply:
(i.) Evidence of contracts executed in the last 5 years similar to the bidder’s project of choice. (Letters of award and performance/completion certificates.);
(ii.) Evidence of duly audited account (2014, 2015 & 2016) with turnovers matching those in the tax clearance certificate;
(iii.) Bank’s letter of promise to provide financial support if the bidder is awarded the contract;
(iv.) Company’s personnel profile – List of members of staff of the company with evidence of their academic and professional qualifications attached;
(v.) Evidence of up-to-date registration of company with relevant professional bodies; and Packaging/presentation of technical bid (i.e. presenting documents in the exact order they are listed out under these eligibility and capability criteria).
4.0 TENDER FEES
A non-refundable tender fee of ₦20,000.00 (Twenty Thousand Naira only) per Lot is to be paid by each bidder before collection of a Standard Bidding Document. The tender fee should be paid into the TSA account in favour of MB&NP. CONSULTANTS EXPRESSING INTEREST FOR CONSULTANCY SERVICE ARE EXEMPTED FROM PAYING TENDER FEES AT THE INITIAL STAGE UNTIL THEY ARE PRE-QUALIFIED TO THE STAGE OF ISSUANCE OF A REQUEST FOR PROPOSAL (RFP).
Please note that no Bidder is allowed to bid for more than two Lots in Category A. Any violator of this rule will be disqualified.
5.0 COLLECTION OF BIDDING DOCUMENTS
Standard Bidding Documents are available for collection from the office of the Director (Procurement), Room 214, 2nd Floor, Ministry of Budget and National Planning, Plot 421, Constitution Avenue, Central Business District, Abuja on presentation of original copy of the Treasury Receipt issued by the Finance & Accounts Department, MB&NP (for sighting) and a photocopy of the same, evidencing payment of the non-refundable tender fee.
6.0 SUBMISSION OF EoI/BIDS
(i.) EoI/Technical Bid submission letter (including Financial Bid for Category A) must be on letter-head bearing the names of all the company’s Directors, their nationalities, the company’s valid business address, telephone numbers and e-mail address, and addressed to:

(ii.) Interested Consultants shall submit one original and three photocopies of their
Expression of Interest in an envelope which should be sealed and labelled “Expression of Interest” with the “Project Name/Title” and “Lot No” clearly written on the top Right Hand corner. The reverse side of the envelope should also bear the “Bidder’s Name, Address and Telephone Number(s)”.
(iii.) Interested contractors and suppliers shall submit one original and three photocopies of their Technical Bid and completed Financial Bid. The four copies of Technical Bid and four copies of completed Financial Bid per Lot shall be placed in two different sealed envelopes and each appropriately labelled “Technical Bid” and “Financial Bid” as well as the “Project Name/Title” and “Lot No” on the same side of the envelope. The reverse side of each of these two envelopes shall bear the “Bidder’s Name, Address and Telephone Number(s)”. The two sealed envelopes containing separately Technical and Financial Bids should be enclosed in a third outer envelope which should be sealed and labelled “Technical and Financial Bid” with the “Project Name/Title” and “Lot No” clearly written on the top Right Hand corner. The reverse side of the outer envelope should also bear the “Bidder’s Name, Address and Telephone Number(s)”.
(iv.) The outer envelope (in both cases of Categories A and B) should be addressed to:

(v.) The sealed EoI or Bid (containing both the Technical and Financial) should be deposited in

(vi.) Closing time for the submission of Expression of Interest (EoI) is 12:00 noon on Tuesday, 25th July, 2017.
(vii.) Closing time for the submission of Bids is 12:00 noon on Tuesday, 22nd August, 2017.
(viii.) Late submissions will not be entertained, no matter the circumstance, please.
7.0 OPENING OF BIDS
(i.) Opening of Expression of Interest will commence at 12:00 noon on Tuesday, 25th July, 2017 in the Conference Room, 4th Floor, Ministry of Budget and National Planning, Plot 421, Constitution Avenue, Central Business District, Abuja.
(ii.) Opening of Technical Bids will commence at 12:00 noon on Tuesday, 22nd August, 2017 in the Conference Room, 4th Floor, Ministry of Budget and National Planning, Plot 421, Constitution Avenue, Central Business District, Abuja.
(iii.) Financial Bids of those who are successful in the technical bid evaluation will be opened at a date to be communicated to them.
All bidding Companies and/or their representatives, relevant professional bodies, Non-Governmental Organizations (NGOs), representatives of BPP and interested members of the public are hereby invited to witness the opening of the technical bids on the date and time mentioned above.
8.0 BIDS EVALUATION AND AWARD
Immediately after the opening of EoI and technical bids, all submissions will be assessed for eligibility using the non-scoring responsive criteria listed out above. Eligible submissions will then be assessed for capability based on the scoring responsive criteria also listed out above. Consultants whose EoIs are adjudged to be substantially responsive will be contacted to collect Request for Proposals (RfP). With respect to the Category A (Goods) projects, award of contract will be recommended in favour of the lowest evaluated responsive bids.
9.0 IMPORTANT INFORMATION
(i.) All submitted documents may be referred to relevant authorities for verification/ confirmation.
(ii.) Only pre-qualified Bidders shall be invited to the next stage of the procurement process.
(iii.) Original documents of the Eligibility criteria of any Bidder may be requested for sighting.
(iv.) Failure to abide by the instructions laid out in this advertisement and the Standard Bidding Documents will lead to rejection of bid.
10.0 DISCLAIMER:
(i.) The Ministry of Budget and National Planning or the National Social Investment Office will not be responsible for any costs and/or expenses incurred by any Company/Bidder in the preparation, submission and/or in connection with any response to this Invitation to Bid.
(ii.) The Ministry of Budget and National Planning is not obligated to award a contract to any Company and/or Bidder in respect of this invitation and reserves the right to cancel, annul and/or discontinue the procurement process at any stage, without incurring any liability thereby to Companies/Bidders.
(iii.) This “Invitation to Bid” shall not be construed as an offer of contract or commitment on the part of the Ministry of Budget and National Planning nor shall it entitle any Company/Bidder to make claims and/or seek any indemnity or compensation from the Ministry of Budget and National Planning or National Social Investment Office.
