Tribune and the Punch Newspapers of Monday 10th July 2017, wherein Oyo State Government, invited for pre-qualification and tender bid documents from suitable, qualified and experienced Contractors, to implement some pro-poor projects under the 2015 Conditional Grants Scheme, in the Local Government Areas and Local Council Development Areas of Oyo State and to inform the general public that the closing date for the collection and submission of pre-qualification and tender bid documents from interested Contractors has been extended from Thursday 20th July 2017 at 12:00 noon to Thursday 27th July, 2017 at 12:00 noon. All documents must be submitted in the appropriate tender box in Room 27, Cabinet Department, Office of the Governor, Oyo State Secretariat, Ibadan.
Kindly note that all pre-qualification and tender bid documents MUST be signed and submitted by contractors on or before the above due date in a sealed envelope clearly marked “Tender Bid for MDGs 2015 Conditional Grants Scheme”. The State Implementation Committee on the Conditional Grants Scheme, on behalf of the Oyo State Government, wishes to implement some pro poor programmes and projects under 2015 Conditional Grants Scheme (CGS) in the Local Government Areas and Local Government Development Areas of Oyo State.
In this connection, applications are invited from suitable, qualified and experienced contractors, with proven track records in the execution of similar projects and programmes, for pre-qualification and tender for the under listed sectors.

GENERAL QUALIFICATION REQUIREMENTS
Interested reputable contractors are expected to submit the following pre-qualification documents: –
• Evidence of Incorporation or Business Name Registration Certification
• Evidence of Registration with the state SDGs Office
• Evidence of Registration with the State Bureau of Public Procurement
• Audited Accounts for the company for the past three (3) years
• Evidence of Financial Capability and Banking References
• Technical Qualification and Experience of key Staff
• Experience of similar projects executed in the past five (5) years
• Evidence of knowledge of the industry
• Equipment and Technology capacity
• Evidence of Business Premises Registration
• Certificate of Personal Income Tax (PIT) of (2) Directors for the period of 3 years Evidence of VAT Registration
• Company tax clearance certificate for the past three (3) years Certified true copies of the Company Corporate Affairs Commission Documentation
(3) SPECIFIC REQUIREMENTS
(A) WATER AND SANITATION SECTOR – CONSTRUCTION AND WATER RESOURCES
(i) Evidence of ownership of equipment and technology capacity or lease agreement.
(B) GENERAL SUPPLY
(i) Contractors must show sufficient evidence of similar previously executed contracts) for the item of supply they are interested in.
(4) OTHER RELEVANT INFORMATION
(i) Only short-listed contractors will be invited for further consideration.
(ii) Late submissions shall be rejected.
(iii) Contractors can seek clarification or request additional information, by writing officially to the officer listed below before the deadline for the submission of pre-qualification and tender bid documents. The State Implementation Committee reserves the right to take a final decision on any of the documents received in your proposals, and no further correspondence will be entertained.
(5) COLLECTION OF PRE-QUALIFICATION AND TENDER BID DOCUMENTS
Pre-qualification and tender bid documents should be collected by contractors from the office of the Focal Person (CGS), Room 11, Office of the Governor, Secretariat, Ibadan from Tuesday, 11st July, 2017, with a non-refundable fee of N30,000.00 (thirty thousand naira) per lot, in the form of a Bank draft made payable to “Oyo State 2015 Conditional Grants Scheme”.
(6) SUBMISSION AND OPENING OF PRE-QUALIFICATION AND TENDER BID DOCUMENTS
The pre-qualification and tender bid documents must be signed and submitted by contractors on or before 12.00 noon, on Thursday 20th July, 2017 in sealed envelope clearly marked “Tender Bid for MDGs 2015 Conditional Grants Scheme”.

COLLECTION AND SUBMISSION OF BID DOCUMENTS
Financial Bid documents are obtainable at the Office of the Head, Procurement Department, Federal College of Education, P. M. B. 2041, Katsina, upon payment of N20, 000:00 only non-refundable fees, in respect of each project.
All Bidders shall enclose their Technical documents in a separate sealed envelope marked ‘TECHNICAL’ and Financial Bid in another sealed envelope marked ‘FINANCIAL’ with name of the project.
Both the Technical and Financial envelopes will thereafter be put in a bigger outer envelope and properly sealed. The outer envelope will be marked at the top left hand corner with Project Name and Lot Number, as the case may be and submitted to the Head, Procurement Department, Federal College of Education, P. M. B. 2041, Katsina.
Note: Late submission will not be accepted under any circumstance.
(D) CLOSING OF SUBMISSIONS
All submissions of Bid documents shall close at 12:00 noon on the 24th AUGUST, 2017 All documents submitted may be subject to verification.
(E) PUBLIC OPENINGOF BIDS
(i) All the Bids received shall be publicly opened at 12:01 p.m. on the closing date (24th, August, 2017) at the College Board Room;
(ii) Companies should be ready to produce original copies of the documents forwarded (if requested);
(iii) Companies that made submissions or their representatives are advised to attend the Opening Exercise;

(A) Mandatory/Responsive Requirements: Failure to fulfil any of the under-listed requirements will render a bid, disqualified:
(i) Receipt of Non Refundable Ten Thousand Naira (N10,000) processing fee EXCEPT LOT 31 (EXPRESSION OF INTEREST),……..(photocopy)
(ii) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms C02 and C07;
(iii) Evidence of current Tax Clearance Certificate for the last Three (3) years ending
(iv) Evidence of VAT Registration with TIN No. and up-to-date remittance(s);
(v) Evidence of current Certificate of Compliance by the National Pension Commission (PENCOM) in line with the Pension Reform Act, 2014 (as amended);
(vi) Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011;
(vii) Evidence of current Certificate of Compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund (NSITF);
(viii) Evidence of registration on the National Database of Contractors, Consultants and Service Providers with the Bureau of Public Procurement (BPP);
(ix) A sworn affidavit stating that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; and
(x) A sworn affidavit disclosing whether or not any officer of NPHCDA or Bureau of Public Procurement is a former or present Director, Shareholder or has nay pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(B) Evaluation Requirements:
Bids that fulfil all of the requirements listed in 3A above shall further be subjected to Technical Evaluation based on the under-listed requirements and only bids that were adjudged to be technically competent and meet the minimum qualifying score will be qualified for participation at the financial tender stage:
(i) Evidence of financial capability supported with Bank Statement and Commitment from a reputable bank;
(ii) Detailed Company’s profile with Curriculum Vitae of key Officers/Professional Personnel including photocopies of relevant Professional/Technical Certificates/Qualifications;
(iii) Unabridged Company’s Audited Annual Report for the immediate past Three (3) years, 2014, 2015, 2016;
(iv) Verifiable evidence (Photocopies of Letters of Award and Completion Certificates) of successful completion of similar jobs done in the last Three (3) years;
(v) Evidence of registration with relevant Professional/Technical bodies such as NIAS, COREN, ARCON, CORBON etc for Lot 1-10;
(vi) Evidence of ownership of Equipment, or lease Agreement notarized by court of law for categories Lot 1-10;
(vii) Evidence of Technical Capability and Manufacturers Authorization for Accredited Representative/Dealership in Nigeria (applicable to all specialized Equipment, moveable and non-moveable);
(viii) Any other document as may be specified in the Bidding Document; and
(ix) Company’s previous Contribution to local content development and proposed contribution to the local Community in the execution of the project under consideration (applicable to ‘”works” only).

The Nigerian Pipelines and Storage Company (NPSC) Limited, a subsidiary of Nigerian National Petroleum Corporation (NNPC) intends to carry out the Conversion of Loading Facilities from Analogue to Digital at its Port Harcourt, Enugu, Aba, Kano and Jos Depots.

(2) BRIEF DESCRIPTION OF THE SCOPE OF WORK
The Procurement and Installation Contract scope of work shall cover but not limited to the inspection of existing facilities, procurement, Installation, testing, commissioning and training.
The new loading system shall be integrated and linked to a computer at the control room.
The project is in a brownfield where execution is expected to be carried out with minimal disruptions to daily loading operations.

In compliance with the Public Procurement Act 2007, NPSC invites interested competent and reputable Contractors/Companies to submit Comprehensive technical and financial information as follows:
(4.1) Full details of company profile with Certificate of Incorporation in Nigeria, certified true copies of memorandum and article of Association of the company and CAC form C02 and C07 (Particulars of Directors)

(4.9) Evidence of relevant verifiable experience on similar works in Nigeria over the past five (5) years. Please attach reference letters. (4.11) Confirm willingness to commence with the execution of this work on the basis of a Letter of Intent (LOI).
(4.12) Company’s CASHES and QA/QC policy & details of safety records for accidents, incidents, injuries and damages for the past three (3) years. E.g. lost time incident, Down-Time, etc.
(4.13) Relevant Department of Petroleum Resources (DPR) permits.
(4.14) Evidence of registration on the Bureau of Public Procurement (BPP’s) National Data Base of Federal Contractors, Consultants and Service Providers (NDCCSPs) by inclusion of interim Registration Report (IRR) (for Nigerian companies).
(4.15) A prospective bidder shall make provision of sworn affidavit to support actions as follows;
(a) To allow NNPC verify all claims made in your submission.
(b) To allow NNPC verify that your organization is not in receivership, nor the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
(c) To confirm that the Bidder is not a replacement for a hitherto tax defaulting company. ;
