The Federal Government of Nigeria has allocated funds to the Federal Ministry of Education (FME), Federal Government Girls’ College (FGGC), Zaria, Kaduna State in the 2017 Appropriation for the execution of policies, programmes and projects towards achieving the mandate of the Ministry. Accordingly, the College wishes to invite reputable contractors with relevant proven competence to submit tenders for the execution of the following projects;

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in this procurement exercise:
(i.) Certificate of Incorporation with Corporate Affairs Commission (CAC);
(ii.) Company’s current Tax Clearance Certificate for the last three years (2014, 2015 & 2016);
(iii.) Current Pension certificate in compliance with the amended PENCOM Reform Act 2014;
(iv.) Current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate
(v.) Evidence of compliance with Financial Reporting Council of Nigeria (FRCN) Act No 6 (2011);
(vi.) Registration on the National Database of Contractors, Consultants and Suppliers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP);
(vii.) Current ITF Certificate in Compliance with Industrial Training Fund (ETF) Act, 2005;
(viii.) Verifiable evidence of financial capability with an average annual turnover of not less than ₦20Million in the last three years (2014, 2015 & 2016);
(ix.) Company profile and evidence of Technical Qualification of Key Personnel including registration with relevant professional bodies;
(x.) List and verifiable documentary evidence of at least (3) similar job(s) successfully executed in the last five (5) years including letters of awards and job completion certificates;
(xi.) List and verifiable evidence of construction equipment with proof of ownership or lease agreement;
(xii.) All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Numbers, valid e-mail address and official Company’s address;
(xiii.) The Letter Head Paper must bear the Names, Nationalities and the Telephone numbers of the Directors of the Company at the bottom of the page;
(xiv.) Current sworn affidavit disclosing;
(a.) That the Company is not in receivership, insolvent or bankrupt,
(b.) That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety,
(c.) Whether or not any officer of the Federal Ministry of Education or FGGC, Zaria is a former or present Director, shareholder or has a pecuniary interest in the bid, and
(d.) That all documents submitted are true and correct in all particulars,
4.0 SUBMISSION OF BIDS DOCUMENTS
(i.) Interested and competent bidders are requested to collect bids documents from the address below, upon presentation of evidence of payment of non-refundable Tender Fee of ₦20,000.00 (Twenty Thousand Naira only). Completed Technical and Financial bids in separate envelopes (two sets of hard copies) shall be submitted. The two envelopes should be enclosed in a large envelope labelled “Technical and Financial Bids” with the project name at the top right hand corner with company name behind and addressed to:

4.1 CLOSING DATE AND OPENING
Submission of documents closes 12 noon, 11th September, 2017. Any bid received after the stated date and time shall not be considered. The Submitted bids will be opened immediately on the same day, 11th September, 2017 at the college Assembly Hall. Bidders/ Company representatives and interested members of the public including relevant professional bodies, Civil Society and Non-Government Organizations are hereby invited to witness the opening of the technical bids.
5.0 Please note that
(i.) Certificate may be referred to the respective issuing authority for verification and authentication;
(ii.) Contractors are not permitted to bid for more than one lot. Any bidder that violates this rule shall be disqualified and only successful bidders will be invited for the next stage of the bidding process;
(iii.) Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified;
(iv.) Submission that does not meet up with the requirements specified above shall be rejected;
(v.) The evaluation shall be strictly based on the requirements specified above;

2.0 ELIGIBILITY CRITERIA
2.1 FOR WORKS, GOODS AND SERVICES:
(a.) Certificate of registration with Corporate Affairs Commission (CAC).
(b.) Tax Clearance Certificate for the last three years 2014, 2015, 2016 with Tax Identification Number (TIN).
(c.) Evidence of ownership of Equipment (receipt of purchase of the equipment as proof of ownership) or lease Agreement or access to lease of relevant construction equipment and their status (where applicable)
(d.) Evidence of at least five (5) years’ experience on projects of similar nature and complexity with verifiable letters of award and certificates of completion within the last Five years
(e.) Detailed company profile which should include list of key personnel, their qualifications (certificates & CVs) and experience in similar works.
(f.) Memorandum of Understanding should be included for Joint Ventures.
(g.) Verifiable evidence of financial capability/Bank reference letter showing line of credit available to the tune of 20% for projects of ₦50M.
(h.) Submission of three (3) years’ Audited Accounts (2014, 2015 and 2016)
(i.) Certificate of compliance issued by the National Pension Commission (PENCOM) as the evidence of compliance with the Pension Reform Act 2004.
(j.) Bid Security: Any bidder who quoted above 300M must submit 2% bid security.
(k.) Evidence of payment to Industrial Training Fund (ITF compliance certificate)
(l.) Compliance certificate of National Social Insurance Trust Fund (NSITF)
(m.) Evidence of Registration with Bureau of Public Procurement data base for categorizations/classifications of Contractors and Service providers by submitting Interim Registration Report (IRR)
(n.) Evidence of Tender fees paid in to Hadejia-Jama’are River Basin Development Authority TSA account, Bank Teller and Hadejia-Jama’are receipt must be presented prior to release of bids documents.
(o.) Accompany every bid with an affidavit disclosing whether or not any officer of the relevant committees of the Authority or Bureau of Public Procurement is a former or present director, shareholders or has any pecuniary interest in the bidder and that no Director has been convicted in any country for any criminal offence.
(p.) Evidence of Registration with relevant professional bodies, such as COREN, ARCON, QSRBN, CORBON, etc. for Services and the selection will be based on Quality and Cost Based Selection (QCBS).
(q.) All bidders’ letter head paper must bear the Name and Nationalities of the Directors of the company at the bottom of their letter head paper with their valid phone numbers, company registration number and E- mail Address. All letter headed papers must be original not computer printout.
3.0 COLLECTION OF TENDER DOCUMENTS

4.0 SUBMISSION OF TENDER DOCUMENTS
4.1 Completed Technical and Financial bids shall be submitted in two (2) hard copies in two different sealed envelopes and labelled “Technical Bid” and “Financial Bid” respectively with the Company name; Project Name and Lot No. indicated at the back and front of each envelope. Both envelopes should be enclosed in a third envelope on which the Project category, Lot number and Company name is clearly written and addressed to:

4.2 All Technical and Financial bid documents MUST be accompanied with duly signed submission letter by the bidders. Each page of the bid document must be signed by the bidder.

5.0 CLOSING DATE FOR SUBMISSION OF BID
5.1 The closing date for the submission of bids in respect of all projects is on or before 4th September, 2017 at 12:00 noon prompt. Any bid submitted after this date and time will be rejected.
6.0 OPENING OF BI0S
6.1 Bids shall be opened same day immediately after the deadline of submission at Hadejia-Jama’are River Basin Development Authority Head office, Maiduguri Road, Hotoro, Kano.
6.2 Only firms whose Technical bids fulfil the minimum requirements would have their financial bids opened.
6.3 Non-Governmental Organizations (NGOs) and the general public are hereby invited to witness the bids opening.

Description of the contract
The overall objective of the Programme is to reduce poverty of rural and peri-urban communities in the 9 states of Niger Delta through promotion of participatory and gender equitable local development governance.
This programme will institute reforms, resulting in Local and State Government increasingly providing infrastructural services, income generating options, sustainable livelihoods development, gender equity and community empowerment and offering models of transparency, participation and micro-projects funding.
This works contract would cover the construction of: health posts, educational blocks, open and lock-up markets stalls, solar powered water supplies, agro-process (cassava, rice and palm oil mills; warehouses), in both upland and riverine areas of Rivers State.

(B) All the works, activities and materials most be pre-approved by the Mercy Corps (MC) project Engineer. The MC project Engineer keeps the right to provide additional guidance to ensure the final quality of the work.
(C) The materials shall be tested and approved by either Program manager or site engineer
(D) All materials used in the project shall be new and deemed to be of best available type/quality on the local market and as approved by the MC engineer. If required by MC Shelter Program Manager, the contractor will have to provide the good quality materials for this project.
(E) The Contractor must employ all his unskilled and if possible skilled labors from the community.
(F) Mercy Corps site engineer supervise the project on daily basis.
(G) The Contractor shall keep a daily works journal and update it on a daily basis. The contractor shall repent weekly, in written, on the advancement of the works.
(H) The Contractor shall report in advance if delays will occur in order to adjust the works schedule.
(I) The Contractor shall give 2 days’ notice when reception visits are need (for milestone achievements and final reception)
(J) The item Description herein after includes “Supply of all materials, all Manpower, all Transportation, all Equipment, Tools, Machinery, all temporary works and all the other works required”, as pre-approved by the Mercy Corps engineer.
(K) Site should be clean during the work and the Contractor shall ensure cleaning and removal of all remaining materials after the end of the works, and their disposal to the place pre-approved by local authority.
Description of works
The Bakasi shelter was agreed by the sector in late 2015. The design was originally conceived for a relocation project on a clean site (Bakasi Camp), and to inform a wider drive for raising and harmonizing shelter standards across Maiduguri’s camps.
The reinforced shelter is designed for use in the urban areas of the Maiduguri Metropolitan Area, where there is easy and stable access, and when people are expected to remain for some time.
The shelter has a robust frame with doors and windows, requisite fixings and tools, concrete foundations and CGI roofing and tarpaulin wall covering. Construction should be overseen throughout the project, ideally beneficiary or community driven construction, with adequate training and monitoring. However, if time and conditions do not allow for the requisite level of community engagement and mobilization, the shelter construction can and has been contractor driven.
The shelter has an intended life-span of 2 – 3 years (with maintenance and periodic replacement of walls,-which are tarpaulin).
Key design considerations included suitability for urban environment; climate suitability for die heat and the rains; durability.
Build Bakasi Shelter based on BOQ and design;
(i) Supply and install Timber all size as mentioned in BOQ, install in the ground and connect to each other as describe in drawing. This cost include dig ground and back hiring with excavated soil and include all connection with specify nails according to the instruction of the Mercy Corps engineer. All Colunms timber must be cover with Anti-termite slotion (Solignum)
(i) Supply and install best Quality of Galvanized iron sheet, (zinc) 1’x 10’ 0.15mm (ridge cap) and Iron zinc roofing sheet, 2’x 8′ 0.15 mm according to the instruction of the MC engineer. All necessary nails should provide based on BOQ, Quality, and Quantity,
(ii) Cover the opening area between roof and main structure with Mesh all around, based on design and instruction of MC engineer.
(C ) Doors and windows:
(i) Provide and install wooden structure doors and windows based on BOQ, (doors should be cover by zinc), and window should be cover with Mesh, with strong Hinges and Latches (window inside, Door inside and outside).
(D) Sand, Bricks (Cement blocks) Cement and Aggregate:
(i) Provide all above mentioned Items based on BOQ, Cement bricks 18 x6 x6 cm for all around the shelter to protect the shelter from rain water.
(ii) Extra Sand fod back filling and compact the shelter floor based on BOQ for each shelter.
(iv) Deliver enough water for construction purpose
(i) Cover all the wooden structure walls with Tarpaulin (Plastic sheet) 4×6, with color, based on standard mentioned in BOQ.
(ii) Install wooden stripe 1.5 m L x 1″ x 1 cm to protect the Tarpaulin sheet from outside (Wind security) based on design.
Note: All the construction waste materials must be removed from the construction site to designated location which will be identified by authority.
Qualifying and Conditions:
Interested vendors are required to fulfill the following criteria;
(i) Must be registered in Nigeria with evidence of registration attached
(ii) Must have sufficient financial capacity to honor this commitment,
(iii) Must have evidence of good track record for similar contracts executed with references from previous clients (please attach evidence to bid document).
(iv) Must have recognized bank account (Mercy Corps will make all payments in bank checks or through bank transfers),
(v) Must be able to accept 100% payment after service delivery.
(vi) Must have a Tax identification number (TIN) with evidence of registration with FIRS attached. (Note that Mercy Corps in Nigeria deducts withholding tax in accordance with government regulations.)
