The Federal Government has approved funds in the 2017 Appropriation for the Federal Government College Minna, and the School is desirous to implement its 2017 capital Appropriations projects. Therefore, in compliance with the Public Procurement Act, 2007 the School invites interested, competent, reputable and qualified Contractors with relevant experience and good track records necessary for the execution of these projects.

(3) ELIGIBILITY REQUIREMENTS:
Interested Prospective bidders are required to submit the following documents:
(i) Verifiable evidence of certificate of registration with Corporate Affairs Commission (CAC);
(ii) Verifiable evidence of Tax Clearance Certificate in the last three years (2014, 2015, 2016) to expire in December, 2016;
(iii) Verifiable evidence of current Pension Commission (PENCOM) Compliance Clearance Certificates (2016) to expire December, 2017.
(iv) Verifiable evidence of current Industrial Training Fund (ITF) Clearance Certificate (2017);
(v) Verifiable evidence of Registration certificate with the Bureau of Public Procurement (BPP) Federal Contractors, Consultants and Suppliers Database.
(vi) Verifiable evidence of financial support from a reputable Bank;
(vii) Verifiable evidence of Company profile and Technical Qualification of Key Personnel with registration with relevant professional bodies;
(viii) Verifiable evidence of letters of award and job completion certificates of previous experience in similar job(s) at least three (3) in the last Three (3) years; (2014, 2015, 2016)
(ix) A sworn affidavit confirming that all information presented and attached are true and correct, that none of its Directors was ever convicted by any court of law and none is a staff or Director in the Federal Government College or Federal Ministry of Education.
(x) Verifiable evidence of payment of a non-refundable tender fee of N20,000.00
(xi) Evidence of compliance with relevant provisions of the NSITF Act.
(xii) Evidence of compliance with financial Registration Council of Nig. (FRCN) Act, No.6 (2011).
(4) SUBMISSION OF BID DOCUMENTS:
(i) Completed Technical and Financial bids (Two sets of hard copies; i.e. original and photocopy) shall be submitted in 2 separate sealed envelopes marked “Technical Bid” or “Financial Bid”. The two envelopes should be enclosed in a large envelope labeled “Technical & Financial Bids” with the Project name at the top right hand corner with company name behind and addressed to:

(ii) The documents should be deposited in the Tenders Box at the waiting room of the Principal’s Office FGC, Minna.
All documents must be submitted on or before 6th September, 2017.
Opening of the received documents would commence immediately following the closing time stated above at the Conference Room at the e-Library of the School. All Contractors/Service Providers and/or their Representatives, Relevant Professional Bodies, CSOs and NGOs are invited to witness the public opening exercise accordingly.
(7) PLEASE NOTE THAT:
(i) A post review of Procurement Documentation may be carried out where Contractors and Service Providers may be required to present the original copies of their CAC, PENCOM, TAX, ITF Certificates and may thereafter refer any/all to the relevant Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification.
(ii) Federal Government College, Minna reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.

(vi) Certificate of Compliance with the Provision of the new Pension Reform Act 2014 in section 16 (b) (d) of the Public Procurement Act 2007

(viii) Verifiable Evidence of having successfully completed similar works in the past (at least three (3) evidence including Award Letters, Completion Certificates, Inspection/Certificates issued). Note that all the above are subject to verification.
(ix) Financial Capacity profile of the Company and Banking Support.
(x) Submission of three (3) years Audited Accounts for 2014, 2015 and 2016.
(xi) A sworn affidavit in line with the provision of Part IV, Section 6 (f) of PPA 2007 stating that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and the company is not in receivership of any form of insolvency/ bankruptcy nor in debarment and that the company nor any of the Director(s) of the company has been convicted of any financial crime.
(xii) Report that no officer of Nigeria Security and Civil Defence Corps (NSCDC) or the Bureau is a former or present director, shareholder or has any pecuniary interest in the company.

Abuja Electricity Distribution (AED) Plc is one of the 11 successor Electricity Distribution Companies that were successfully privatized and handed over to new investors on 31st October 2013. Abuja Electricity Distribution AED Plc’s franchise area and distribution network currently covers the Federal Capital Territory (FCT), Niger, Kogi and Nasarawa states across an area of 133,000 sq/km. AED Plc owns and maintains electrical installations and the distribution network within its franchise area. It is also responsible for the entire meter to cash process (M2C) including but not limited to metering, billing, revenue collection and customer services.
Abuja Electricity Distribution Plc seeks to appoint reputable Meter Service Provider(s) (MSPs) to undertake the services as part of its mass metering roll-out programme for small power users (SPU). The mandate of the metering programme is to realize the following critical objectives – ATC&C Loss Reduction, Real Time Operational Interventions & Corrections, Meeting Statutory and Regulatory Obligations.
The SPU Mass Metering Project is a strategic effort by AED Plc to effectively bridge the metering gap and continuously advance its commercial operations and financial viability. The poor metering penetration within the DisCo’s network has led to significant liquidity challenges and high ATC&C losses.
(3) Scope of Work and Services
The scope of work and services shall be and not limited to the following:
(i) Meter Supply and Installation
(ii) Meter Asset Financing

(vi) Experience with similar projects of supplying at least 100,000 meters including technical specifications of the meters: Details of successfully executed similar project(s) carried out in the last 5 years and any other documents that can affirm capability. This experience should be specific to meter supply and meter installation contracts. (Kindly note that the past experience should be supported with copies of letters of Award and Completion Certificates where applicable).

(2) Project Rationale
The prevailing economic situations make it expedient to devise means of sourcing revenue from our under-utilized facilities. Therefore, the commercialization process is in line with State Government desire to develop a strategy to improve the IGR with a bid to service programmes and activities of Government in order to fulfil the Principles of Self Sustenance.
(3) Nature And Components Of the Projects
Modernization and Commercialization of some of the Existing Facilities through Public/Private Partnership (PPP) or Build, Operate and Transfer (BOT). The projects and facilities involved are:
(a) Commercialization of Existing Car Parks:
The Council intend to partner with would be-investor to commercialize the Car Parks at Gates 1,2 3 and 5 which can conveniently accommodates at least three hundred (300) vehicles at a time.
(b) Re-construction and Modernization of Stadium’s Shop Arena:
The present structures on-the-spot popularly known as Mummy Market, numbering fifty-two (52) Shops were haphazardly constructed by individual occupiers. The place requires modification and reconstruction to align with the modern trend. Hence, the need to partner with would-be-investor is expected to submit a Structural Design along with other documents listed on paragraph (5c)
(c) Commercialization of Stadium Amphi-Theater
Stadium Amphi-Theatre has a sitting capacity of 1000 people at a time with adjourning meeting facility beneath the Main Arena which has a capacity for 150 people and two rooms for office capacity. The facility is presently in a State of disused. The facility is expected to be given out on Build, Operate and Transfer (BOT) Concept.
(d) Branding and Endorsement of Squash Hall. Indoor Games Hall. Bill Boards, Pitch Panels:
The Council is considering engaging a reputable Organization/Individual for the turning around and development via Branding and Endorsement of Squash Hall, Games Hall, Bill Boards. Pitch-Panels and Lekan Salami Statue.
(e) Construction and Management of Public Toilet
The Council wishes to state that there is no provision of any Public Restroom or Bathroom within the Stadium premises. The Council therefore intends to engage Private Organisation individual on Build, Operate and Transfer (BOT) concept for the construction and management of a befitting and modem Restroom & Bathroom. Interested investor is expected to submit a Structural Design of the propose toilet along with other documents listed on paragraph (5c)
(f) Reconstruction and Management of a waveless, 10 Lanes, 50 x 25 meters Olympic Standard Swimming Pool on (BOT) Concept.
(g) Lease of Lekan Salami Amusement Park.
The projects are expected to be financed by would-be-investors

(iv) This application for Invitation for Expression of Interest shall neither be considered as a commitment on the part of the Oyo State Sports Council nor entitle any Firm/Individual to make any claim whatsoever, and, or seek any indemnity for the Oyo State Sports Council.
(v) Representatives of all the Companies should avail themselves for the consideration of their documents on Thursday 7th September. 2017 at the office of the Honourable Commissioner, Ministry of Youth and Sports. Secretariat. Ibadan.
(vi) Late submission of Expression of Interest Form will not be entertained.
(vii) Further clarification can be obtained from the Director (Admin & Supplies), Oyo State Sports Council, Lekan Salami Stadium Complex, Adamasingba, Ibadan.
