INTRODUCTION
The Federal Government has approved funds in the 2017 Appropriation for the Federal Government College Minna, and the School is desirous to implement its 2017 capital Appropriations projects. Therefore, in compliance with the Public Procurement Act, 2007 the School invites interested, competent, reputable and qualified Contractors with relevant experience and good track records necessary for the execution of these projects.

(3) ELIGIBILITY REQUIREMENTS:
Interested Prospective bidders are required to submit the following documents:
(i) Verifiable evidence of certificate of registration with Corporate Affairs Commission (CAC);
(ii) Verifiable evidence of Tax Clearance Certificate in the last three years (2014, 2015, 2016) to expire in December, 2016;
(iii) Verifiable evidence of current Pension Commission (PENCOM) Compliance Clearance Certificates (2016) to expire December, 2017.
(iv) Verifiable evidence of current Industrial Training Fund (ITF) Clearance Certificate (2017);
(v) Verifiable evidence of Registration certificate with the Bureau of Public Procurement (BPP) Federal Contractors, Consultants and Suppliers Database.
(vi) Verifiable evidence of financial support from a reputable Bank;
(vii) Verifiable evidence of Company profile and Technical Qualification of Key Personnel with registration with relevant professional bodies;
(viii) Verifiable evidence of letters of award and job completion certificates of previous experience in similar job(s) at least three (3) in the last Three (3) years; (2014, 2015, 2016)
(ix) A sworn affidavit confirming that all information presented and attached are true and correct, that none of its Directors was ever convicted by any court of law and none is a staff or Director in the Federal Government College or Federal Ministry of Education.
(x) Verifiable evidence of payment of a non-refundable tender fee of N20,000.00
(xi) Evidence of compliance with relevant provisions of the NSITF Act.
(xii) Evidence of compliance with financial Registration Council of Nig. (FRCN) Act, No.6 (2011).
(4) SUBMISSION OF BID DOCUMENTS:
(i) Completed Technical and Financial bids (Two sets of hard copies; i.e. original and photocopy) shall be submitted in 2 separate sealed envelopes marked “Technical Bid” or “Financial Bid”. The two envelopes should be enclosed in a large envelope labeled “Technical & Financial Bids” with the Project name at the top right hand corner with company name behind and addressed to:

(ii) The documents should be deposited in the Tenders Box at the waiting room of the Principal’s Office FGC, Minna.
(5) CLOSING:
All documents must be submitted on or before 6th September, 2017.
(6) OPENING:
Opening of the received documents would commence immediately following the closing time stated above at the Conference Room at the e-Library of the School. All Contractors/Service Providers and/or their Representatives, Relevant Professional Bodies, CSOs and NGOs are invited to witness the public opening exercise accordingly.
(7) PLEASE NOTE THAT:
(i) A post review of Procurement Documentation may be carried out where Contractors and Service Providers may be required to present the original copies of their CAC, PENCOM, TAX, ITF Certificates and may thereafter refer any/all to the relevant Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification.
(ii) Federal Government College, Minna reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.

(A) PREAMBLE:
In compliance with the Due Process requirements for the certification of works and procurement of goods and services in Federal Government Ministries, Departments & Agencies, the Nigeria Police Force invites competent contractors to pre-qualify for consideration in tendering for Construction works, Rehabilitation works and the Procurement of Goods and Services in categories below (Lots 1-21).

(C) PRE-QUALIFICATION REQUIREMENTS
Submission of Company Profile containing the following:
(1) Company Organogram
(2) List of key personnel (Technical and Administrative) including photocopies of staff qualification and current pay slip.
(3) List of Plant and Equipments owned or to be hired with proof of ownership if owned.
(4) Previous works successfully completed with letters of award and completion certificates attached.
(5) On-going works and their details including locations.
(6) Financial statements and bankers.
(7) Evidence of Company’s Current Tax Clearance Certificate for the last three (3) years (2014, 2015 and 2016).
(8) Evidence of company Registration with Cooperate Affairs Commission (C.A.C.).
(9) Evidence of Current Pension Clearance Certificate from PENCOM.
(10) Evidence of Compliance Certificate with the provision of Section 6(1)(3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011.
(11) Evidence of registration on the Database of Contractors, Consultants and Service Providers by inclusion of the Interim Registration Report (IRR) issued by BPP in line with the provisions of section 5(h) of the PPA, 2007.
(12) VAT Certification.
(13) Auctioning Licence (LOT 20 only).
(14) NAICOM Certificate (LOT 16 only)
(15) Evidence of direct Dealership with ASTRAA Manufacturer.
(D) SUBMISSION OF PRE-QUALIFICATION DOCUMENTS;
Pre-qualification documents should be neatly packaged in a sealed envelope and marked at the top left-hand corner “Confidential Pre-qualification Document” stating the LOT and addressed to “The Secretary, Nigeria Police Procurement Planning Committee, Nigeria Police Force, Louis Edet House, Abuja. The sealed envelope should be deposited in the tender box provided for this purpose at Nigeria Police Department of Logistics & Supply (Works), Garki II opposite old Central Bank, Abuja not later than 12:00 noon on Thursday 17th August, 2017. Bids shall be opened at the same time and place immediately at the close of submission (12:00 noon, 17th August, 2017).
(E) PLEASE NOTE
This is NOT an Invitation to Tender. Notwithstanding the submission of Pre-qualification information, the Nigeria Police is neither committed nor obliged to include any company’s name in any bid list or award any contract to any Company on the bid list.
There shall be no mobilization fees as any payment shall strictly be based on evaluation of work already done on site.
Force Headquarters Purchasing and Tenders Board reserves the right to reject any or all pre-qualification packages. This notice of ‘Invitation to Pre-qualify’ shall not be construed as commitment on the part of the FHP and TB, nor shall it entitle any company to make claims whatsoever or seek any indemnity from the Nigeria Police.

(3) Requirement/Eligibility Criteria
The following requirements for qualification must be submitted:
(i) Evidence of registration with Corporate Affairs Commission (valid Certificate of Incorporation).
(ii) Evidence of valid Tax clearance Certificate (for the past 3 years) and Tax Identification Number (TIN) issued by the proper Tax authority.
(iii) Evidence of Contractors Registration with FIRS.
(iv) Company Audited Account for the past (03) three years.
(v) Evidence of registration on the National Database of Contractors, Consultants, and Service Providers.
(vi) Evidence of pension compliance from National Pension Commission (ONLY Certificate of Compliance Issued by the Pension Commission is acceptable as evidence).
(vii) Evidence of compliance with the provision of the Industrial Training Fund (ITF) Amended Act 2011 on Training contribution.
(viii) Company profile with list of Technical/Management Staff with evidence of previous work experience, detailed clients, nature of work/contract, contract sum, etc.
(ix) Evidence of necessary equipment for works only.
(x) Evidence of Financial Capability (bank reference letter or other documents showing availability of funds or access to funds for the execution of the project).
(xi) Articulated Work Plan and Methodology.
(xii) Experience in handling similar job is an added advantage.

(4) Collection of Tender Documents:

(7) Please Note:
(i) Submission of tender/proposal documents is not a guarantee for the award of contract
(ii) Contravention of the conditions in paragraph 3 (i-xii) could lead to disqualification of bids.

(1) Introduction
Abuja Electricity Distribution (AED) Plc is one of the 11 successor Electricity Distribution Companies that were successfully privatized and handed over to new investors on 31st October 2013. Abuja Electricity Distribution AED Plc’s franchise area and distribution network currently covers the Federal Capital Territory (FCT), Niger, Kogi and Nasarawa states across an area of 133,000 sq/km. AED Plc owns and maintains electrical installations and the distribution network within its franchise area. It is also responsible for the entire meter to cash process (M2C) including but not limited to metering, billing, revenue collection and customer services.
(2) Background
Abuja Electricity Distribution Plc seeks to appoint reputable Meter Service Provider(s) (MSPs) to undertake the services as part of its mass metering roll-out programme for small power users (SPU). The mandate of the metering programme is to realize the following critical objectives – ATC&C Loss Reduction, Real Time Operational Interventions & Corrections, Meeting Statutory and Regulatory Obligations.
The SPU Mass Metering Project is a strategic effort by AED Plc to effectively bridge the metering gap and continuously advance its commercial operations and financial viability. The poor metering penetration within the DisCo’s network has led to significant liquidity challenges and high ATC&C losses.
(3) Scope of Work and Services
The scope of work and services shall be and not limited to the following:
(i) Meter Supply and Installation
(ii) Meter Asset Financing
(4) Eligibility Criteria
Interested respondents are hereby requested to submit the following documents indicating that they are qualified to perform the services in the below sequence:
(i) Detailed Company Profile: The brief description of the company (or companies in the case of a consortium) stating firm’s ownership, management structure, operational capabilities and any other relevant information.
(ii) Evidence to Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms C02 and C07.
(iii) Evidence of Company Financial Capacity (Audited Accounts for the last three (3) years- 2016, 2015 & 2014) and Tax Clearance Certificate.
(iv) Evidence of a valid and subsisting NERC accreditation as Meter Service Provider (MSP). (v) Evidence of partnership with an Original Equipment Manufacturer and/or Manufacturing Facility.
(vi) Experience with similar projects of supplying at least 100,000 meters including technical specifications of the meters: Details of successfully executed similar project(s) carried out in the last 5 years and any other documents that can affirm capability. This experience should be specific to meter supply and meter installation contracts. (Kindly note that the past experience should be supported with copies of letters of Award and Completion Certificates where applicable).
(v) Respondent shall provide three (3) references for whom Respondent has provided the services of the above similar projects. Please include contact names, job title and current phone number for each reference.
(vi) Profile of Key Staff: Curriculum Vitae (CV) of key management staff with relevant experience working on similar projects.
(vii) Any other relevant supporting statutory documents.
As an interested firm, you may constitute a consortium to submit a joint prequalification documentation to enhance your chances of qualification, provided the consortium has a lead member, supported by a valid consortium agreement or Memorandum of Understanding (MOU).

(2) Project Rationale
The prevailing economic situations make it expedient to devise means of sourcing revenue from our under-utilized facilities. Therefore, the commercialization process is in line with State Government desire to develop a strategy to improve the IGR with a bid to service programmes and activities of Government in order to fulfil the Principles of Self Sustenance.
(3) Nature And Components Of the Projects
Modernization and Commercialization of some of the Existing Facilities through Public/Private Partnership (PPP) or Build, Operate and Transfer (BOT). The projects and facilities involved are:
(a) Commercialization of Existing Car Parks:
The Council intend to partner with would be-investor to commercialize the Car Parks at Gates 1,2 3 and 5 which can conveniently accommodates at least three hundred (300) vehicles at a time.
(b) Re-construction and Modernization of Stadium’s Shop Arena:
The present structures on-the-spot popularly known as Mummy Market, numbering fifty-two (52) Shops were haphazardly constructed by individual occupiers. The place requires modification and reconstruction to align with the modern trend. Hence, the need to partner with would-be-investor is expected to submit a Structural Design along with other documents listed on paragraph (5c)
(c) Commercialization of Stadium Amphi-Theater
Stadium Amphi-Theatre has a sitting capacity of 1000 people at a time with adjourning meeting facility beneath the Main Arena which has a capacity for 150 people and two rooms for office capacity. The facility is presently in a State of disused. The facility is expected to be given out on Build, Operate and Transfer (BOT) Concept.
(d) Branding and Endorsement of Squash Hall. Indoor Games Hall. Bill Boards, Pitch Panels:
The Council is considering engaging a reputable Organization/Individual for the turning around and development via Branding and Endorsement of Squash Hall, Games Hall, Bill Boards. Pitch-Panels and Lekan Salami Statue.
(e) Construction and Management of Public Toilet
The Council wishes to state that there is no provision of any Public Restroom or Bathroom within the Stadium premises. The Council therefore intends to engage Private Organisation individual on Build, Operate and Transfer (BOT) concept for the construction and management of a befitting and modem Restroom & Bathroom. Interested investor is expected to submit a Structural Design of the propose toilet along with other documents listed on paragraph (5c)
(f) Reconstruction and Management of a waveless, 10 Lanes, 50 x 25 meters Olympic Standard Swimming Pool on (BOT) Concept.
(g) Lease of Lekan Salami Amusement Park.
Project Financing
The projects are expected to be financed by would-be-investors
Method of Application
(a) Interested Private Enterprise(s) or Individual(s) are expected to obtain Expression of Interest Form at the Office of Director (Admin & Supplies) Oyo State Sports Council, Lekan Salami Stadium Complex, Adamasingba, Ibadan, after the payment of Non-Refundable Fees of One Hundred Thousand Naira (N 100,000.00) only for Expression of Interest Fee to Wema Bank, Plc, Code No. 4040/122 and Twenty Five Thousand Naira (N25, 000.00) only. Bank Draft in the name of Oyo State Sports Council as Processing Fee.
(b) The completed Expression of Interest Form must be submitted in triplicate within four (4) weeks of this advertisement i.e. Monday 31st July. 2017 to Friday 25th August, 2017 to the Office of the Honourable Commissioner, Ministry of Youth and Sports, Secretariat. Ibadan.

(ii) Evidence of Registration of Business Premises of the company with the Ministry of Commerce, Trade, Cooperative and Investment
(iii) Evidence of Registration with the Oyo State Bureau of Public Procurement
(iv) Evidence of similar projects successfully executed by the Company
(v) Tax Clearance Certificate for the last three (3) years
(vi) Memorandum and Articles of Association of the Company
(vii) Evidence of Technical & Managerial Capability
(viii) Companies Audited Account for the last three (3) years
(ix) Evidence of payment for Pre-qualification fee of N 100,000.00 already paid to any State Government designated revenue Bank, Code No. 4040/12.
(x) Evidence of payment of Expression of Interest Form and processing fee of twenty-five Thousand naira (N25, 000.00) only, Bank Draft in the name of Oyo State Sports Council
(xi) Evidence of payment of Government Development Levy
(6) Please Note:
(i) The Council is neither committed nor obliged to shortlist any Private Firm/Individual or award any of the project to any Firm.
(ii) The Council reserves the right to reject any or all Expression of Interest Forms and other documents packages.
(iii) The Council will only recognized and correspond with authorized officers of the interested Firm/Individual and not through any agent acting on their behalf.
(iv) This application for Invitation for Expression of Interest shall neither be considered as a commitment on the part of the Oyo State Sports Council nor entitle any Firm/Individual to make any claim whatsoever, and, or seek any indemnity for the Oyo State Sports Council.
(v) Representatives of all the Companies should avail themselves for the consideration of their documents on Thursday 7th September. 2017 at the office of the Honourable Commissioner, Ministry of Youth and Sports. Secretariat. Ibadan.
(vi) Late submission of Expression of Interest Form will not be entertained.
(vii) Further clarification can be obtained from the Director (Admin & Supplies), Oyo State Sports Council, Lekan Salami Stadium Complex, Adamasingba, Ibadan.
N.B: ALL COMPLETED EXPRESSION OF INTEREST FORM ARE TO BE SUBMITTED TO THE OFFICE OF THE HONOURABLE COMMISSIONER, MINISTRY OF YOUTH AND SPORTS, SECRETARIAT, IBADAN.
