INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2017 CAPITAL PROJECTS

1.0 INTRODUCTION
The National Library of Nigeria in compliance with the provisions of the Public Procurement Act, 2007, wishes to invite seasoned and qualified contractors to submit bids for the under listed Capital and as appropriated in the 2017 Appropriation Act.
2.0 SCOPE OF GOODS (Development of National virtual Library system)
LOT 6A: Acquisition of Library Management software.
LOT 6B: Networking of computer systems.
LOT 6C: Procurement and Installation of Digitization scanners.
LOT 6D: Procurement and Installation of Alternative power solutions.
LOT 6E: Procurement of Computer furniture.
LOT 6F: Procurement of Computers
LOT 6G: Procurement and Installation of close circuit monitoring systems
3.0 ELIGIBILTY CRITERIA
Interested and competent contractors, suppliers wishing to carry out any of the projects are required to submit their Company profiles which shall include the following:
• Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC).
• Evidence of Tax Clearance Certificates for the past three years (2014, 2015 and 2016).
• Evidence of currant certificate of Compliance by National Pension Commission (PENCOM) valid till 31st December, 2017 in line with the amended PenCom Reform Act 2014.
• Evidence of current certificate of compliance by the Industrial Training Fund (STF) valid till 31st December, 2017 in line with the provision of the ITF Act 2005.
• National Social Insurance Trust Fund (NSITF) Clearance Certificate valid ll 31st December, 2017.
• Current Certificate of Registration/interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) as provided in part II section 5(h) or PPA 2007.
• Evidence of verifiable similar jobs executed and technical capability to deliver (Copies of letters of award/certificates of job completion to be attached).
• Bank Reference Letter indicating financial capability/liquidity.
• A sworn Affidavit certifying that the company is not in receivership and/or the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings. The declaration shall also include that the company has no Director/Partner who has been convicted by any court in Nigeria or any other country for criminal offenses in relation to fraud or financial impropriety and that no officer of the National Library of Nigeria or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder, Partner or has any pecuniary interest in the job and that all the required documents presented and attached are GENUINE AND UP TO DATE.
• Company profile with CV’s of key professionals including photocopies of relevant academic and professional qualifications with attestation of availability and contact phone numbers. (Evidence of registration with relevant regulatory professional bodies).
• Company Audited Accounts for the immediate past three (3) years (2014, 2015, 2016).
• Evidence of filing Company Annual’ returns to CAC for the immediate past three (3) years (2014, 2015, 2016).
• Evidence that the Bidders have the requisite equipment’s to execute a project of this nature and complexity or evidence of lease agreement with a third party.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested Contractors are to collect tender documents from the Procurement Unit of the National Library of Nigeria at Plot 274 Sanusi Dantata House, Central Business District, Abuja within the working hours of 9am – 4pm, Monday- Friday upon payment of a non-refundable processing fee of N20,000.00 per lot. The payment should be made in favour of FGN – National Library of Nigeria through the Remita Collection Platform.
5.0 SUBMISSION OF TENDER DOCUMENTS:
Interested contractors are to submit their documents (Both Technical and Financial Bids) in two separate envelopes enclosed in one big envelope clearly stating the Project Name and LOT Number at the top right hand corner of the envelope and addressed to:

The documents should be deposited in the Tender Tamper Proof – Box at the Procurement Unit of National Library of Nigeria on the ground floor. Plot 274 Sanusi Dantata House, Central Business District, Abuja within the working hours of 9am-4pm, Mondays – Fridays. Company’s name should be written on the reverse side of the envelope.
The deadline for submission is 19th March, 2018 by 12 noon.
6.0 BID OPENING
Bid opening will commence immediately after the deadline for submission on 19th March 2018 by 12 noon at the Board Room (First Floor) of National Library of Nigeria at Plot 274 Sanusi Dantata House, Central Business District, Abuja. Ail bidders or their representatives, relevant professional bodies, NGOs and the general public are invited to witness the public bid opening exercise.
7.0 ADDITIONAL INFORMATION
7.1 The National Library shall verify any or all the’ claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.
7.2 Bidders who have worked for National Library and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply.
7.3 National Library is not bound to accept the lowest quotation that is not responsive.
7.4 Companies and bidders are prohibited from bidding for more than Two (2) lots in each of the Categories.
7.5 All documents for submission shall be transmitted with a covering letter under the company’s Letter Head Paper bearing among others, the Registration Number (RC).
Valid Contact Telephone Numbers, e-mails address and official Company’s address.
7.6 Only successful bidders from the Technical Evaluation will be invited for financial bid opening.
7.7 Deviations/Non-compliance to the instructions will lead to disqualification.
7.8 All submission pages must be duly initialled by the company.
7.9 Submissions must be made only in English language.

(2) Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba, upon payment of non-refundable prescribed fee as contained in 3(v) and 3(xii).
(3) Tenders must be accompanied by the following:

(xii) Evidence of payment of N250,000.00 for projects 1(a), 1(b), 1(c) and N180,000.00 for projects l(d),l(e) and 1 (f) in Bank Draft in favour of Delta State Tenders Board for the processing and technical analysis of the tender documents.
(4) Tenderers are advised to visit and inspect the site before tendering. For this purpose, tenderers should contact the Director, Planning, Research, and Statistics of the Ministry of Works for guidance.
(5) All Tender documents which should be in two copies each, together with the completed Bills of Quantities, should be put in a wax-sealed envelope addressed to:

PRE-QUALIFICATION REQUIREMENTS
INTERESTED COMPANIES ARE REQUIRED TO SUBMIT THE FOLLOWING DOCUMENTS FOR ASSESSMENT:
(i) Evidence of company registration with Corporate Affairs Commission (CAC).
(ii) Evidence of registration as contractor with the Enugu State Ministry of works and infrastructure.
(iii) Three years’ tax clearance certificate
(iv) Evidence of Financial Capacity (Banker’s Reference).
(v) Comprehensive Company Profile with evidence of satisfactory execution and completion of similar projects in the past.
(vi) VAT Registration certificate and evidence of past remittance to FIRS in the last three years.
(vii) The company must have a professional Engineer (COREN) certificate who is actively involved with the organization for building construction.
(viii) Sworn affidavit indicating that all documents submitted are genuine and verifiable.
(ix) Consent to allow for verification of all documents submitted.
(x) A sworn affidavit that none of the directors have been convicted in any country for any criminal offence including fraud or financial improprieties.
(xi) Companies that handled projects for ENSUBEB, and whose jobs were poorly done, will not be considered.
(xii) Quality assurance control manuals for the company.
(xiii) Any other relevant documents that may place your company on comparative advantage.
(xiv) Evidence of compliance with pension reform Act 2004 as amended.
(xv) Evidence of compliance with Industrial Training Fund Act of 2011.
IMPORTANT NOTICE:
(1) Only shortlisted companies from the pre-qualification exercise will be qualified to tender
(2) All cost incurred by bidders as a response to this invitation and subsequent requests shall be borne by the respective contractors/companies.
(3) Enugu State Universal Basic Education Board is not under any obligation to prequalify any company that does not meet the requirements.
(4) Contractors who had worked for the Government of Enugu State or any of its agencies and have poor/bad history of performance, abandonment, termination and /or un-approved prolonged completion periods need not apply.
(5) By submission of pre-qualification documents, ENSUBEB is neither committed nor obligated to award any contract to any contractor/supplier or agents.
(6) Prequalified contractors shall collect bidding documents from the PRS department of ENSUBEB upon payment of non-refundable fees for the Lot with 2% Bid security/Certified documents.

Pre-Qualification Questionnaire (“PQQ”) Notice for BBC Media Action Baseline/Formative Research

(1) PURPOSE OF THE PQQ
(1.1) BBC Media Action Nigeria is conducting a competitive procurement for the provision of research services. This is a two-stage procedure comprising of the Pre-Qualification Questionnaire (“PQQ”) used to short list potential providers and the Invitation to Tender (“ITT”) used to evaluate tenders submitted by the shortlist of potential providers.
(1.2) The PQQ sets out the information which is required by BBC Media Action in order to assess the suitability of Applicants (“Applicants” refer to the parties who complete the PQQ) in terms of financial standing, technical/professional ability/capacity and experience to meet the requirement. During the PQQ stage, the intention is to arrive at a Shortlist of between 3 and 5 qualified potential providers who will be invited to tender against the requirement.

BBC Media Action Nigeria is planning to conduct a round of research comprising both quantitative (baseline survey) and qualitative (formative research & expert panel) components to understand and benchmark people’s knowledge, perceptions, attitudes and extent of engagement around security and justice issues in Nigeria as well as assess media usage among the project’s target populations. The study, particularly the baseline survey and qualitative formative research, are to be conducted among males and females who are between the ages of 15 and 45 years in five (5) focal states namely Borno, Enugu, Kano, Lagos and the FCT; while there are no age and location restrictions for the expert panel. It is against this background that research agencies will be invited to submit a proposal to conduct this round of research.
Upon commissioning, BBC Media Action will provide the agency with the survey questionnaire, discussion guides and recruiting questionnaires in English and local languages as may be applicable per location. The agency will be responsible for piloting the instrument and providing feedback on the piloting process to BBC Media Action.
Preferably, data for the survey will be collected via electronic data collection approach (or as may be otherwise agreed if justifiable, will be collected using pen and paper).
BBC Media Action will work with the successful agency in the selection of specific urban and rural localities as well as a suitable group breakdown / structure for the qualitative strands of work while BBC Media Action will provide the agency with the sample size that is considered most appropriate for the survey. The selected agency will be required to propose a sampling design which is expected to be proportional to each state’s population size (i.e. sampling proportional to size), as well as random and self-weighting. The successful agency will be expected to provide the sampling frame for the survey to BBC Media Action for final checks and approval ahead of data collection.
The fieldwork and all data management related tasks (quantitative survey data entry, qualitative transcription etc) are expected to have been completed by the 30th of April 2018.

3.0 METHOD OF PACKAGING OF PRE-QUALIFICATION/FINANCIAL BID DOCUMENTS
Interested Contractors are required to prepare and submit their Pre-qualification/Financial bid documents in sealed separate envelops. Financial bid documents can be collected at the office of the Director. Physical Planning. Michael Okpara University of Agriculture, Umudike on presentation of evidence of payment of specified non-refundable deposit made payable to MOUAU remitta account in any commercial bank. To be clearly written at the top right hand corner of each envelop are: the Project Title, Lot Number, Contractor’s Name and “Financial Bid” or “Technical Bid” as the case may be. Both envelopes shall be enclosed in a bigger envelope with the inscriptions at the top right hand corner of the envelop. 2014-2016 merged tetfund project title, and Contractor’s name and envelope addressed to:

4.0 SUBMISSION OF BID DOCUMENTS
The Pre-qualification/Financial bid documents addressed to the Register, Room 214 Alex Ekwueme Building MOUAU, Abia State, shall be dropped in a marked box at the Office of the Registrar, on or before 19th March, 2018. Pre-qualification documents will be opened immediately on 19th March, 2018, in the Vice-Chancellor’s conference room by 12:30pm in the presence of the representatives of the bidding Companies and the general Public who choose to attend.
In submitting the company’s profile, please state clearly the company’s full contract address, GSM phone number and Email address required for ease of communication. Pre-qualified Contractors shall be notified accordingly for open of their financial bids.
5.0 NOTE PLEASE:
Bidding will be conducted through the National Competitive Bidding (NCB) Procedure as specified in the Procurement act, 2007.
1. Interested bidders may obtain further information from the Procurement Officer MOUAU.
2. Failure to satisfactory fulfils this conditions as requested above shall result to invalidation of such bid.
3. MOUAU shall reserve the rights to verify the authenticity of claims made by the bidding and reject any submission based on unverifiable information.
4. Submission of bids by post or courier will not be acceptable and any bill received at the designated location after the required time and date shall be considered late and not responsive. Only shortlisted firms shall be contacted.
