(2) Intending Tenderers are expected to pay to the Owan East Local Government Treasury, non-refundable deposit appropriate to the category of the project(s) they are tendering for.
(3) Each tender should be accompanied with photocopies of all the following documents:
(i) Evidence of registration with the Corporate Affairs Commission;
(ii) Evidence of registration with Owan East Local Government as Contractor/Consultant in the appropriate category;
(iii) Evidence of payment of the appropriate non-refundable deposit to the Local Government Treasury;
(iv) Tax Clearance certificates for the immediate past three years;
(v) Evidence of jobs previously executed in similar or related fields;
(vi) Evidence of registration with Edo State Public Procurement Agency.
(4) Tenderers should collect the drawings and specifications of the project from the office of the Director of Works, Owan East Local Government Secretariat, Afuze between 8:00am and 4:00pm on Monday to Friday.

(h) Evidence of Financial capability to execute the project i.e.
• Current Bank Statement of the company Certified by the Company’s Banker;
• Banking support stating that the Banker is ready to render financial assistance to the company in respect of the award;
(i) Verifiable documentary evidence of at least four (4) similar jobs successfully executed in the last three (3) years supported with Letters of Award of Contracts, Project Cost, Job Completion Certificates etc.;
(j) Company’s Audited Accounts for the last three (3) years (i.e. 2015, 2016 and 2017);
(k) Detailed Company’s Profile including Names, Phone Numbers, Curriculum Vitae, Credentials of Technical and Professional Personnel and Equipment;
(l) Any other additional information that may enhance the Company’s Tender.

CALL FOR PROPOSALS FROM MEDIA BUYING AGENCIES
The Challenge Initiative (TCI) in collaboration with the Johns Hopkins University Centre for Communication Programs (JHCCP) is soliciting proposals from media buying agencies or other similarly skilled organizations to schedule and secure airtime for the broadcast of radio and television spots. The broadcasts will be on national TV and radio stations as well as on radio and television stations broadcasting in the following states: Ogun, Delta, Bauchi Niger, Kano, Abia, Anambra, Plateau, Rivers and Taraba. The successful bidder will provide media buying services between October 2018 and September 2019.
The TCI television and radio spots will broadcast between October 2018 and September 2019 (Nationally and in 6 states) and November 2018 and September 2019 (4 States).
SCOPE OF WORK
The selected media buying agency will:
• Design broadcast schedules on television and radio stations that broadcast nationally and in Ogun, Delta, Bauchi, Niger, Abia, Anambra, Plateau, Kano, Rivers and Taraba States for the radio and television spots described in the full Request for Proposals. The schedule should target airing two spots daily on 2 radio and 2 TV stations in each state for a year. The schedule will also target national radio and TV platforms (terrestrial and satellite) with high viewership and listenership.
• Support media plan with evidence-based rationale where Broadcast schedules should maximize reach among the TCI priority audiences while minimizing cost. All broadcast schedules will be reviewed and approved by TCI prior to broadcasts.
• Compare actual broadcasts against approved broadcast plans and negotiate with media houses to deliver the number of broadcasts at the times of day and days of the week when they are scheduled.
• Collect and deliver to TCI certified broadcasting reports from the media houses on a monthly basis together with a media analysis.
Only experienced media agencies registered in Nigeria will be considered. Agencies must have past experience scheduling and buying media time both on national stations and at state level in Ogun, Delta, Bauchi Niger, Kano, Abia, Anambra, Plateau, Rivers and Taraba terms person reached, by offering discounts and bonus airtime.

This Request for Expression of Interest (REOI) follows the General Procurement Notice (GPN) for this Project that appeared in the UN Development Business Publication of February 18, 2015 and in three Nigerian Newspapers of the same date: (i) The Guardian, (ii) Thisday and (iii) Daily Trust.
The Federal Government of Nigeria, has received a Grant from the International Development Association (IDA), acting as administrator of a trust fund from the European Union, towards the cost of State and Local Governance Reform Project. The State Government of Osun being one of the six beneficiary states of the grant, now intends to apply part of the proceed towards the engagement of a consulting services to provide a customized training for female Accountants and Auditors within the public service of the State of Osun. This is part of the government efforts at bridging capacity gaps and building capacity of women in professional cadre.
The consulting services (” the Services”) include:
